What is Willard Water?
Robert Willard is the current commander of US Pacific Command. Born in Los Angeles, California in 1950, he graduated from the United States Naval Academy in Annapolis, Maryland with a bachelor's degree in 1973, and was named a second navy officer. He also received a master's degree in engineering management from the University of Virginia.
