Cui Heping graduated in journalism from Renmin University of China in his early years; he later received an MBA degree from the University of South Australia. Due to work reasons, the family moved to Singapore to settle in 1995 and was accepted as a permanent resident of Chinese nationality.

The Chinese government has approved the introduction of the International SOS Emergency Rescue Center (International SOS) into mainland China and has served as its senior adviser to its president for 13 years.

Since March 2013, he has been employed by the Peking University School of Information Technology Senior Training Center as the director of the Center's Public Management Expert Committee.
