What are Certificate Programs?

The Certificate of Basic Competency Program is an educational program in the United States that enables adults to acquire skills and knowledge at equivalent secondary levels. There are two models: (1) the 1971 U.S. Department of Education funded the University of Texas's Adult Achievement Levels Program; and (2) the 1973 Ford Foundation funded the research of the University of Syracuse and the New York State Department of Education.
