What is a Hybrid Cell Phone Plan?

The hybrid reserve plan is also known as the "Bernstein Plan". A proposal by the United States Department of the Treasury and the International Monetary Fund's senior official, Edward Bernstein (EM Bernstein), to create an international monetary reserve unit in 1963. He proposed to create a "hybrid reserve unit" with gold preservation as a new international reserve asset. Each member country deposits a certain amount of its national currency into the International Monetary Fund in exchange for an equivalent mixed reserve unit as an international clearing instrument, and the amount of it depends on the country's share in the IMF.
