The rapid development of modern life sciences, biotechnology and medical science has made medical and health personnel the practitioners who need lifelong learning most. Post-graduate education and continuing medical education cover the entire journey of health personnel in the early, middle and late careers. During this period, training is one of the most important means of learning. The materials and experience in compiling this "Manual for the Training and Management of Health Staff" (hereinafter referred to as the "Manual") are mainly based on the following four international health cooperation projects: (1) The "Chinese Government" China's Basic Health Services Project (referred to as the Health Care Project / Health Care Support Project, October 1998-June 2007); (2) the "Sino-British STD / AIDS Cooperation Project" in cooperation with the UK Department of International Development (August 2000-December 2006); (3) "Chinese-British Urban Community Health Service and Poverty Relief Project" (August 2001-December 2007); ) "China-Australia Chengyang Rural Health Comprehensive Project" (April 2002-April 2007), cooperating with the Chinese and Australian governments. The main targets of this Guidebook are health managers at all levels, health program officials, health human resource workers, but also training managers, teachers, and education researchers in many other industries. In order to facilitate the reader's reading and practical operation, the compilation structure of this Guidebook is basically arranged in accordance with the training workflow. The book has 9 chapters and is accompanied by two important appendices.
