Chapter I General Provisions
The first is to improve the postgraduate award policy system and raise the level of postgraduate treatment, in accordance with the spirit of the "Opinion of the Ministry of Finance and National Development and Reform Commission of the Ministry of Education on Improving the Input Mechanism of Postgraduate Education" (Caijiao [2013] No. 19), since 2014 Starting from the fall semester, the general scholarship for graduate students is adjusted to the national bursary for graduate students. In order to do a good job of the national bursary for graduate students, these measures are formulated.
Article 2. The national student grants for graduate students are used to subsidize all full-time graduate students (except those with a fixed salary) who are included in the national graduate admissions program at ordinary colleges and universities in the country, and subsidize the basic living expenses of graduate students. The graduate students receiving the grant must have nationality of the People's Republic of China.
Article 3. The national bursary for graduate students shall be established jointly by the central and local finances. The funds required for the national bursaries of graduate students of the central government departments are all borne by the central government. The funds required for the national bursary of graduate students in local universities shall be jointly borne by the central and local finances with reference to the method of sharing national bursary funds for ordinary college students. Chapter II Funding Standards
Article 4 The funding standard for doctoral students is not less than 10,000 yuan per student per year, and the funding standard for master students is not less than 6,000 yuan per student per year.
Article 5 The funding standard for doctoral students in universities affiliated to the central department is 12,000 yuan per student per year, and the funding standard for graduate students is 6,000 yuan per student per year.
Article 6 The criteria for the national bursary funding for graduate students in local universities shall be determined by the financial departments of the provinces (autonomous regions, municipalities directly under the Central Government, and cities separately listed) in conjunction with the education departments. The central government shall, in accordance with the standard of 10,000 yuan per year for doctoral students and 6,000 yuan per year for postgraduate students, and the national bursary sharing method for ordinary junior college students, assume the funding required for national bursaries for graduate students at local universities.
Article 7: Financial departments at all levels, in conjunction with education departments, establish a dynamic adjustment mechanism for the national student grant funding standards for graduate students, and adjust funding standards in a timely manner in accordance with the level of economic development and price changes. Chapter III Budget Release
Article 8 The funds required for the national bursary for graduate students of the universities affiliated to the central department shall be included in the annual department budget in accordance with the budget management procedures.
Article 9 Prior to September 30 of each year, the Ministry of Finance and the Ministry of Education shall, in accordance with the calculations, issue a certain percentage of the national bursary budget for the graduates of local universities in the next fiscal year in accordance with a certain percentage.
Article 10 Prior to May 31 of each year, the National Student Financial Assistance Management Center compiles proposals for national student bursaries and budget allocations for graduate students according to the number of students who meet the conditions for graduate national bursary funding in colleges and universities affiliated to provinces (autonomous regions, municipalities, and single cities) Report to the Ministry of Finance and Ministry of Education for review.
Article 11 Before June 30 of each year, the Ministry of Finance and the Ministry of Education determine the number of national student grants and budget allocation schemes for graduate students of universities (autonomous regions, municipalities, and cities with separate plans) in each province, and settle the funds to be borne by the central government.
Article 12 Before September 1st of each year, the financial and educational departments of each province (autonomous region, municipality directly under the Central Government, and cities with separate plans) shall, according to the procedures, release the quota and budget of the state grants for graduate students to relevant universities. Chapter IV Distribution, Management and Supervision
Article 13 Colleges and universities shall put graduate student grants into the hands of eligible students on a monthly basis.
Article 14 The direct postgraduate students and the undergraduate, postgraduate and postgraduate students who are not indicated to be awarded intermediate degrees in the prospectus shall determine their status and participate in the grant of state financial aid according to the level of the courses they have completed that year. National bursaries will be issued in accordance with the status of master students during the period of elective master's degree programs;
Article 15 In the period of the academic system, graduate students who have gone through procedures for retaining or suspending school due to reasons such as going abroad or disease, will temporarily suspend the granting of state scholarships for graduate students, and wait for them to resume their studies before issuing them. Postponed graduates who exceed the prescribed academic year are no longer eligible for the National Graduate bursary for graduate students.
Article 16 Relevant central government departments, provinces (autonomous regions, municipalities directly under the Central Government, and cities with separate plans) and colleges and universities must strictly implement the relevant national financial and economic regulations and the provisions of these Measures, and implement separate accounting for the national student grants for graduate students. , Squeezing, misappropriating, and consciously accepting inspection and supervision by the financial, auditing, disciplinary inspection and supervision, competent authorities and other departments. Chapter V Supplementary Provisions
Article 17 The provinces (autonomous regions, municipalities directly under the Central Government, cities with separate plans) financial and education departments, and universities under the central departments shall, in accordance with the spirit of these Measures, formulate specific measures for the management of national student grants for graduate students and report them to the Ministry of Finance and the Ministry of Education for the record.
Article 18 The administration of national student grants for graduate students in scientific research institutions and other graduate training institutions shall be implemented with reference to these Measures.
Article 19 The interpretation of these measures rests with the Ministry of Finance and the Ministry of Education.
Article 20 These Measures shall be implemented as of September 1, 2014. [1]
