Chapter II Business Scope

Chapter III Members
Article 14 The members of the Association include: individual members, group members, correspondent members, senior members, fellows and student members.
Article 15 Individual Members
1. Anyone who engages in acoustics and recognizes the articles of association of the association and has one of the following conditions can apply for the individual membership of the association.
(1) Scientific and technical personnel with assistant researcher, lecturer, engineer and equivalent intermediate technical titles;
(2) Scientific and technical personnel who have obtained master's degree or above;
(3) Undergraduate graduates from institutions of higher learning who have worked in this discipline for more than three years in research, teaching, production, scientific education organization management departments of enterprises and institutions, or who have a certain academic level and independent working ability, or who are not graduated from colleges , But have been working for many years and have an academic level and work experience equivalent to that specified in paragraph (1) of this paragraph.
(4) Leading cadres and entrepreneurs who are enthusiastic and actively supporting the work of the Society and are engaged in the management of the organization of the discipline.
2. Individual members are the main body of the organization. Membership must be applied by members, introduced by two members or one director of the association, or recommended by the unit. The Standing Committee discusses and authorizes the organization work committee to issue a membership card. The members of the Association are also members of the corresponding local society.
3. Rights and obligations
(1) The right to vote, to be elected and to vote;

Article 16 Group Members
1. All enterprises, institutions, scientific research, teaching units and academic groups engaged in acoustic work who wish to join the Association in the name of a group can apply to the Association, and the Standing Committee can approve the membership of the Association.
2. Rights and obligations
(1) Priority to participate in relevant activities of the Society;
(2) Priority access to relevant academic and information materials of the society;
(3) The Society may be requested to give priority to technical advice;
(4) The Society may be invited to assist the unit in organizing technical training classes and other activities;
(5) invited to participate in the enlarged meeting of directors;
(6) Comply with the constitution, implement the resolutions of the society, and safeguard the legitimate rights and interests of the society;

(8) assist the society in carrying out relevant academic and scientific popularization activities;

Article 17 Corresponding Member
1. Experts and scholars from Hong Kong, Macao, Taiwan and overseas Chinese who meet the requirements of the individual membership of the Association to engage in acoustic work; foreign scholars who have achieved high academic achievements and are friendly to China. Introduction, approved by the Standing Council, can be the correspondent member of the Association.
2. Rights and obligations
(1) Get preferential or free academic journals and related materials published by the Society;
(2) Priority to participate in academic conferences hosted by the Society in China;
(3) Priority to participate in international academic conferences organized by the Society;
(4) Support the work of the Society, exchange academic materials, communicate information, and complete tasks entrusted by the Society, such as assisting in conducting international academic activities, recommending experts to teach in China, etc .;
(5) Pay membership dues regularly.

Article 18 Senior Member
Acquired the title of senior engineer, associate professor, associate researcher or above, or has outstanding achievements in the field of acoustic science and technology, academically highly accomplished acoustic technology personnel, and has a personal membership of more than three years, applied by myself, two fellows Or recommended by a senior member, which can be elected as a senior member after being approved by the Standing Committee.
Article 19 Fellows
Any member who has made outstanding contributions to the Society and acoustic science and technology, has a positive senior title, and has a membership of three or more senior members, should be applied by me, recommended by two members, and approved by the Standing Council. Fellow.
Article 20 Student membership
Acoustics-related master's degree students and bachelor's third-year or above students should apply in person and be introduced by two members or one director of the Association. After discussion and approval by the council, they can become student members of the Association.
The student members have the same rights and responsibilities as individual members, except that they do not have the right to vote, be elected and vote. After graduation, you must re-enter the membership procedures in accordance with the regulations of this association.
Article 21 Members must join the membership procedures in accordance with the regulations of the Association, and members have the freedom to withdraw from the membership.
Article 22 Any member who violates the criminal law or seriously violates the constitution of the Association, the Standing Council decides to cancel the membership.
Chapter IV Birth and Removal of Organizations and Persons in Charge
Article 23 National Congress of Members
1. The organization principle of this association is democratic centralism, and the highest authority is the National Congress of Members.
The National Congress of our members is held every four years. In case of special circumstances, advance or extension must be discussed and decided by the council, reported to the competent business unit for review, and approved by the registration management authority of the society. However, the extension may be delayed for a maximum of one year.
2. Duties of National Member Congress:
(1) Formulate the working principles and tasks of the Association;
(2) Review the work report and financial report of the Board;
(3) Election and dismissal of the council;
(4) Formulate and modify the constitution of the Association;
(5) Decide on termination matters and other major matters.
3. The National Member Congress must be attended by more than two-thirds of the members' representatives, and its resolutions must be approved by more than half of the members present.
Article 24 Council
1. During the closing period of the National Member Congress, the Council is the leading body of the Council. During the intersessional period, he leads the group to carry out daily work and is responsible to the member congress.
2. How to create the council
The council is re-elected every four years, and no less than one-third of the members of the council are renewed each time. Candidates for the next term are proposed by the previous standing council in accordance with the principles of full deliberation and democratic consultation, and submitted to the National Congress of Members for election. Elections are conducted by secret ballot. Only candidates who receive more than half of the votes can be elected as directors.
3. Council members should perform their duties. Take the lead in participating in our activities. The directors should be academically accomplished, academically decent, scientists, experts, and young and middle-aged science and technology workers who can participate in the actual work of the Association, as well as management workers who are enthusiastic and support the work of the Association and engage in the management of related disciplines. The composition of the council should reflect the structure of the old, middle and young teams.
4. The council meets at least once a year, and it can also be held in the form of communication under special circumstances.
5. Duties of the Board
(1) Implement the resolution of the member congress;
(2) Election of a standing council, with the number of standing directors not exceeding one third of the number of directors;
(3) Election and removal of the chairman, deputy chairman, and secretary general;
(4) Decide on the Deputy Secretary-General and the main person in charge of the branch;
(5) Report work and financial status to the member congress;
(6) Raise funds for the activities of the Institute, formulate and review the work plan, financial plan and implementation of the Association;
(7) Lead the work of the affiliated institutions;
(8) Formulate the method for selecting the next member representatives and prepare for the next member congress.
6. The council must be attended by more than two-thirds of the directors, and its resolutions must take effect after two-thirds of the directors vote.
7. In addition to individual directors, the council may appropriately increase the number of unit directors, the proportion of which does not exceed 10% of the total number of directors. The unit directors must be agreed by the unit's application to the standing council.
Article 25 Standing Council
1. During the closing of the council, the executive council shall perform the duties of the council (except Article 24, paragraph 5 (2), (3), (5)), and shall be responsible to the council.
2. The executive council meets at least once every six months, and can also be held in the form of communication if necessary.
3. The standing council must be attended by more than two-thirds of the executive directors, and its resolutions must be passed by the standing council members by more than two-thirds to pass.
4. The term of office of the chairman, vice-chairman and secretary-general of the Association is 4 years. The term of office of the chairman, vice-chairman and secretary-general shall not exceed two terms. The chairman of the board of directors shall not concurrently hold the post of director of another society. Executive directors concurrently hold no more than two societies.
5. The chairman of the board is the legal representative of the society and shall not concurrently serve as the legal representative of other national societies. Special circumstances may be decided by the executive council as vice chairman or secretary general as a legal representative.
Article 26 The Chairman, Deputy Chairman and Secretary-General of the Association must meet the following requirements:
1. Love the motherland, adhere to the party's line, principles, and policies, and have good moral qualities and style of study.
2. Highly accomplished experts, scholars or persons with great influence in the field of this professional discipline and business;
3. Enthusiastically learn to work, be healthy, and be able to adhere to normal work;
4. When the chairman and deputy directors are in office, their age is generally not more than 70 years old, and when the secretary general is in office, they are generally not more than 62 years old. The secretary general is full-time;
5. No criminal punishment for deprivation of political rights;
6. Have full capacity for civil conduct.
7. Work style is democratic and team spirit is strong.
Article 27 If the chairman, deputy chairman and secretary-general of the Association exceed the maximum service age, they must be approved by the board of directors, submitted to the business unit for review, and approved by the registration management authority of the society before they can serve.
Article 28 The Chairman of the Association exercises the following functions and powers:
1. Convening and presiding over the National Member Congress, Council, and Executive Council;
2. Check the implementation of the resolutions of the National Member Congress, the Council, and the Standing Council;
3. Sign relevant important documents on behalf of the Society.
Article 29 The Secretary-General of the Association exercises the following functions and powers:
1. Host the office to carry out daily work and organize the implementation of the annual work plan;
2. Coordinate the work of all branches, representative offices and entities;
3. Nominate the Deputy Secretary-General and the principals of each office, branch, representative and entity, and submit it to the Board of Directors or Executive Board for review;
4. Hire full-time staff in offices, representative offices, and entities;
5. Handle other daily affairs.
Article 30: Nominations are made by former directors, executive directors who have made significant contributions to the Association, or well-known experts and scholars who have made outstanding contributions to the acoustics. Members, their quota should be strictly controlled. Honorary directors and honorary directors may be invited to participate in the meetings of the Board of Directors and the Standing Committee of the Society without voting rights.
Article 31 Working Committee
1. The Council may set up several working committees as working bodies under the leadership of the Council according to the needs of the work.
2. The working committee has 1 chairman, 1-2 vice-chairmen, and 1-2 secretaries (part-time or full-time). The chairman and deputy director committees are appointed by the council or the standing council. The members and secretary are nominated by the chief and deputy chairmen in consultation with the relevant parties and reported to the board of directors or the executive board for review and appointment.
3. Each working committee proposes work plans, recommendations and opinions according to the scope of work of this working committee, and organizes implementation after approval by the council or standing council.
Article 32 Branch
1. The council may set up several chapters as the academic institution responsible for organizing sub-sectors or professional academic activities under the leadership of the council according to the needs of the subject or professional academic activities of the discipline.
2. Each branch has one chairman, several deputy directors, several members, and a full-time or part-time secretary. The chairman and deputy chairmen are elected by the committee and appointed by the council or standing council for four years. The chairman of the committee is usually the executive director or director of the society. Members and secretaries are nominated or elected by the chief and deputy chairmen in consultation with relevant parties, and submitted to the Institute for record. The term of the chairman and deputy directors shall not exceed two terms, and the maximum age of appointment shall not exceed 70 years.
3. Branch duties
(1) Preparation of the academic activity plan of the branch;
(2) Organize domestic and international academic exchange activities of this chapter;
(3) Organize, review and approve academic papers and technical achievements participating in this sub-sector or professional activity, recommend outstanding papers and popular science works;
(4) Assist the publication of the journal, review manuscripts related to the subject or specialty, and edit edition and professional academic and science books;
(5) Keep abreast of the domestic and foreign scientific and technological developments of this branch or specialty in time, and make recommendations on major projects that are conducive to the development of this branch or specialty and the construction of the national economy;
(6) Actively participate in relevant academic exchange activities organized by the Association;
(7) To undertake the commission of the popular science education work committee of this association or relevant departments, organize various types of study classes, and discover and recommend outstanding scientific and technological talents.
Article 33 Office
1. The Association establishes the Office of the Institute as a full-time office. Under the leadership of the Executive Council, the Secretary-General or Deputy Secretary-General is responsible for handling the daily work of the Association, and is under the leadership of the unit.
2. There is 1 director and 1-2 deputy directors in the office of the society. The director and deputy director shall be jointly appointed by the association and the affiliated unit. The Institute's office should be staffed by a number of full-time staff.
Chapter V Principles of Asset Management and Use
Article 34 Funding Sources
1. Funded by the China Association for Science and Technology;
2. The Association supports unit subsidies;
3. Income from activities or services carried out within the approved scope of business;
4. Membership dues;
5. Individual or group sponsorship;
6. Interest;
7. Other legal income.
Article 35 This Association establishes a strict financial management system and is equipped with professionally qualified accountants. Accounting should not act as cashier. Accountants must perform accounting calculations and implement accounting supervision. Funds shall be used for the development of the business scope and cause specified in this Articles of Association, and the assets of the Association shall not be distributed among members. Implement the relevant financial management system of the country, and accept the supervision of the member congress and the finance and taxation departments.
Article 36 Before the re-election or replacement of the legal representative, the Association must accept the financial audit organized by the registration management organization of the society and the competent business unit. No unit or individual may misappropriate, privately distribute or misappropriate the assets of the Association.
Chapter VI Emblem
Article 37 The emblem of the Chinese Society of Acoustics consists of the name of the Chinese Society of Acoustics marked by Sonic and the English abbreviation ASC of the Acoustical Society of China.
Article 38 The emblem of the Chinese Acoustic Society may be hung at office locations, event venues, conference venues, printed on publications, or used as a badge or other authorized occasion.
Chapter VII Procedures for Amending the Articles of Association
Article 39 The amendments to the articles of association of this association shall be submitted by the joint name of more than 10 members and submitted to the National Member Congress for consideration after the research and approval of the council.
Article 40 The amended articles of association of the Association shall be submitted to the competent department of business for examination and approval within 15 days after being passed by the member congress, and shall be effective after being approved by the registration management authority of the society.
Chapter VIII Termination Procedure and Disposal of Property After Termination
Article 41 If the Association fulfills its purpose or dissolves itself or needs to be cancelled due to reasons such as division or merger, the council shall propose a termination motion.
Article 42 The motion for termination of the Association shall be approved by the Council and submitted to the China Association for Science and Technology for review and approval.
Article 43 Prior to the termination of the Association, a liquidation organization shall be established under the guidance of the competent business department and relevant authorities to clear creditor's rights and debts and handle aftermath. During the liquidation, not to carry out activities other than liquidation.
Article 44 The Association shall be terminated after the cancellation registration procedure is completed by the registration management authority of the society.
Article 45 The remaining property after the termination of the Association shall be used for the development of undertakings related to the purpose of the Association under the supervision of the competent business department and the registration and management authority in accordance with relevant state regulations.
Chapter IX Supplementary Provisions
Article 46 This Association has formulated this charter in accordance with the "Regulations on the Administration of the Registration of Social Organizations" of the State Council, the Constitution of the China Association for Science and Technology, and the "Model Text of the Constitution of Social Organizations" of the Ministry of Civil Affairs.
Article 47 The articles of association of this association are approved by the National Congress of Members.
Article 48 The right to interpret this charter belongs to the Council of the Society.
