Chapter I General Provisions

Chapter II Main Tasks

Chapter III Members
Article 8 The Association has three types of members: members, specialist senior members, and unit members.
Article 9 Membership requirements
Anyone who recognizes the articles of association and meets the membership requirements can apply for membership of the association voluntarily.
I. Member
(1) Those who graduated from medical colleges and universities and obtained technical titles of physician (practising), teaching assistant, internship researcher, assistant editor, technician or above.
(2) Those who are engaged in the work related to medicine and have the corresponding technical titles.
(3) Actively support the work of the Association, leading cadres engaged in medical, preventive, health, organizational and management work.
(4) Members of other scientific and technological societies, associations, or research associations who meet one of the above three conditions may apply for membership of the association across the association.
Second, professional senior member
Among the members of the Association, those who have obtained the deputy chief physician of the specialty or the corresponding technical title, or who have obtained the specialist certificate after being trained by a specialist.
Third, unit members
Related to the profession of the Association, willing to participate in the activities of the Association, support the work of the Association, has a certain social impact, a certain number of scientific and technological personnel in medical and health, medical education, medical research institutions and legally registered associations, and pharmaceutical enterprises.
Article 10 Admission Procedure
The membership application is submitted by me, introduced by two members of the association or recommended by the organization, and approved in accordance with the membership conditions and admission procedures stipulated in the "Chinese Medical Association Charter". The membership certificate stamped with the seal of the Chinese Medical Association and printed to the local science and technology association and the Association for the record.
A senior professional member submits an application for membership of a senior professional member. The senior professional member of the association introduces or recommends the organization. According to the conditions of the senior professional members specified in this charter, the executive board of the association or the secretariat of the society commissioned by the executive board. Unit members shall submit a written application to the Association by a legal representative of the unit, and issue a certificate upon approval by the Standing Council of the Association.
Article 11 Rights of Various Members
I. Member and Specialist Senior Member
(1) Enjoy the right to vote, be elected and vote in this Council.
(2) Enjoy the right to criticize, suggest and supervise the work of the Association and the professional committee (or study group).
(3) Priority to participate in related academic activities organized by the Association and the professional committee (or study group).
(4) Priority is given to the qualifications selected by the Association to study abroad and attend international academic conferences.
(5) Give priority to publishing papers in academic journals sponsored by the Association, and obtain relevant academic materials compiled by the Association and the professional committee (or study group).
(6) Senior professional members have the qualification to preferentially join professional academic organizations in related disciplines of the Association.
(7) The Association safeguards the legitimate rights and interests of members.
(8) Volunteer membership and freedom of withdrawal.
Unit Members
(1) Select representatives to participate in domestic and foreign academic activities and related working meetings organized by the Association.
(2) Obtain relevant academic materials of the Association.
(3) May apply to the Association to give priority to technical advice and guidance, assist in holding training courses and domestic and foreign academic conferences, and enjoy preferential treatment for the activities of the Association.
(4) The right to criticize, suggest and supervise the work of the Association.
Article 12 Obligations performed by members
I. Member and Specialist Senior Member
(1) Comply with the articles of association of the Association.
(2) To implement the resolutions and decisions of the Association and the professional committee (or study group). Complete the work entrusted by the work of the Association and the professional committee (or study group).
(3) Participate in social welfare activities organized by the Association and the professional committee (or study group).
(4) Safeguarding the legitimate rights and interests of the Association.
(5) Pay the dues as scheduled.
(6) Voluntarily donate for the development of the cause of the Association, or accept the commission to raise funds according to law.
Unit Members
In addition to fulfilling the obligations of members and professional senior members, there are the following obligations
(1) Assist the Association to carry out relevant academic and scientific popularization activities.
(2) Voluntary donations and fundraising for the development of the cause of the Association.
Article 13 When transferring members across the provinces, autonomous regions and municipalities directly under the Central Government, members and specialists must go through the formalities of membership transfer.
Article 14 Withdrawal of members, senior members of specialties, and unit members shall notify the Association in writing and return a membership certificate. Failure to pay membership dues for one year or not participating in the activities of the Association and relevant professional committees (or study groups) will be deemed to be automatically withdrawn and the membership certificate will be withdrawn.
Article 15 All members who violate the criminal law and have been deprived of their citizens' rights or who have seriously violated the articles of association of the Association shall be delisted and the membership certificate or appointment letter shall be withdrawn after discussion and approval by the Council or the Standing Council.
Chapter IV Organizations and Personnel in Charge
Article 16 The highest authority of this association is the member congress of the province. Its powers are:
1. Formulate, modify and adopt the articles of association of the Association;
2. Election and dismissal of the Council;
3. Review and approve the work report and financial report of the Board;
4. Decide on the working principles and tasks of the Association;
6. Honorary President;
Adoption of proposals and resolutions;
Decide on the termination of this Council.
Article 17 The Provincial Member Congress must be attended by more than two-thirds of the member representatives, and its resolutions must be passed by more than half of the member representatives present at the meeting to be valid.
Article 18 The Provincial Member Congress is held every five years. If the special term needs to be renewed in advance or postponed, it must be approved by the council or the executive council, and reported to the competent department of business and the registration management authority of the society for approval. However, the postponement of the renewal shall not exceed one year.
Article 19 The council is the executive body of the member congress. It leads the daily work of the congress during the intersessional period and is responsible to the provincial member congress for a term of five years.
Article 20 The functions and powers of the Council are:
1. Implement the resolutions and decisions of the provincial member congresses;
2. Election and removal of the chairman, vice-chairman, secretary general and executive director;
3. Preparations for the congress of members;
4. Report the work and financial status to the member congress;
5. Decide on the removal of various members;
6. Decide to set up offices, branches, representative offices and entities;
Decide on the appointment of the Deputy Secretary-General;
8. Lead the work of the institutions of the Association;
IX. Formulate the management system of the Association and supervise the implementation;
10. Raise funds for the activities of the Society;
11. Guide the work of the local medical association;
12. Conduct commendation and reward activities.
Thirteen, approve the annual academic plan and work plan;
14. Approve new professional committees and apply for medical journals;

Article 21 A meeting of the board of directors must be attended by more than two-thirds of its members, and its resolution must be valid only after it has been passed by two-thirds of its members. The council meets at least once a year; in special circumstances, it can also be held in the form of communication.
Article 22 This Council establishes a standing council. The executive directors are elected and democratically negotiated by the council. The number of members of the executive council does not exceed one third of the council. Exercise the functions and powers of the Council during the intersessional period of the Council except for Article 20 (2).
Article 23 A meeting of the executive council must be attended by more than two-thirds of the executive directors, and its resolutions can only be valid if they are passed by more than two-thirds of the executive directors.
Article 24 The standing council meeting is held at least twice a year, and in special circumstances, it may be held in the form of communication.
Article 25 The Chairman, Vice Chairman, and Secretary-General of the Association must meet the following basic requirements:
1. Members of the Association;
2. Adhere to the party's line, principles, and policies, and have good political quality;
3. It has a great influence in the business field of the Association;
4. The maximum age of appointment is not more than 70 years old, and the Secretary General is a full-time cadre;
Fifth, good health, can persist in daily work;
6. Criminal penalties without political deprivation;
7. Have full capacity for civil conduct.
Article 26 The chairman, vice-chairman and secretary-general of the Association shall be elected by the council from the executive directors. The President and Secretary-General can be re-elected for a maximum of two terms.
Article 27 If the chairman, vice-chairman and secretary-general of the Association exceed the specified maximum age, they must be approved by the board of directors, reported to the competent business unit for review, and approved by the registration management authority of the society before they can serve. .
Article 28 The President is the legal representative of the Association. If necessary, he may report it to the competent business unit for review and report to the registration and management authority of the society. After the chairman has entrusted a Vice President or Secretary-General to be the legal representative of the Association Representative. The legal representative of this association does not serve as the legal representative of other organizations.
Article 29 The President of the Association exercises the following powers
1. Convening and presiding over the provincial member congresses, board meetings and executive board meetings;

Article 30 The Secretary-General of the Association exercises the following functions and powers

2. Coordinate the work of all branches, representative offices and entities;
3. The nomination of candidates for the Deputy Secretary-General and the principals of each office, branch, representative and entity shall be submitted to the Council or the Executive Council for decision;

Article 31 The Association shall have an Honorary President. The current chairman can be elected as the next honorary chairman.
Article 32 The Association shall have honorary directors. He has made outstanding academic achievements and made important contributions to the work of the Association. He will no longer continue to serve as a director or executive director, and will be commended or appointed as honorary directors with the consent of the Standing Council of the Association. Domestic and foreign medical and health enterprises and institutions that actively support and sponsor the work of the Institute may be employed as honorary director units. The term of office is one term.
Article 33 According to the needs of the work, the council may set up a number of working committees as appropriate to undertake relevant work tasks assigned by the council.
Article 34 According to the different disciplines and specialties, the Association has approved the establishment of the corresponding professional committee, and the official name of the professional committee is a certain professional committee of Sichuan Medical Association (foreign When making contact, you can use the name of a certain specialized scientific society of the Sichuan Branch of the Chinese Medical Association), and report to the registration management organization of the society and the business unit for the record. The professional committee is an academic institution under the leadership of the council. It is responsible for organizing academic activities of the discipline (professional). The professional committee is not a corporate body and does not have separate articles of association. The professional committee implements a membership system. The members of the whole province were recommended by democratic consultation to form a committee, and the committee democratically negotiated to select the chairman and deputy chairman. The term of the committee is three years. The professional committee may set up several professional study groups as needed.
Article 35 The Association shall set up a number of full-time staff as needed to form an office.
Article 36 Each city and state medical association is a local organization of the association, and its name is named with the city and state name (when dealing with foreign affairs, the name of a certain branch of the Sichuan Medical Association may be used). The Association will provide business guidance to the city and state medical associations.
Article 37 In grass-roots units with a large number of members, a member group or a liaison or working secretary may be established under the leadership of the local medical association to undertake the liaison with members.
Article 38 The organizational structure and full-time staff of medical associations at and below the city, state and below levels may be determined by reference to this charter.
Chapter V Principles of Asset Management and Use
Article 39 Sources of Funds of the Association
1. Collect membership dues in accordance with relevant state regulations;

Article 40 The funds of the Association shall be used for the development of the business scope and cause specified in the Articles of Association, and shall not be distributed among members.
Article 41 The Fund establishes a strict financial management system to ensure that the accounting information is legal, authentic, accurate and complete.
Article 42 This Association is equipped with professionally qualified accountants. Accounting should not act as cashier. Accountants must perform accounting calculations and implement accounting supervision. When an accountant transfers work or leaves office, he must clear the transfer formalities with the receiver.
Article 43 The asset management of the Association must implement the financial management system prescribed by the state, and accept the supervision of the member congress and the financial department. If the source of assets belongs to the state appropriation or social donation or funding, it shall be subject to the supervision of the auditing authority and the relevant situation shall be announced to the society in an appropriate manner.
Article 44 Before the re-election or replacement of the legal representative of this association, it must accept the financial audit organized by the registration management organization of the society and the competent business unit.
Article 45 The assets and funds of the Association and the real estate allocated by the state are protected by law. No unit or individual may misappropriate, privately distribute, misappropriate and arbitrarily allocate assets. The affiliation of the assets of the enterprises and institutions affiliated to the Association shall not be changed at will. .
Article 46 The wages, insurance and welfare benefits of full-time staff of this Association shall be implemented with reference to the relevant regulations of the State on public institutions.
Chapter VI Procedures for Amending the Articles of Association
Article 47 The amendments to the articles of association of this association shall be submitted to the member congress for consideration and approval after the study and approval of the council.
Article 48 The articles of association revised by the Association shall be submitted to the competent business unit for review and approval within 15 days after being reviewed and approved by the provincial member congress, and shall be effective after being approved by the provincial association registration management authority.
Chapter VII Termination Procedure and Disposal of Property After Termination
Article 49 The termination of this association shall be proposed by the council, approved by more than two-thirds of the members' congresses of the province, and submitted to the competent business unit for review and approval, and shall take effect after going through the cancellation formalities at the provincial association registration management authority.
Article 50 Prior to the termination of this Association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to be responsible for clearing creditor's rights and debts and handling aftermath. During the liquidation period, no activities unrelated to liquidation will be carried out.
Article 51 The remaining property after the termination of the Association shall be used for the development of the cause related to the purpose of the Association under the supervision of the competent business unit and the registration management authority of the society in accordance with the relevant provisions of the state.
Chapter VIII Supplementary Provisions
Article 52 The Association uses the emblem uniformly made by the Chinese Medical Association, with an apricot-shaped outer outline, a snake and a stick in the center, and a snake wrapped around the stick.
