On October 8, 2001, the General Administration of Sport of China held a press conference on the issue of the "National Standards for Social Sports Instructors" (hereinafter referred to as "standards") in Beijing. Relevant leaders of the State General Administration of Sport, the Ministry of Labor and Social Security, and reporters from some news units in the capital attended the meeting. Zhang Faqiang, deputy director of the General Administration of Sport of China, made an important speech at the meeting.

The "Standard" was prepared by Beijing Sports University under the direct guidance of the Ministry of Labor and Social Security and under the leadership of the Group Department of the State General Administration of Sports. The development of the "Standard" was started on August 1, 1999, and the preliminary study was completed on November 15, 1999. After the first draft was completed, the experts were consulted by means of meeting review and letter review, and the first draft was revised based on the expert's opinion, and then submitted for review on January 28, 2000. Thanks to the joint efforts of the sports industry and people from all walks of life, it was finalized on March 28, 2000 after repeated demonstrations and revisions.
