If the customer chooses to charge the basic electricity fee based on the maximum demand or the transformer capacity, it should be specified in the "Power Supply Contract" and cannot be changed during the validity of the contract

1.According to capacity:
A. The basic electricity charge collection standard for synthetic ammonia, electric furnace calcium magnesium phosphate fertilizer and small and medium-sized fertilizer production is 14 yuan / kVA / month;
B. The basic electricity charge collection standard for other large industrial customers is 18 yuan / kVA / month.
2.According to demand:
A. The basic electricity charge collection standard for synthetic ammonia, electric furnace calcium magnesium phosphate fertilizer and medium and small fertilizer production is 21 yuan / kilowatt / month;
B. The basic electricity charge collection standard for other large industrial customers is 27 yuan / kilowatt / month.

Basic electricity charge = transformer capacity (or maximum demand) × basic electricity price. The capacity of the receiving transformer includes high-voltage motors that are not connected through a dedicated transformer (kw is regarded as kVA).
Customers who collect basic electricity charges based on maximum demand must install a maximum demand meter and calculate the maximum demand value according to the value indicated in the table.
Points to note when collecting basic electricity bills based on maximum demand
1. (Interim Measures for the Management of Sales Electricity Price of Development Reform Price [2005] No. 514):
The maximum demand value is jointly determined by the customer and the grid company, and a contract is signed, and the basic electricity fee is calculated based on the contract's determined value every month. If the customer's maximum demand value exceeds 5% of the approved value, more than 5% will be doubled.
For example: the maximum capacity contract is 1000kW, while the actual 1300kW allows 1050kW, and the excess 250kW is doubled, and then 250 × 2 = 500kW for a total of 1550kW.
2. When the total capacity is less than 40% of the total capacity of the transformer and the high-voltage motor, the maximum demand is determined based on the total capacity of 40%.
3. Customers who collect the basic electricity charges based on the maximum demand must apply for the suspension of the entire capacity (including high-voltage motors that do not pass through the receiving transformer).
4. For two or more incoming customers who are billed according to the maximum demand, each incoming line will calculate the maximum demand separately and accumulate basic electricity charges.
5. When the client has been entrusted to calculate the basic electricity cost, the basic electricity fee of the actual electricity capacity (or maximum demand) transferred to the customer shall be deducted.
According to Article 14 of the Power Supply Business Rules, the maximum demand is converted according to the following regulations: 1 Lighting and one shift system: 180kW.h of monthly electricity is equivalent to 1kW; Two shift system is equivalent to 1kW according to 360kW.h; The shift system is converted into 1kW according to 540kW.h; the agricultural electricity is converted into 1kW according to 270kW.h.
Matters needing attention in the calculation of basic electricity charges

1. The basic electricity fee is calculated on a monthly basis, but the basic electricity fee for the month of starting and stopping electricity consumption is calculated based on the practical days for users who install, increase, reduce, suspend, temporarily change, or cancel their accounts. 30 calculations. (In the "Power Supply Business Rules", the calculation of the time-out and unsealing of transformers for customers using electricity is unified as follows: the basic electricity fee is not charged on the day when the transformer is stopped, and the basic electricity fee is calculated on the day of unsealing)
Accidental power outages (including power cuts due to strained grid power loads, endangering grid stability and safety), maintenance blackouts, and planned power cuts do not deduct basic electricity charges.
2. The basic electricity fee is charged according to the capacity of the transformer, and the capacity of the transformer occupied by office lighting, residential life and other loads cannot be deducted. The customers who perform the maximum demand do not deduct the capacity of transformers occupied by office lighting, residential life and other loads.
3. Customers who charge the basic electricity fee based on the capacity of the transformer must suspend the operation of the entire set or group of transformers. In each calendar year, the customer can apply for the temporary suspension of power use (including the transformer motor that does not pass the power receiving transformer) or part of the power capacity twice, each time shall not be less than fifteen days, and the cumulative suspension time in one year shall not be More than six months. If the suspension period expires or the cumulative electricity suspension period exceeds six months in each calendar year, regardless of whether the customer applies for resumption of power consumption, the power supply company must collect its basic electricity fee from the date of expiry according to the capacity agreed in the contract. If the suspension period is less than fifteen days, the basic electricity charges will be collected during the suspension period.
4. The capacity reduction must be the stopping of the entire unit or group of transformers or the replacement of small-capacity transformers. After the power supply company accepts, it will seal the equipment according to the date of the customer's request for capacity reduction. From the date of sealing, the basic electricity fee of its corresponding capacity will be reduced according to the original charging method. However, if the customer declares that the capacity is permanently reduced or that the two-year period expires from the date of sealing, and the power recovery procedures are not completed, the capacity after the capacity reduction has not reached the two-system electricity price setting capacity standard, it should be changed to Single-unit electricity price is charged; when the restoration of electricity is required within the capacity reduction period, the electricity restoration procedure shall be completed with the power supply company five days before, and the basic electricity charge shall be calculated from the date of unsealing.
5. After the capacity reduction period expires, customers who have newly installed or increased capacity shall not apply for capacity reduction or suspension within two years. If it is really necessary to continue the reduction or suspension, the basic electricity fee for reducing or suspending part of the capacity shall be charged at 50%.
