Chapter II City Appearance Management
Article 9 The buildings and facilities in a city shall meet the city appearance standards set by the state. Article 23 The environmental sanitation of the main streets, squares and public waters of the city established under the state administrative system shall be the responsibility of professional environmental sanitation units.

Article 29. Environmental health management shall gradually implement socialized services. Cities with conditions can set up environmental health service companies.
Whoever entrusts an environmental sanitation professional unit to clean, collect, transport and dispose of waste shall pay a service fee. Specific measures shall be formulated by the people's governments of provinces, autonomous regions and municipalities.
Article 30 The urban people's government shall develop urban gas, natural gas and liquefied gas in a planned way, and change the fuel structure; encourage and support relevant departments to organize clean vegetables into the city and recycle waste materials to reduce urban garbage.
Article 31 Wastes from hospitals, nursing homes, slaughterhouses, and biological product factories must be disposed of in accordance with relevant regulations.
Article 32 Citizens shall take good care of the public health environment, and shall not spit, defecate, or throw litter such as peel, paper scraps and cigarette butts.
Article 33 It is forbidden to raise chickens, ducks, geese, rabbits, sheep, pigs and other domestic animals and poultry in the urban areas of the city established according to the state administrative system. Those raised for teaching, scientific research, and other special needs must pass through their cities. Approved by the administrative department of city appearance and environmental sanitation of the people's government.
Chapter IV Penalties
Article 34 For those who commit the following acts, the city people's government's administrative department of city appearance and environmental sanitation or its entrusted units may, in addition to ordering them to correct illegal acts and take remedial measures, may concurrently be given warnings and fines:
(1) Spitting, drowning, littering of peels, paper scraps and cigarette butts;
(2) Scribing, depicting, or hanging or posting propaganda without authorization on urban buildings, facilities, and trees;
(3) Piling or hanging objects that impede the appearance of the city on the balcony and windows of street-facing buildings stipulated by the urban people's government;
(4) Dumping garbage or feces at a specified time, place, or manner;

(6) Transporting liquids or bulk cargo without sealing, bandaging or covering, causing leakage or stray;
(7) No guardrails are provided on the street construction site, no blocking is provided, the shutdown site is not timely arranged and covered as necessary, or the site is not cleaned and leveled in time after completion, which affects the city appearance and environmental sanitation.
Article 35 If the raising of livestock and poultry without approval affects the city appearance and environmental sanitation, the administrative department of city appearance and environmental sanitation of the urban people's government or its entrusted unit shall order it to be confiscated within a time limit or be fined.
Article 36 Anyone who commits one of the following acts shall be ordered by the city appearance and environmental sanitation administrative department of the city s people s government or its entrusted unit to stop the illegal act, clean up, demolish or take other remedial measures within a time limit, and may be fined:
(1) Without the consent of the administrative department of city appearance and environmental sanitation of the city's people's government, setting up large-scale outdoor advertisements without authorization and affecting the city appearance;
(2) without the approval of the city appearance and environmental sanitation administrative department of the city's people's government, stacking materials on both sides of the street and public venues without permission to build buildings, structures or other facilities that affect the city appearance;
(3) Demolition of environmental sanitation facilities without approval or demolition in accordance with the approved demolition plan.
Article 37 All buildings or facilities that do not meet the city appearance standards and environmental sanitation standards shall be ordered by the city people s government s administrative department of city appearance and environmental sanitation in conjunction with the city planning administrative department to rebuild or demolish within a time limit; If it is reconstructed or not demolished, with the approval of the people's government at or above the county level, the administrative department of city appearance and environmental sanitation of the urban people's government or the administrative department of urban planning shall organize dismantling and impose a fine.
Article 38 In case of damage to various environmental sanitation facilities and auxiliary facilities, the administrative department of city appearance and environmental sanitation of the city's people's government or its entrusted unit may impose a fine in addition to ordering it to return to its original state; theft or damage to various environmental sanitation facilities Where public security management punishments are imposed on them and their ancillary facilities, they shall be punished in accordance with the Regulations of the People's Republic of China on Public Security Management Punishments; if a crime is constituted, criminal responsibility shall be investigated in accordance with the law.
Article 39 Anyone who insults, beats city appearance and environmental health workers or obstructs his performance of official duties shall be punished in accordance with the provisions of the Regulations of the People's Republic of China on Public Security Administration Penalties; if a crime is constituted, criminal responsibility shall be investigated according to law.
Article 40 If a party disagrees with an administrative penalty decision, he may apply for reconsideration to the authority higher than the organ that made the decision on the penalty within 15 days from the date of the notification of the penalty; Proceed to the people's court within 15 days of the date. The party concerned may also file a dismantlement directly with the people's court within 15 days of receiving the notice of punishment. If no application for reconsideration, no lawsuit to the people's court, and failure to implement the decision on punishment are made at the expiry of the time limit, the organ that made the decision on punishment shall apply to the people's court for enforcement.
Dissatisfaction with the public security management punishment shall be handled in accordance with the relevant provisions of the "People's Republic of China Public Security Management Punishment Regulations."
Article 41 If a staff member of the administrative department of city appearance and environmental sanitation of the city's government neglects his duties, abuses his power, or engages in malpractices for personal gain, he shall be given administrative sanctions by his unit or a higher authority; if a crime is constituted, criminal responsibility shall be investigated in accordance with the law.
Chapter V Supplementary Provisions
Article 42 Urban-type residential areas without a town system may be implemented with reference to these regulations.
Article 43 The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate implementation measures in accordance with these regulations.
Article 44 The interpretation of these regulations rests with the competent department of urban construction administration under the State Council.
Article 45 These Regulations shall become effective on August 1, 1992.
