- Article 1 In order to regulate the management of nurse registration, these measures are formulated in accordance with the Nurses Regulations.
- Article 2 Nurses may only engage in nursing work in accordance with the registered practice site after obtaining the "Nursing Practice Certificate" after practicing registration.
- Those who have obtained the "Nursing Practice Certificate" without practicing registration shall not engage in the nursing activities specified in the technical specifications of diagnosis and treatment.
- Article 3 The Ministry of Health is responsible for the supervision and management of nurse registration in the country.
- The health administrative department of the people's government of a province, autonomous region, or municipality directly under the Central Government is the department in charge of nurse practice registration and is responsible for the management of nurse practice registration in this administrative area.
- Article 4 The health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, based on the actual conditions in their respective administrative regions, formulate specific measures for the registration of nurses' practice and report them to the Ministry of Health for the record.
- Article 5 To apply for the practice registration of a nurse, the following conditions shall be met:
- (1) Having full capacity for civil conduct;
- (2) Completion of the nursing and midwifery professional courses of more than 3 years in general vocational schools as stipulated by the Ministry of Education and the Ministry of Health in secondary vocational schools and higher schools, including completing clinical nursing internships of more than 8 months in teaching and general hospitals, and obtaining Corresponding academic credentials;
- (3) Pass the nurse qualification examination organized by the Ministry of Health;
- (4) Meet the health standards stipulated in Article 6 of these Measures.
- Article 6 An application for nurse registration shall meet the following health standards:
- (1) no history of mental illness;
- (2) No color blindness, color weakness, or binaural hearing impairment;
- (3) No illness, disability or dysfunction that affects the performance of nursing duties.
- Article 7 To apply for nurse registration, the following materials shall be submitted:
- (1) Review form of application for nurse registration;
- (2) Proof of applicant's identity;
- (3) Applicant's academic certificate and clinical practice certificate in professional study;
- (4) Certificate of passing the nurse qualification examination results;
- (5) The medical examination certificate issued by the medical institution designated by the health administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government within 6 months;
- (6) Relevant materials to be employed by medical and health institutions.
- Article 8 The administrative department of health shall, within 20 working days from the date of accepting the application, review the materials submitted by the applicant. Those who pass the examination and approval shall be allowed to register and be issued a "Nursing Practice Certificate"; those that do not meet the prescribed conditions shall not be registered and the reasons shall be stated in writing.
- The "nurse practice certificate" should indicate the nurse's name, gender, date of birth and other personal information, as well as the certificate number, registration date, and place of practice.
- The "Nursing Practice Certificate" is uniformly printed by the Ministry of Health.
- Article 9 An application for registration of a nurse practitioner shall be filed within 3 years from the date of passing the nurse qualification examination; if an application is submitted after the due date, in addition to the materials specified in Article 7 of these Measures, it shall also be submitted to the health department of the people s government of the province, autonomous region, or municipality The teaching provided by the administrative department and the general hospital received 3 months of clinical nursing training and passed the certificate of assessment.
- Article 10 The registration of nurse practice is valid for 5 years. Nurses who need to continue their practice after the expiry of the validity period of their nurse registration should apply to the original registration department for renewal of registration 30 days before the expiry of the validity period.
- Article 11 A nurse applying for renewal of registration shall submit the following materials:
- (1) Application review form for nurses' continued registration;
- (2) The applicant's "Nursing Practice Certificate";
- (3) The medical examination certificate issued by the medical institution designated by the health administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government within 6 months.
- Article 12 The registration department shall conduct an examination within 20 days from the date of accepting the application for renewal of registration. Those who pass the examination shall be renewed.
- Article 13 Registration shall not be renewed under any of the following circumstances:
- (1) failing to meet the health standards stipulated in Article 6 of these Measures;
- (2) The time limit for punishment for suspension of practice activities has not expired.
- Article 14 A medical and health institution may collectively apply for the nurse registration and renewal registration for the nurses employed by the institution.
- Article 15 In any of the following circumstances, when it is intended to practice in a medical and health institution, a new application shall be made for registration:
- (1) The registration has not been renewed after the expiration of the validity period of the registration;
- (2) Being punished with the suspension of the "Nursing Practice Certificate" and having expired 2 years from the date of revocation.
- For re-application for registration, submit the materials in accordance with the provisions of Article 7 of these Measures; if the nursing practice is interrupted for more than 3 years, it shall also be submitted to the teaching, general hospital prescribed by the health administrative department of the people's government of the province, autonomous region, or municipality for 3 months for clinical Nursing training and assessment of qualifications.
- Article 16 A nurse shall change the registration items such as the practice location during the validity period of her practice registration.
- However, it does not take care of tasks assigned or approved by the health administrative department and nursing activities that perform the duties of medical and health institutions, including advanced studies and academic exchanges approved by medical and health institutions.
- Article 17 A nurse who changes the practice place during the validity period of her practice registration shall report to the registration authority in the place where she intends to practice and submit the following materials:
- (1) Review form of application for registration change of nurses;
- (2) The applicant's "Nursing Practice Certificate".
- The registration department shall handle the change procedures for them within 7 working days from the date of acceptance.
- Where nurses change practice locations across provinces, autonomous regions, and municipalities, the registration department that received the report shall also notify the registration department of the place where they practiced.
- The health administration departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall facilitate the change of nurse registration through the nurse registration information system.
- Article 18 If one of the following circumstances occurs after the nurse's practice registration, the original registration department shall cancel the practice registration:
- (1) Registration has not been renewed after the expiry of the registration validity period;
- (2) Being punished by revoking the "Nursing Practice Certificate";
- (3) The death or incapacity of the nurse.
- Article 19 When the health administrative department implements the nurse registration, under one of the following circumstances, the health administrative department at the next higher level or the supervisory authority shall order correction, and the person in charge directly responsible or other person directly responsible shall be given administrative sanctions according to law:
- (1) granting nurse registration to those who do not meet the nurse registration requirements;
- (2) Those who meet the nurse registration requirements are not allowed to register.
- Article 20 If the applicant for nurse practice registration conceals the relevant situation or provides false materials to apply for nurse practice registration, the health administrative department will not accept it or will not grant nurse practice registration and give a warning; if it is already registered, it shall be revoked.
- Article 21 Personnel from Hong Kong, Macao Special Administrative Region and Taiwan who have completed majors in nursing and midwifery in the Mainland and meet the requirements of Articles 5, 6, and 7 of these Measures may apply for nurse registration.
- Article 22 The provisions of these Measures shall apply to the practice registration management of nurses in family planning technical service institutions.
- Article 23 The meaning of the following terms in these Measures:
- Teaching hospital refers to a hospital that has a contractual relationship with secondary vocational schools and colleges to undertake nursing clinical practice tasks and can complete teaching tasks in accordance with the nursing clinical practice teaching plan.
- A general hospital refers to a hospital that meets the basic standards of a general hospital in accordance with the Regulations on the Administration of Medical Institutions and the Basic Standards for Medical Institutions.
- Article 24 These Measures shall be implemented as of May 12, 2008.
