The Opinions also clearly define the scope of institutions that implement the promotion system for ranks: the staff of counties (cities, districts, flags), townships (towns, subdistricts) and participating management units. For counties (cities, districts) whose institutional specifications are higher than those at the administrative level, their party committees and government departments are not included in the scope of implementation. For example, the first-level governments in Chongming County of Shanghai and Tianhe District of Guangzhou City do not fall into this scope.
