The qualifications of the safety officer are divided into three levels: junior, intermediate, and senior. The practice requirements are:

Those who are in good health and meet one of the following conditions can apply for the qualification of Junior Safety Officer:
(1) Have a high school (or equivalent) education and have worked in a production and operation unit for three years;
(2) Having a college degree and working in a production and operation unit for two years;
(3) Have a college degree or above in safety engineering (including similar majors / the same below) and have worked in a production and operation unit for one year.
Those who are in good health and meet one of the following conditions may apply for the qualification of Intermediate Safety Officer:
(1) Having a college degree or above and engaged in work safety management for ten years before the implementation of these regulations;
(2) Having a college degree or above and obtained the qualification of junior safety officer, has been engaged in work safety management for four years;
(3) Have a junior college or bachelor degree in safety engineering and obtained the qualification of junior safety officer, and have engaged in work safety management for three years and two years respectively;
(4) Having a master's degree or above in safety engineering and working in a production and operation unit for one year;
(5) Have an engineer title or a master's degree in engineering or above, and have worked in a production and operation unit for two years.
Those who are in good health and meet one of the following conditions, and have published more than two articles on work safety management and technical papers in professional journals (or academic discussions) at or above the provincial (ministry) level or formally write and publish important monographs on safety production management and safety engineering technology (As Deputy Editor-in-Chief or above), can apply for senior safety officer qualification:
(1) Obtaining the qualification of an intermediate safety officer and having engaged in work safety management for four years;
(2) Have a master's degree or above in engineering, and have obtained the qualification of intermediate safety director, have been engaged in work safety management for two years, or have a master's degree or above in other majors, have obtained the qualification of intermediate safety director, and have been engaged in work safety management for three years. year;
(3) Have a senior engineer title or a doctoral degree in safety engineering, and have worked in a production and operation unit for two years.
The separation of training and assessment systems shall be implemented for safety officer qualification training and assessment.
The education and training of safety officers shall be organized by the competent department of industry or intermediary agencies. Units engaged in the education and training of safety officers must obtain the qualifications and approvals of the provincial safety production supervision and management department in accordance with Article 27 of the Regulations on Work Safety in Guangdong Province.
Personnel engaged in the education, training and teaching of safety officers must be specially trained and qualified by the provincial safety production supervision and management department before they can engage in safety production training and teaching.
The education and training of safety officers shall adopt a unified outline and standardized teaching materials in accordance with the relevant national work safety training principles.
The safety officer qualification assessment implements a hierarchical management system. The assessment of the junior safety officer is organized by the prefecture-level safety supervision and management department.
The provincial safety production supervisors, the primary safety officers of the central government in Guangzhou, and the province's intermediate and senior safety officers are assessed by the provincial work safety supervision and management department.
Those who pass the examination shall be issued the Guangdong Provincial Safety Officer Qualification Certificate by the safety production supervision and administration department responsible for implementing the assessment.

The production and operation unit shall be equipped with a registered safety officer in accordance with the following provisions:
(1) Mines, construction and installation units with less than 300 employees, and production, operation, and storage units of dangerous goods must employ at least one full-time registered safety officer; other management units must employ at least one full-time or Part-time registered safety officer or entrust a registered safety officer agency to provide safety production management services.
(2) Mines, construction and installation units, and dangerous goods production, operation, and storage units with more than 300 employees (including 300) and less than 500 employees must employ no less than two full-time registered safety officers; other operating units must Hire no less than one full-time registered safety officer.
(3) For a production and business unit with 500 to 1,000 employees, it is necessary to employ not less than two-thousandths of the number of employees to employ no less than two full-time registered safety officers; a production and business unit with more than 1,000 employees, More than two-thousandths of the number of employees will be employed as registered safety officers.
(4) Mines, construction and installation units with more than 1,000 employees (including 1,000 people), and production, management, and storage units for dangerous goods, and other production and operation units with more than 1,500 employees (including 1500 people) must be employed. Less than one senior registered safety officer.
Among the employed registered safety officers, the proportion of registered safety officers above the intermediate level should be no less than one-third.
A part-time registered safety officer should be qualified as an intermediate safety officer or above, and can only work part-time in three units.
(1) Assisting the hiring unit to implement the laws, regulations and guidelines and policies concerning production safety;
(2) Assisting the hiring unit to establish and improve the safety production responsibility system, work safety management system, work safety archives, work safety regulations, and work safety checklists, formulate annual work safety work plans and work safety technical measures plans, and inspect and supervise implementation;
(3) Master the safety production status of the employing unit, assist the employing unit to formulate the emergency plan for production accidents and guide the implementation;
(4) Perform on-site safety production inspection duties, put forward rectification opinions on the hidden dangers of accidents found in the inspection, and report to the person in charge of safety production in time to supervise the hiring unit to implement the rectification;
(5) Assisting the hiring unit to carry out publicity and education and training on production safety for its employees, supervising the hiring unit to implement the special job personnel certification system and the pre-rotation and pre-rotation education system;
(6) To guide and urge production and business units to issue labor protection supplies to employees in accordance with state regulations, and to supervise and educate employees to use them in accordance with regulations.
The registered security officer exercises the following rights:
(1) Attend the production safety meeting of the employing unit;
(2) To consult and understand the files and materials related to the safety production equipment and technology of the employing unit;
(3) Reviewing reports on production safety submitted by the employing unit, reviewing the investment plan for the production safety of the employing unit, and the implementation and use of the funds;
(4) Entering the production work site for safety inspection and finding that there is an emergency that endangers the personal safety of employees and the safety of major equipment, and has the right to order the worker to suspend operations or evacuate the operation site after taking possible emergency measures; Report directly to the local production safety supervision and management department or other relevant higher-level departments;
(5) Participate in the assessment of major hazard sources of the employing unit, as well as the "three simultaneous" review and completion inspection of the safety facilities of new construction, reconstruction and expansion of productive construction projects and technological transformation projects;
(6) Participate in the investigation of production safety accidents of the employing unit, and provide review opinions on the investigation report organized by the employing unit to investigate the accident.
The registered security officer shall perform the following obligations:
(1) Love their job, be loyal to their duties, earnestly perform their duties, and strive to improve the professional level of work safety;
(2) Abide by disciplines and laws, strictly enforce the rules and regulations of the employing units, keep business secrets and technical secrets, and refrain from using power for personal gain or fraud.
(3) Those who fail to report the employment and concealment shall report to relevant departments such as production safety supervision and management in a timely manner;
(4) to report to the person in charge of the employed unit or the person in charge of production safety on the work safety situation of the unit, and submit the individual annual work safety work report to the local county (district) work safety supervision and management department;
(5) Changing the work unit or no longer engaged in work safety management shall report to the local registration agency in writing in a timely manner.
The registered security officer intermediary service agency must be registered with the business administration before it can engage in the following business:
(1) Engage in safety education training for registered safety officers;
(2) Providing production safety management and technical consulting services for production and operation units;
(3) Organizing the registered safety officer to conduct academic and technical exchange activities;
(4) Entrusted by the work safety supervision and management department to evaluate the qualifications and practice of registered safety officers;
(5) Recommend registered safety officer for production and operation units.
The registered security officer intermediary service agency shall perform the following obligations:
(1) safeguarding the legitimate rights and interests of registered safety officers;
(2) Establishing the working file of the registered safety officer;
(3) Accept the business supervision and guidance of the local production safety supervision and management department, and report the work regularly;
(4) Complete other tasks assigned by the work safety supervision and administration department.
Where a production and operation unit fails to engage a registered safety officer or hire an unqualified person to engage in work safety management, the work safety supervision and management department shall order it to make corrections within a time limit; if it is not changed within the time limit, it shall be in accordance with the "Guangdong Work Safety Regulations" Deal with the provisions of Article 32.
Where a registered safety officer abuses his authority, falsifies, or neglects his duties and fails to perform his duties in accordance with the regulations, depending on the circumstances of the situation, the local work safety supervision and administration department will issue a warning or disqualify it; this will result in employee casualties and major economic accidents in production and operation units In case of loss, legal responsibility shall be investigated.
In one of the following cases, the registered safety officer shall cancel the qualification of registered safety officer:

Registered safety officer intermediary service agencies do not fulfill national and provincial laws and regulations as well as their obligations under these Measures, depending on the severity of the situation, and the work safety supervision and management department shall, in accordance with the relevant provisions of the "People's Republic of China Work Safety Law" and the "Guangdong Province Work Safety Regulations" Give warning or disqualification.
Those who have obtained the "Certificate of Qualification for Registered Safety Engineers of the People's Republic of China" can engage in production safety management in production and business units in the province.
These regulations come into effect on March 1, 2004.
