Management Measures of the Expert Committee of the Ministry of Construction
The first is to formulate these measures in order to regulate the work of the expert committee of the Ministry of Construction, give full play to the role of technical advisory bodies, improve the level of government decision-making, and promote the scientific and technological development of construction.
Article 2. According to the development and work needs of the construction industry, the Ministry of Construction establishes technical advisory expert committees according to different professional fields, which are referred to as the Ministry of Construction XX Expert Committee (hereinafter referred to as "Expert Committee"). The expert committee is located in the Science and Technology Committee of the Ministry of Construction.
Article 3 These measures apply to the management of expert committees.
Article 4 The expert committee is composed of experts and scholars in related technical fields in China, and can absorb experts in sociology, economics, law and other fields as needed.
Article 5 The purpose of the expert committee is to give play to the comprehensive advantages of multi-disciplinary and multi-professional, to play a decision-making consultation role in researching and formulating scientific and technological development strategies, discussing technological development approaches, and determining key technological breakthroughs, and to improve decision-making levels and accelerate scientific and technological achievements The process of industrialization promotes the upgrading of traditional industrial technology and promotes the development of science and technology in the construction industry.
Article 6 The expert committee shall abide by the principles of objectiveness, impartiality, and truth-seeking in its decision-making consultation activities.
Article 7 The Ministry of Science and Technology Committee (the office is located in the Ministry of Science and Technology Department) is in charge of the management expert committee; the Ministry of Science and Technology department coordinates the work of the Expert Committee and is responsible for formulating management measures and the establishment, release, and merger of expert committees, and accepting work Suggestions and opinions are handled by the leaders of the Ministry; the Ministry of Personnel and Education is responsible for the management of the membership committee of the expert committee and related work; the relevant departments and departments within the ministry are responsible for organizing the relevant expert committees to carry out the work.
Article 8 Expert committees are divided into professional expert committees and comprehensive expert committees. The professional expert committee is responsible for putting forward the establishment plan by the department in charge of the business department. The comprehensive expert committee is proposed by the comprehensive department and bureau. The Ministry of Science and Technology's review of the establishment plans proposed by the relevant departments and bureaus are reported to the Ministry of Personnel and Education Department for recordkeeping and issued by the Ministry's leaders after unified review, and the certificates are uniformly produced.
Article 9 The main duties of the expert committee are:
(1) Understand, master and study the development of science and technology in the construction field, and provide relevant management departments with information and work recommendations in a timely manner;
(2) Participate in the research and formulation of scientific and technological development strategies, technical policies, development plans, annual scientific and technological plans, and major scientific and technological projects for construction projects;
(3) Participating in the review of major engineering projects, their planning and design plans, and major scientific and technological achievements;
(4) To undertake special tasks entrusted by the Ministry.
Article 10 An expert committee is generally composed of 15-20 members, with one chairman and two vice-chairmen. The chairman and deputy chairman are democratically elected by the members of this expert committee.
Article 11 The expert committee may set up a professional committee (or expert group) according to the needs of the work. The establishment of the professional committee (or expert group) shall be determined by the expert committee and reported to the Ministry of Science and Technology Committee, the Department of Science and Technology, the Department of Personnel and Education, and related departments. Article 12 Requirements for members of the Expert Committee:
(1) Decent work style, good academic ethics, honesty and fairness, compliance with laws and regulations, and strong sense of responsibility;
(2) Have a senior technical title, have a leading technical level in this field, have solid professional basic knowledge, have rich engineering practice experience, and are willing to serve the development of construction undertakings;
(3) Having won the corresponding National Excellent Project Award and Science and Technology Progress Award;
(4) Good health and suitable age;
(5) The specific requirements and employment procedures shall be separately formulated by the relevant business departments of the Department of Science and Technology.
Article 13 The members of the Expert Committee have the following rights:
(1) Submit work opinions and suggestions to the Ministry of Construction and its expert committee;
(2) fully expressing personal opinions in the process of participating in decision-making consultation, and can retain personal opinions and suggestions;
(3) Priority access to relevant scientific and technological materials of institutions affiliated with the Ministry of Construction;
(4) Can withdraw from the expert committee voluntarily.
Article 14 Obligations of members of the Expert Committee:
(1) to abide by relevant national laws and regulations and management measures of expert committees;
(2) Actively participating in various activities of the expert committee;
(3) Provide relevant professional scientific and technological information to the expert committee, and put forward suggestions for research, development, promotion and application of advanced and applicable technologies.
Article 15 The members of the Expert Committee shall be appointed for a term of five years.
Article 16 The members of an expert committee may not organize any activities in the name of the expert committee without the permission of the expert committee.
Article 17 In the activities of consultation and review, the expert committee shall not accept compensation and other gifts beyond the policy.
Article 18 "Members of expert committees who violate national laws, regulations and these Administrative Measures shall be removed.
Article 19 Each expert committee may formulate an expert committee charter according to these measures, agree on the method of production and working procedures, etc., and manage the work of the committee. The charter of the expert committee shall be filed with the Science and Technology Committee of the Ministry, the Department of Science and Technology, the Department of Personnel and Education and related departments.
Article 20 These Measures shall be implemented as of the date of promulgation.
Article 21 The interpretation of these measures is the responsibility of the Ministry of Science and Technology.
