The audit evaluation is a new evaluation model based on the current situation of higher education in China, summing up existing evaluation experience, and drawing on foreign advanced evaluation ideas. The core is to evaluate the realization of the school's talent training goals and training results. In promoting the diversification of talent training, emphasizing respect for the school's autonomy in running schools, and reflecting the main role of schools in the quality of talent training. Educational administrative departments and relevant colleges and universities in various places should conduct in-depth research and fully understand the significance of auditing and evaluation. Strengthen the government's macro management and classified guidance to higher education institutions through review and evaluation, guide higher education institutions to properly position, fully implement the status of talent training centers, improve the quality assurance system, and set standards and characteristics to effectively improve the quality of talent training.

The central government and provincial governments are responsible for the review and evaluation. The education administration departments of each province, autonomous region, and municipality directly under the Central Government shall, in accordance with the provisions and requirements of the "Assessment and Evaluation Program for Undergraduate Teaching of General Colleges and Universities," and in accordance with the needs of the development of higher education in the region, formulate higher education in the region The school reviews and evaluates specific plans and evaluation plans. The review and evaluation of institutions of higher education affiliated to the central ministries and commissions are implemented by the Higher Education Teaching Evaluation Center of the Ministry of Education. It is necessary to give full play to the role of third-party evaluation, and conduct pilot projects gradually, and organize the implementation of the audit and evaluation of colleges and universities in a planned and step-by-step manner.

In the process of review and evaluation, an information disclosure system shall be implemented, disciplines shall be seriously evaluated, and "sunshine evaluations" shall be carried out to ensure that the evaluation work is orderly, standardized, fair and just.
