Li Jiyang was born in Shaoxing, Zhejiang in May 1946. Schooled at Shanghai Penglai Road No. 2 Primary School, junior high school and high school at Shanghai Jingye Middle School. In 1965, he was admitted to the Department of Soil Chemistry of Beijing Agricultural University. After graduating in 1970, he was assigned to the army farm in Dali County, Shaanxi Province.
