Interim Measures for the Administration of Additional Subsidies for Renewable Energy Prices
Chapter I General Provisions
Article 1 Notice in accordance with the "Renewable Energy Law of the People's Republic of China" and "National Energy Administration of the National Development and Reform Commission of the Ministry of Finance on Printing and Distributing the" Interim Measures for the Management of the Collection and Use of Renewable Energy Development Funds "(Cai Zong [2011] 115) , Formulate this method.
Article 2 The renewable energy power generation referred to in these measures refers to wind power generation, biomass power generation (including direct combustion and gasification of agricultural and forestry waste, power generation from waste incineration and landfill gas, power generation from biogas), power generation from solar power and geothermal power And ocean power generation.
Chapter II Confirmation of Subsidy Projects
Article 3 The project applying for subsidy must meet the following conditions:
(1) It belongs to the scope of subsidy stipulated in the Notice of the National Energy Administration of the National Development and Reform Commission of the Ministry of Finance on Printing and Distributing the "Interim Measures for the Management of Collection and Use of Renewable Energy Development Funds".
(2) The examination, approval, or filing has been completed in accordance with relevant national regulations, and has been reviewed and confirmed by the National Energy Administration. Specific examination and confirmation measures shall be formulated separately by the National Energy Administration.
(3) In accordance with the national renewable energy price policy, the on-grid electricity price has been reviewed and approved by the price authority.
Article 4 For projects that meet the requirements of Article 3 of these Measures, renewable energy power generation enterprises, renewable energy power generation grid connection project units, and public renewable energy independent power system project units shall, in accordance with the principle of territoriality, submit to the local provincial finance, The energy authority submits an application for subsidy (see Appendix 1 for the format). Provincial finance, price and energy authorities shall jointly report to the Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration after the initial review.
Article 5 The Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration shall review the materials submitted by the local authorities and include the eligible projects in the list of subsidies for additional funds for renewable energy prices.
Chapter III Subsidy Standards
Article 6 The subsidy standards for the on-grid electricity of renewable energy power generation projects shall be determined based on factors such as the on-grid electricity price of renewable energy and the benchmark electricity price of desulfurized coal-fired generating units.
Article 7 The project investment and operation and maintenance costs incurred specifically for the connection of renewable energy power generation projects to the grid system are appropriately subsidized according to the amount of electricity connected to the grid. The subsidy rate is: 1 cent per kilowatt-hour within 50 km, and 50-100 km per 2 cents per kWh, 3 cents per kWh for 100 km and above.
Article 8 The sale price of public renewable energy independent power systems invested or subsidized by the state shall be implemented in the same region as the sale price of electricity. If the reasonable operation and management costs exceed the sale price, appropriate subsidies shall be given through renewable energy prices. The subsidy standard is tentatively set at 40 thousand yuan per kilowatt per year.
Article 9 The price policy of renewable energy power generation projects, grid connection projects and public renewable energy independent power systems shall be determined by the National Development and Reform Commission according to the characteristics of different types of renewable energy power generation and the conditions in different regions in accordance with the conditions that are conducive to promoting renewable energy. The principles of energy development and utilization and economic rationality are determined and adjusted in a timely manner in accordance with the development of renewable energy development and utilization technologies.
The on-grid electricity price determined through competitive methods such as bidding in accordance with the relevant provisions of the "Renewable Energy Law of the People's Republic of China" shall be implemented at the price determined by the winning bid, but shall not be higher than the government pricing level for similar renewable energy power generation projects.
Chapter IV Budget Management and Funding
Article 10 In accordance with the budget management requirements and procedures of the central government fund, the Ministry of Finance, in conjunction with the National Development and Reform Commission and the National Energy Administration, compiles annual revenue and expenditure budgets for additional subsidy funds for renewable energy prices.
Article 11 In principle, additional subsidy funds for renewable energy prices shall be pre-allocated on a quarterly basis and liquidated at the end of the year. Provincial power grid enterprises and local independent power grid companies should submit the following reports on the grid-connected power generation projects and grid connection projects included in the renewable energy price supplementary fund subsidy list within the coverage of their own power grids: The quarterly renewable energy electricity price supplementary subsidy application form (see Appendix 2 for the format) shall be submitted to the Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration after review by the local provincial finance, price, and energy authorities.
A public renewable energy independent power system project will be submitted for funding together with the liquidation report after the end of the year.
Article 12 The Ministry of Finance shall allocate additional subsidy funds for renewable energy price to the provincial financial department based on the additional income from renewable energy electricity prices, funding applications from provincial grid companies and local independent grid enterprises. Provincial financial departments shall allocate funds in a timely manner in accordance with the relevant provisions of the state treasury management system.
Article 13 Provincial power grid enterprises and local independent power grid enterprises shall settle the electricity bills with renewable energy power generation companies on a monthly basis in accordance with the on-grid electricity prices of renewable energy sources and the actual on-grid electricity generated by renewable energy sources.
Article 14 Within one month after the end of the year, provincial grid companies, local independent grid companies, and public renewable energy independent power system project units shall prepare an application form for the liquidation of additional subsidies for renewable energy prices in the previous year (see the attached format) 3) Report to the provincial finance, price, and energy department, and submit relevant proof materials such as the annual electricity bill or electricity bill.
Article 15 Provincial departments of finance, prices and energy shall conduct preliminary review of the materials submitted by enterprises, put forward preliminary opinions, and submit them to the Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration.
Article 16 The Ministry of Finance, in conjunction with the National Development and Reform Commission and the National Energy Administration, organizes the review of local reporting materials and liquidation of subsidy funds.
Chapter V Supplementary Provisions
Article 17 The interpretation of these measures is the responsibility of the Ministry of Finance in conjunction with the National Development and Reform Commission and the National Energy Administration.
Article 18 These Measures shall be implemented as of the date of promulgation. The reporting, review and appropriation of additional subsidy funds for renewable energy price in 2012 shall be implemented in accordance with these Measures. [1]
