- The "Standard" was prepared by Beijing Sports University under the direct guidance of the Ministry of Labor and Social Security and under the leadership of the Group Department of the State General Administration of Sports. The development of the "Standard" was started on August 1, 1999, and the preliminary study was completed on November 15, 1999. After the first draft was completed, the experts were consulted by means of meeting review and letter review, and the first draft was revised based on the expert's opinion, and then submitted for review on January 28, 2000.
