Management Measures for Medical Massage for the Blind

In order to protect the legitimate rights and interests of blind medical massage personnel and regulate the medical massage activities of blind people, these measures are formulated in accordance with laws and regulations such as the "People's Republic of China Disabled Persons Protection Law".

Management Measures for Medical Massage for the Blind , Article 2

The medical massage for the blind referred to in these measures refers to the massaging activities performed by the blind for the purpose of treating certain diseases.

Medical massage for the blind is a medical act and should be carried out in a medical institution.

Blind medical massage personnel are health technicians and should have good professional ethics and professional standards. They should perform their duties according to law and be protected by law.

Article 3 of the Administrative Measures for Medical Massage for the Blind

Local disabled persons' federations at or above the county level, human resources and social security departments, health administrative departments, and Chinese medicine management departments manage blind medical massage according to the division of responsibilities.

Article 4 of the Measures for the Administration of Medical Massage for the Blind

A blind person who meets one of the following conditions, and holds the approval certificate issued by the municipal disabled person's federation with a district, can apply to engage in blind medical massage activities in medical institutions:

(1) Before the promulgation of these measures, those who have obtained the qualifications for professional technical positions for medical massage for the blind;

(2) Before the promulgation of these measures, those who have obtained a professional degree in medical massage for the blind and above, and have been engaged in medical massage activities for the blind for more than 2 years;

(3) Before the promulgation of these measures, he has continuously engaged in blind medical massage activities in medical institutions for 15 years;

(4) Before the promulgation of these measures, who have been engaged in blind medical massage activities in medical institutions for more than 2 years but less than 15 years, and passed the examination for blind medical massage personnel;

(5) Those who have obtained a professional degree in medical massage for the blind and above, and passed the examination for the medical massage for the blind.

The examinations for medical massage for the blind are organized by the China Disabled Persons' Federation and formulate examination methods. The specific implementation is responsible for the Chinese Blind Massage Guidance Center.

The blind who passed the examination for the blind medical massage staff, obtained the certificate of passing the examination, and obtained the qualifications for the primary professional and technical positions of the blind medical massage staff.

Article 5 of the Administrative Measures for Medical Massage for the Blind

A blind medical massage person who meets the requirements of Article 6 of these Measures may apply for the establishment of a blind medical massage clinic.

Measures for the management of medical massage for the blind

The establishment of a blind medical massage clinic shall meet the following conditions:

(1) The sponsor shall be a medical massager for the blind;

(2) At least one blind medical massage person who has been engaged in blind medical massage activities for more than 5 years;

(3) There is at least one massage bed and corresponding massage supplies, and the construction area is not less than 40 square meters;

(4) necessary disinfection equipment;

(5) There are corresponding rules and regulations, and technical regulations for medical massage for the blind formulated or approved by the bookbinding country;

(6) Be able to independently assume legal liabilities;

(7) Certificates issued by the municipal disabled people's federations with districts that agree to open medical massage clinics for the blind.

Measures for the management of medical massage for the blind

The medical massage center for the blind is examined and approved by the county-level health administrative department, and a "Practice License for Medical Institutions" is issued in compliance with the conditions.

The Medical Massage Center for the Blind does not register for medical examinations other than the Tuina (Medical Massage for the Blind). There are no beds and no pharmacy (cabinet).

The license for the blind medical massage clinic is valid for 5 years.

Measures for the management of medical massage for the blind

Medical massagers for the blind have the following rights at work:

(1) Participate in the exchange of technical experience and participate in professional academic groups;

(2) Participating in business training and continuing education;

(3) In work, personal dignity and personal safety shall not be violated;

(4) obtaining remuneration;

(5) Put forward opinions and suggestions on health work.

Measures for the management of medical massage for the blind

Blind medical massage personnel shall perform the following obligations in their work:

(1) to abide by laws, regulations, rules and related technical operation specifications;

(2) Establish professionalism and abide by professional ethics;

(3) Caring, loving and respecting patients, protecting patients' privacy;

(4) Receive training and continuing education, work hard to study business, and improve professional technology.

Article 10 of the Administrative Measures for Medical Massage for the Blind

Blind medical massage personnel shall truthfully introduce medical massage schemes to patients or their families, but care shall be taken to avoid adverse consequences for patients.

Measures for the management of medical massage for the blind

Blind medical massage personnel shall not carry out medical, preventive and health care activities other than massage (blind medical massage), shall not prescribe drugs, shall not obtain a medical diagnosis certificate, shall not sign medical certificate documents not related to blind medical massage, shall not conceal, forge or unauthorized Destroy medical documents and related information.

Article 12 of Measures for the Administration of Medical Massage for the Blind

Medical massage centers for the blind shall practise in accordance with the prescribed practice sites and diagnostic and treatment subjects, and shall not conduct medical, prevention, or health care activities other than medical massage for the blind. Non-blind persons shall not engage in medical, preventive, or health care activities in blind medical massage establishments.

Article 13 Management Measures for Medical Massage for the Blind

Blind medical massage personnel shall not use the convenience of their positions to solicit, illegally receive patients' property or obtain other improper benefits.

Article 14 of the Measures for the Administration of Medical Massage for the Blind

The China Disabled Persons' Federation is responsible for formulating training plans for blind medical massage staff, ensuring that blind medical massage staff receive training, continue education, and engage in blind medical massage activities in accordance with regulations.

Chinese blind massage instruction centers and blind massage instruction centers in provinces, autonomous regions, and municipalities have formulated training plans for blind medical massage staff according to the training plan, and are responsible for organizing training.

Medical institutions shall provide conditions for blind medical massage personnel to carry out work and study, and ensure that their blind medical massage personnel receive training, continue education and legally engage in medical massage activities.

Article 15 of the Measures for the Administration of Medical Massage for the Blind

The blind medical massage in any of the following circumstances shall be cancelled by the original license-issuing authority and the Medical Institution Practice Permit shall be withdrawn:

(1) employing non-blind persons to carry out medical, prevention, and health care activities;

(2) Carrying out medical, prevention, and health care activities other than medical massage for the blind;

(3) Selling, transferring, or lending the "Practice License for Medical Institutions";

(4) Prescribing a drug;

(5) There are beds and pharmacies (cabinets);

(6) The validity period of the License for Medical Institutions has not expired;

(7) Failure to meet the conditions stipulated in Article 6 of these Measures.

Article 16 of the Measures for the Administration of Medical Massage for the Blind

If the county-level health administrative department issues a Medical Institution Practice Permit to a blind medical massage clinic that does not meet the requirements, or if it violates the provisions of these Measures to expand the registration of medical treatments and approve the establishment of a bed or pharmacy (cabinet), its behavior is invalid and the original It shall be revoked by the certificate authority or the health administrative department at the next higher level.

Medical massage centers for the blind and their staff violate the relevant provisions of the "Regulations on the Management of Medical Institutions" and shall be handled in accordance with the "Regulations on the Management of Medical Institutions". If a medical accident occurs, it shall be handled in accordance with the "Medical Accident Handling Regulations."

Relevant directors in the former Ministry of Personnel, Ministry of Health, State Administration of Traditional Chinese Medicine, China Disabled Persons' Federation on the "Relevant Issues Concerning the Evaluation and Appointment of Professional and Technical Positions of Medical Massage Personnel for the Blind" (Disability Federation Jiaojizi [1997] No. 103) (Deputy director) The professional and technical titles of masseurs, attending masseurs, and masseurs (judges) were respectively changed to director (deputy director) medical masseurs, attending medical masseurs, and medical masseurs (judges).

Prior to the promulgation of these measures, the qualifications for obtaining professional technical positions for medical massage for the blind continued to be valid. The evaluation and appointment of professional and technical positions for the medical massage personnel for the blind shall be conducted in accordance with the relevant provisions of Disabled Persons' Education and Education [1997] No. 103.

Measures for the Administration of Medical Massage for the Blind Article 19

The blind people referred to in these measures include those who are fully blind and those with low vision.
