- Chapter III Members
- Article 7 The members of the Association are individual members and group members, of which individual members are divided into honor members, ordinary members, student members, and foreign members.
Article 8 Members who apply to join the Association shall meet the following requirements:

2. Willingness to join the Association;

1. Ordinary member:

2. Student Member:
Graduate students or doctoral students can apply to become a student member of the Institute.
3. Foreign members:

4. Honorary members:

(2) Group members:

Article 9 The procedure for membership membership is:
Application for membership must be made by me, introduced by two members of the Association, fill in the application form for membership, be reviewed and approved by the Standing Council of the Association, and issue a membership card. Group members must first submit a written application to the Association, and after discussion and approval by the Standing Council of the Association, they will become group members of the Association.
Article 10 Members enjoy the following rights:

- Article 11 Members fulfill the following obligations:
A) Individual members:
1. Comply with the constitution of the Association and implement the resolutions of the Society;
2. Safeguard the legitimate rights and interests of the Association;
3. Complete the work entrusted by the Association;
4. Actively engage in academic thesis and monograph writing and participate in popular science activities;
5. Pay dues as required;
6. Report the situation to this Council.
B) Group members:
Abide by the constitution of the Association, implement the resolutions of the Society;
Safeguard the legitimate rights and interests of the Association;
Complete the work commissioned by the Society;
Assist in the development of relevant academic and scientific popularization activities;
Payment of dues on schedule;
Report the situation to this Council.
- C) Honorary members:
Support the work of the Society;
Actively send academic materials and exchange academic information.
- Article 12 After the member is approved to join the club, the club will issue a membership card. Members shall notify the Association in writing and return the membership card. If a member does not pay membership fees for one year, the membership is suspended. If the member fails to perform his obligations within two years, it can be regarded as an automatic withdrawal.
Article 13 Members who have violated the Articles of Association, failed to perform their obligations, harmed the interests of the Institute, or committed other illegal acts and disciplinary actions shall be removed from the Board by voting by the Council or the Standing Council. If a member is deprived of national citizenship, his membership will be revoked by himself. If the member loses his membership, his post in the Association will be automatically removed.
- Chapter IV Organizations and Personnel in Charge
- Article 14 The organization principle of this association is democratic centralism. The emergence of the governing body and the decision-making on major issues should be discussed collectively, and decisions should be made according to the principle that the minority submits to the majority. The highest authority of this association is the National Congress of Members. The member congress is composed of democratically elected representatives from the members of the Chinese Academy of Neurosciences in each province, city, and autonomous region, as well as directors and specially invited representatives of the previous National Council. The allocation of delegates and the list of specially invited delegates are determined by the previous standing council. The powers of the member congress are:
1. Formulate and modify the articles of association of the Association;
2. Decide on the working principles and tasks of the Association;
3. Election and removal of directors;
4. Review the work report and financial report of the Board;
5. Adopt the proposal;
6. Decision to suspend matters;
7. Decide on other important matters.
Article 15 The general meeting of members must be attended by more than two-thirds of the members' representatives, and its resolutions must be approved by more than half of the representatives present at the meeting.
Article 16 The term of office of the member congress is four years. If the special term needs to be renewed in advance or postponed, it must be approved by the board of directors or the executive council, submitted to the competent business unit for review and approved by the registration management authority of the society. However, the postponement of the renewal shall not exceed one year.
Article 17 The council is the executive body of the member congress. During the intersessional period, the council leads the daily work and is responsible to the member congress. The members of the council should be elected by secret ballot through full deliberation and consultation. The number of councils generally does not exceed 5% of the number of ordinary members. In principle, the number of director candidates for each province, city, and autonomous region is determined according to this proportion, and every region has as far as possible a director representative. The council member must be a member of the Chinese Academy of Neuroscience; have a good academic style and a high academic level; be enthusiastic about working in the society; be young and strong, and be less than the retirement age during his term of office. Article 21 This Council establishes a standing council. The standing council is elected by the council, and the number of standing members does not exceed one third of the council. The term of the standing council is the same as that of the council.
Article 22 The standing council must be attended by more than two- thirds of the executive directors to be convened, and its resolutions can take effect only after two or more of the standing council members have voted to pass.

Article 24 The Chairman, Deputy Chairman and Secretary-General of the Association must meet the following requirements:

3. The maximum age of office of the chairman and vice-chairman is generally not more than 70 years old, and the maximum age of the secretary-general is generally not more than 62 years old;
4. Healthy and able to work normally;
5. Having not been subjected to criminal punishment for deprivation of political rights;
6. Have full capacity for civil conduct.
Article 25 If the chairman, vice-chairman and secretary-general of the Association exceed the maximum service age, they must be approved by the board of directors, submitted to the business unit for review, and approved by the registration management authority of the society before they can serve.
Article 26 The term of office of the Chairman, Deputy Chairman and Secretary-General of the Association is four years. The term of the chairman, deputy director, and secretary-general shall not exceed two. The extension of the term due to special circumstances must be approved by the member representative at a vote of 2/3 or more of the member congress. Post approval after approval.
Article 27 The Chairman of the Association is the legal representative of the Association. The legal representative of this association does not serve as the legal representative of other organizations.
Article 28 The Chairman of the Association exercises the following functions and powers:

3. Sign relevant important documents on behalf of the Association;

Article 29 The Secretary-General of the Association exercises the following functions and powers:
1. Host the office to carry out daily work and organize the implementation of the annual work plan;
2. Coordinate the work of all branches, representative offices and entities;
3. Decide on the employment of full-time staff in offices, representative offices and entities;
4. Handle other daily affairs.
Article 30 The Council of the Association may set up various branches (working committees and professional chapters) according to the needs of the work, and report it to the competent department of business and the registration management authority of the society for approval and filing. The heads of these institutions are nominated by the chairman and appointed by the council or standing council. Their term of office is the same as that of the council, submitted to the business unit for review and approval, and filed with the registration and management authority of the society.
Article 31 The branches of this association are academic and working organizations under the leadership of the council. Their names do not directly bear the words "China", "Chinese", and "national". Branches may not establish separate articles of association, but may formulate work regulations and implement them after approval by the Standing Council. Branches have a membership system and there is no council or standing council. The branch is composed of 2-3 directors and deputy directors and 7-13 members (including director and deputy directors). The candidates are nominated by the chief and deputy directors, approved by the board of directors, submitted to the business unit for review and approval, and registered by the association. The administration started work after filing. Branches can set up 1-2 secretaries according to the needs of the work. They are responsible for daily work under the leadership of the director and deputy directors. They can also set up several study groups according to the situation of the specialty and report to the council for the record. Branches do not develop additional members, and their activities are based on members of the Association in all relevant professions.
Article 32 The branches of this association do not have the status of independent legal persons, and their activities are under the leadership and management of the council. The branch institutions shall hold domestic and international academic conferences, various symposiums, workshops, training courses, etc., which shall be submitted to the Council for approval.
Branch responsibilities:
1. Formulate the work plan of the institution;
2. Formulate the academic activity plan of the major;
3. Implement the resolutions and tasks entrusted by the Society;
4. Accept consulting and scientific review work commissioned by relevant departments;
V. Organize and review academic papers related to the major, assist the Society in collecting journals, and review related professional papers;
6. Hold various academic conferences, symposia, workshops and training courses.
Article 33 The Association may revoke its offices and branches as needed. The cancellation of offices and branches shall be decided by the council and reported to the department in charge of business for examination and approval and the registration and management of the society for the record.
- Chapter V Principles of Asset Management and Use
- Article 34 Sources of Funds of the Association:
1. Government funding;
2. Funding from the organization where the meeting place is located;

Article 35 The Association collects membership dues in accordance with relevant state regulations.

Article 37 The Association establishes a democratic financial management system and annual financial reporting system under the leadership of the Executive Council, conducts financial management in accordance with relevant regulations, and regularly reports financial revenues and expenditures to the Council and member congresses.
Article 38 The Association is equipped with professionally qualified accountants. Accounting should not act as cashier. Accountants must perform accounting calculations and implement accounting supervision. When an accountant schedules work or leaves office, he must clear the transfer formalities with the receiver.
Article 39 The asset management of this group must implement the financial management system prescribed by the state and accept the supervision of the member congress and the financial department. If the source of assets is a state appropriation or social donation or funding, it must be subject to the supervision of the auditing agency and the relevant situation shall be announced to the society in an appropriate manner.
Article 40 Before the re-election or replacement of the legal representative, the Association must accept the financial audit organized by the registration management organization of the society and the competent business unit.
Article 41. No unit or individual may misappropriate, privately distribute or misappropriate the assets of the Association.
Article 42 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the relevant state regulations on public institutions.
- Chapter VI Procedures for Amending the Articles of Association
- Article 43 Amendments to the articles of association of this association shall be submitted to the member congress for consideration after being approved by the council.
Article 44 The amended articles of association of this association shall take effect within 15 days after being approved by the member congress, after being reviewed and approved by the competent business unit, and reported to the registration and management authority of the society.
- Chapter VII Termination Procedure and Disposal of Property After Termination
- Article 45 If the Association needs to terminate its activities, the council or the executive council shall propose a termination motion.
Article 46 The motion for termination of the Association shall be approved by the member congress and submitted to the competent business unit for review and approval.
Article 47 Prior to the termination of the Association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clear creditor's rights and debts and deal with aftermath. - Chapter VIII Supplementary Provisions
