In the early 1970s, in order to strengthen and improve the supervision of food, the United States Food and Drug Administration, in accordance with the provisions of the US Food and Drug Cosmetics Act 402 (a), any food produced, packed or stored under unsanitary conditions or Foods produced under conditions that do not meet the requirements for food production are considered unhygienic and unsafe, so the current Good Practices for Food Production (21CFR part 110) have been developed. This regulation applies to the processing, production, and storage of all foods. Subsequently, the FDA has successively formulated operating rules for various foods, such as:
21 CFR part 106 Nutritional quality control for baby food
21 CFR part 113 for low-acid canned food processors
21 CFR part 114 for acidified food processors
21 CFR part 129 for bottled beverages
In Canada, the Department of Health (HPB) has established Good Food Manufacturing Regulations (GMRF) in accordance with the Food and Drugs Act.
CAC has formulated the "General Principles of Food Hygiene" [CAC / RCP1-1969 Rev. 3 (1997)] and some food hygiene implementation regulations.
EU food hygiene regulations and requirements include six categories:
Provisions for the control of disease;
Regulations on the control of agricultural and animal residues;
Sanitary regulations for food production and placing on the market;
Provisions for the control of inspections;
Regulations on food access control in third countries;
Provision of health certificates for authorities of exporting countries.
In China, according to the requirements of international food trade, in 1984, the former State Administration of Commodity Inspection first formulated the GMP-like sanitary regulations "Minimum Hygiene Requirements for Export Food Plants and Depots", and proposed mandatory sanitary regulations for export food production enterprises. By the early 1990s, in the "Safety Food Engineering Research", GMPs had been formulated for eight types of export foods.
According to the development of the globalization of food trade and the improvement of food safety and hygiene requirements, the "Minimum Hygiene Requirements for Export Food Plants and Depots" has been unable to meet the requirements of the situation. After revision, the "Export Food Factory and Depot Health Claim". On this basis, 9 professional hygiene specifications have been released one after another:
