Regulations on Occupational Qualification System for Registered Safety Engineers
Chapter I General Provisions
Article 1 In order to strengthen the construction of professional and technical personnel in work safety, improve the quality of professional and technical personnel in work safety, and safeguard the safety of people's lives and property, according to the "People's Republic of China Work Safety Law" and "Registration Management Method of Registered Safety Engineers" (General Administration of Safety Supervision) Personnel [2017] No. 118) and relevant regulations of the national vocational qualification system, formulated these regulations.
Article 2 The term "registered safety engineer" as mentioned in these Provisions refers to the occupational qualification certificate of a registered safety engineer of the People's Republic of China (hereinafter referred to as the registered professional qualification of a registered safety engineer) who has passed the vocational qualification examination and is engaged in work safety management and safety engineering technology after registration. Article 3 The state establishes professional qualifications for the admission of registered safety engineers and is included in the national professional qualifications catalog.
Article 4 The registered security engineer levels are set to: senior, intermediate, and junior. Evaluation and management measures for senior registered security engineers shall be formulated separately.

Article 5 The professional categories of registered safety engineers are divided into: coal mine safety, metal and non-metal mine safety, chemical safety, metal smelting safety, building construction safety, road transportation safety, and other safety (excluding fire safety).
Article 6 The Ministry of Emergency Management and the Ministry of Human Resources and Social Security jointly formulate the professional qualification system for registered safety engineers, and are responsible for the implementation and supervision of the professional qualification system for registered safety engineers in accordance with the division of responsibilities.
The emergency management and human resources and social security departments of provinces, autonomous regions, and municipalities directly under the Central Government are responsible for the implementation and supervision of the professional qualification system for registered safety engineers in their respective administrative areas in accordance with the division of responsibilities.
Chapter II Examination
Article 7: National unified outline, unified propositions, and unified organization of the professional qualification examination for intermediate-level registered safety engineers.
The national unified outline for the vocational qualification examination for junior registered safety engineers, and the provinces, autonomous regions, and municipalities shall independently implement the propositions and organize their implementation. Generally, the examinations shall be based on the professional category.
Article 8 The Ministry of Emergency Management or its authorized institutions is responsible for formulating the professional qualification examination subjects for registered safety engineers; organizing the preparation of public and professional subjects for the professional qualification examination for intermediate registered safety engineers (except for professional subjects in the categories of construction safety and road transport safety) Outline, organize the examination of the corresponding subjects; work with the relevant industry authorities of the State Council or its authorized institutions to prepare a vocational qualification examination outline for junior registered safety engineers.
The Ministry of Housing and Urban-Rural Development, the Ministry of Transport, or its authorized institutions are respectively responsible for organizing the formulation of examination outlines for professional subjects of the professional qualification examination for intermediate registered safety engineers in the categories of construction safety and road transportation safety, and organizing the examination of corresponding subjects.
The Ministry of Human Resources and Social Security is responsible for reviewing examination subjects and examination outlines, and is responsible for the examination work of the vocational qualification examination for intermediate registered safety engineers. Together with the emergency management department, it determines the qualification standards for the vocational qualification examination for intermediate registered safety engineers.
Article 9 The emergency management, human resources and social security departments of provinces, autonomous regions, and municipalities directly under the Central Government, in conjunction with relevant industry authorities, organize and implement the vocational qualification examination for junior registered safety engineers in accordance with the unified national examination outline and relevant regulations, and determine the qualification standards for the examination.
Article 10 Anyone who complies with the Constitution, laws, and regulations of the People's Republic of China, has good professional qualities and moral conduct, and meets one of the following conditions may apply to take the vocational qualification examination for intermediate registered safety engineers:
(1) Have a college degree in safety engineering and related majors and have been engaged in safety production business for 5 years; or have a college degree in other majors and engaged in safety production business for 7 years.
(2) With a bachelor's degree in safety engineering and related majors, engaged in safety production business for 3 years; or a bachelor's degree in other professional colleges, engaged in safety production business for 5 years.
(3) Have a second bachelor's degree in safety engineering and related majors and have engaged in safety production business for 2 years; or have a second bachelor's degree in other majors and engaged in safety production business for 3 years.
(4) Having a master's degree in safety engineering and related majors and having engaged in production safety business for at least one year; or having another master's degree and engaged in safety production business for at least two years.
(5) Having a doctorate degree and engaged in production safety business for one year.
(6) After obtaining the professional qualification of a junior registered safety engineer, he has been engaged in safety production business for 3 years.
Article 11 Anyone who complies with the Constitution, laws, and regulations of the People's Republic of China, has good professional qualities and moral conduct, and meets one of the following conditions can apply to take the vocational qualification examination for junior registered security engineers:
(1) Have a technical secondary school degree in safety engineering and related majors and have been engaged in safety production business for 4 years; or have a technical secondary school degree in other majors and have been engaged in safety production business for 5 years.
(2) Have a college degree in safety engineering and related majors and have been engaged in safety production business for 2 years; or have a college degree in other majors and engaged in safety production business for 3 years.
(3) Having a bachelor's degree or above and engaged in safety production business.
Article 12 Those who pass the vocational qualification examination for intermediate-level registered safety engineers shall be issued by the human resources and social security departments of the provinces, autonomous regions, and municipalities directly under the central government (intermediate). The certificate is uniformly printed by the Ministry of Human Resources and Social Security, and is jointly used by the Ministry of Emergency Management and the Ministry of Human Resources and Social Security, which is valid nationwide.
Article 13 Those who pass the vocational qualification examination for junior registered safety engineers shall be issued a vocational qualification certificate (junior) for registered safety engineers by the human resources and social security departments of the provinces, autonomous regions, and municipalities directly under the Central Government. This certificate is jointly used by the emergency management and human resources and social security departments of all provinces, autonomous regions and municipalities, and is valid in principle in the administrative region where it is located. Various regions can formulate cross-region recognition methods according to actual conditions.
Article 14 Anyone who obtains the professional qualification certificate of a registered safety engineer by improper means shall be dealt with in accordance with the regulations for handling violations of discipline and rules of the national professional and technical personnel qualification examination.
Chapter III Registration
Article 15 The state implements a practice registration management system for the professional qualifications of registered safety engineers and registers according to the professional category. Personnel who have obtained the professional qualification certificate of registered safety engineer may only practice in the name of registered safety engineer after registration.
Article 16 The Ministry of Housing and Urban-Rural Development, the Ministry of Transport or its authorized agencies shall, in accordance with the division of responsibilities, be responsible for the preliminary examination of the registration of intermediate-level registered safety engineers in the categories of construction safety and road transportation safety respectively.
Provinces, autonomous regions, and municipalities' emergency management departments and agencies authorized by the Emergency Management Department are responsible for the preliminary registration of other intermediate-level registered security engineers.
The Emergency Management Department is responsible for the final registration of intermediate registered safety engineers. The specific work is carried out by the Chinese Academy of Safety Science and Technology. The list of intermediate registered safety engineers in the categories of construction safety and road transportation safety approved by the final review is copied to the Ministry of Housing, Urban and Rural Construction and the Ministry of Transport, respectively.
Article 17 Persons applying for registration must also meet the following basic conditions:
(1) Obtaining the professional qualification certificate of registered safety engineer;
(2) abide by disciplines and laws, and abide by professional ethics;
(3) Engaged in safety production management, safety engineering and technical posts or production safety professional service agencies in production and operation units to engage in safety production professional services;
(4) Have full capacity for civil conduct and be under 70 years of age.
Article 18 An application for initial registration of an intermediate registered safety engineer shall be submitted to the registration preliminary examination agency within 5 years from the date of obtaining the professional qualification certificate of the intermediate registered safety engineer.
Those who have obtained the qualification certificate of registered safety engineer before the implementation of these regulations and apply for initial registration shall submit the application to the preliminary registration agency within 5 years from the date of implementation of these regulations.
If the initial registration is applied after the stipulated time, it shall be handled as the overdue initial registration.
Applicants who are permitted to register shall be issued with a certificate (paper or electronic certificate) of the intermediate registered safety engineer by the Emergency Management Department.
Article 19 The registration of an intermediate registered security engineer is valid for 5 years. If the renewal of registration is required 3 months before the expiration of the validity period, an application for renewal of registration shall be submitted to the preliminary registration agency. If the registration is not renewed after the expiration of the validity period, an application for re-registration may be made as required.
Article 20 If an intermediate registered security engineer changes the registration within the validity period of the registration, he must promptly apply to the preliminary registration agency.
Article 21 The specific requirements for initial registration, renewal of registration, change of registration, re-registration, and overdue initial registration of intermediate-level registered security engineers shall be implemented in accordance with relevant regulations.
Article 22 Where a registration certificate is obtained by improper means, the certificate issuance agency shall revoke its registration certificate and shall not re-register within 5 years; if it constitutes a crime, criminal responsibility shall be investigated in accordance with the law.
Article 23 The registration of a registered security engineer shall be announced to the society by the registration certificate issuing agency to promote information sharing.
Article 24 The administrative measures for the registration of junior registered security engineers shall be formulated by the emergency management departments of provinces, autonomous regions, and municipalities directly under the Central Government in conjunction with relevant departments.
Chapter IV Practice
Article 25. In practice, registered safety engineers must abide by disciplines and laws, abide by professional ethics and practices, practice with integrity, actively accept supervision and inspection by relevant authorities, and strengthen industry self-discipline.
Article 26 A registered safety engineer may not be employed by two or more units to practice at the same time, may not allow others to practice in his own name, and may not rent out a loan certificate. In violation of the above provisions, the registration authority shall revoke its registration certificate and shall not be re-registered within 5 years; if it constitutes a crime, criminal liability shall be investigated in accordance with the law.
Article 27 The scope of practice of registered safety engineers includes:
(1) production safety management;
(2) production safety technology;
(3) Investigation and analysis of production safety accidents;
(4) Safety assessment, evaluation, consulting, demonstration, testing, inspection, education, training and other professional services in production safety.
Intermediate registered safety engineers can practise in various scales of production and storage of dangerous goods, mining, metal smelting and other units according to professional categories. The scale of the practice units of junior registered safety engineers is determined by localities in accordance with actual conditions.

Article 28 A registered safety engineer shall sign his own practice results document and bear corresponding responsibilities.
Chapter V Rights and Obligations
Article 29 A registered safety engineer has the following rights:
(1) Use the title of registered safety engineer and his registration certificate as required;
(2) engaging in professional activities within the prescribed scope;
(3) to provide opinions and suggestions on situations found in practice that do not meet the requirements of relevant laws, regulations and technical specifications, and report to relevant industry authorities;
(4) Participating in continuing education;
(5) Get corresponding labor compensation;
(6) Appealing for violations of my rights;
(7) Other rights provided by laws and regulations.
Article 30 A registered safety engineer shall perform the following obligations:
(1) to abide by the laws, regulations and standards of the state on production safety;
(2) to abide by professional ethics, to practice objectively and fairly, not to falsify, and to bear the legal responsibility of signing opinions on corresponding reports;
(3) safeguarding the interests of the state, collectives, and the public and the legitimate rights and interests of the employed units;
(4) Strictly keep the technical and commercial secrets of units and individuals known in the practice.
Article 31 Personnel who have obtained the registration certificate of registered safety engineer shall receive continuous education, update their professional knowledge, and improve their professional level in accordance with the relevant regulations on continuing education of professional and technical personnel of the country.
Chapter VI Supplementary Provisions
Article 32 The qualification certificate for registered safety engineer and the qualification certificate for registered assistant safety engineer obtained before the implementation of these regulations shall have the same effect as the professional qualification certificate for intermediate and junior registered security engineers obtained in accordance with these regulations.
Article 33 Professional and technical personnel who have obtained the professional qualifications of intermediate registered safety engineers and junior registered safety engineers shall be deemed to have the titles of engineers and assistant engineers and may be used as the conditions for applying for higher-ranking titles.
Article 34 Strengthen the international exchange and cooperation of registered safety engineers, and promote the internationalization of the professional qualifications of registered safety engineers.
Article 35 The Ministry of Emergency Management and the Ministry of Human Resources and Social Security shall be responsible for the interpretation of these regulations according to the division of responsibilities.
Article 36 These Provisions shall become effective on March 1, 2019.

Qualification Examination Implementation Measures
Article 1 These Measures are formulated in accordance with the "Administrative Measures for the Classification of Registered Safety Engineers" and the "Provisions on the Qualification System for Registered Safety Engineers" (hereinafter referred to as the "Provisions").
Article 2: The Ministry of Human Resources and Social Security entrusts the Personnel Examination Center of the Ministry of Human Resources and Social Security to undertake the specific examination work of the professional qualification examination for intermediate registered safety engineers. The Ministry of Emergency Management entrusted the Chinese Academy of Work Safety to undertake the preparation of examination outlines and the organization of propositions for the public and professional subjects of the professional qualification examination for intermediate-level registered safety engineers (except for professional subjects in the categories of building construction safety and road transportation safety), together with the relevant industries of the State Council The competent department or its authorized institution shall compile the vocational qualification examination outline for junior registered safety engineers.
The Ministry of Housing and Urban-Rural Development, the Ministry of Transport, or its authorized institutions are responsible for the compilation of the subject examination outlines and the scoring questions for the professional qualification examinations for intermediate registered safety engineers in the categories of construction safety and road transportation safety.
The human resources, social security, and emergency management departments of each province, autonomous region, and municipality are jointly responsible for the vocational qualification examinations for intermediate-level registered safety engineers in the region, and organize the implementation of the vocational qualification examinations for junior registered security engineers in the region in conjunction with relevant industry authorities. Article 3 The professional qualification examination for intermediate-level registered safety engineers includes 4 subjects: Safety Production Laws and Regulations, Safety Production Management, Safety Production Technology Foundation, and Safety Production Professional Practice. Among them, "Safety Production Laws and Regulations", "Safety Production Management", "Safety Production Technology Basis" are public subjects, and "Safety Production Professional Practice" is a professional subject.
The subjects of "Professional Practice in Safety Production" are divided into: coal mine safety, metal and non-metal mine safety, chemical safety, metal smelting safety, building construction safety, road transportation safety and other safety (excluding fire safety). Work needs to choose one.
The vocational qualification examination for junior registered safety engineers includes 2 subjects: Safety Production Laws and Regulations and Safety Production Practice.
Article 4 The vocational qualification examination for intermediate registered safety engineers takes 4 and a half days, and the examination time for each subject is 2.5 hours.
The vocational qualification examination for junior registered safety engineer takes two and a half days. The examination time for the subjects of Work Safety Laws and Regulations is 2 hours, and the examination time for the subjects of Work Safety Practices is 2.5 hours.
If the electronic examination is adopted, the examination time of each subject can be shortened as appropriate.
Article 5 The results of the vocational qualification examination for intermediate registered safety engineers are implemented on a rolling basis for a period of 4 years. Persons taking all four subject examinations must pass all the subjects within four consecutive examination years. Persons exempt from one subject must Pass the test subjects in 3 consecutive years of examinations. Persons exempt from 2 subjects must pass the test subjects in 2 consecutive years of examinations in order to obtain the professional qualification certificate of intermediate registered safety engineer.
The results of the junior registered safety engineer vocational qualification examination are implemented in a rolling cycle of 2 years. Participants must pass all subjects within two consecutive examination years to obtain the junior registered safety engineer vocational qualification certificate.
Article 6 Personnel who have obtained the professional qualification certificate of intermediate registered safety engineers who apply for other professional examinations may be exempted from public subjects. After passing the exam, a certificate of passing the corresponding professional category printed by the Ministry of Human Resources and Social Security is issued. This certificate serves as the basis for matters such as changing the professional category at the time of registration.
Article 7 Personnel who meet the requirements for the registration of the professional qualification examination for intermediate-level registered safety engineers in the "Regulations", have the title of senior or positive senior engineer, and have been engaged in production safety for 10 years, can be exempted from "production safety management" and "safety production technology" Basics> 2 subjects.
It meets the requirements for the registration of the vocational qualification examination for intermediate-level registered safety engineers in the Regulations, and those who have obtained the national engineering education professional certification in safety engineering majors when they graduated from the undergraduate program can be exempted from the subjects of "Technical Basics of Production Safety".
Article 8 Applicants who meet the registration requirements for the professional qualification examination for registered safety engineers shall complete the registration in accordance with the procedures and requirements stipulated by the local personnel examination institution. The test takers shall take the test at the designated date, time and place with the relevant certificates.
Personnel from various departments of the Central Government, the State Council, affiliated units, and central enterprises register for the examinations based on the principle of territoriality.
Article 9 The test sites for the vocational qualification examinations for intermediate registered safety engineers are, in principle, located in universities, technical secondary schools, or designated schools for college entrance examinations in municipalities directly under the Central Government and provincial capitals; the test sites for the vocational qualification examinations for junior registered safety engineers shall be conducted by provinces, autonomous regions, and municipalities according to the actual situation Set it yourself.
The professional qualification examination for intermediate and junior registered safety engineers is held once a year in principle.
Article 10 adheres to the principle of separation between examinations and training. Those who participate in the examination work (including propositions, examination questions, organization management, etc.) are not allowed to participate in the examination, nor can they participate in or hold training related to the content of the examination. Article 13 In order to ensure a smooth transition of the professional qualification examination for intermediate registered safety engineers, the connection between the new and old systems shall be carried out according to the following requirements:
The validity period of each subject's qualifying grades in the original system document was extended, and it was managed in accordance with the four-year cycle stipulated in the new system. The qualified results of the subjects of Work Safety Law and Related Legal Knowledge, Work Safety Management Knowledge, Work Safety Technology, and Case Analysis of Work Safety Accidents correspond to Work Safety Laws and Regulations, Work Safety Management, and Work Safety Technology Foundation. Article 14 These Measures shall be implemented as of March 1, 2019.
