What Does a Summer Trainee Do?

An emergency notice of Organizing secondary vocational students to Foxconn internships issued by the Education Department of Henan Province made some schools disguised to force students to take Foxconn internships, which made many students feel internships.

Be interned

A paper issued by the Henan Provincial Department of Education "urgent notification of organizing secondary vocational students to Foxconn internships" has made some schools disguised to force students to take Foxconn internships has been questioned. Although relevant parties emphasized that "there is no compulsory, all are based on voluntary", but the requirement of "no graduation certificate without an internship" makes many students feel that such voluntariness has become "compulsory in disguise".
No internship or graduation certificate
Designation to Foxconn internship is privatization in disguise
Government departments are anxious for enterprises, they want to think of enterprises, and only focus on the efficiency of economic development, they will inevitably ignore social fairness and justice. In a market economy, we must not only hedge our capital, but also draw clear boundaries for power. All this depends on the rule of law.
Henan Provincial Department of Education issued a notice on September 6 requiring Henan vocational vocational schools to organize and mobilize students to work in Shenzhen Foxconn Dinggang, to ensure that Foxconn Group officially settled in Henan, and there will be a sufficient high-quality staff team after mass production in the year. Subsequently, some students reported to the media that their schools forced them to go to Foxconn for internships and threatened not to issue graduation certificates or drop out.
Following the employee's "continuous jump" incident, Foxconn's employment model has once again attracted media attention. The Henan Provincial Department of Education, which actively organizes labor for Foxconn, has also been questioned by all parties. Although the Henan Provincial Department of Education has firmly denied the "compulsory" statement, claiming that "some schools may distort the policy and save their policies" in an attempt to shirk their responsibilities, the fact that the education department issued a document designating it as an intern in an enterprise organization is Objective existence. Regardless of whether the school is compulsory or not, the administrative actions of Henan Provincial Department of Education have crossed the power boundary of its own education authority.
It is undeniable that Henan, as a large agricultural province and a large population province, really hopes that large-scale labor companies such as Foxconn can settle down in the local area. The notice issued by the Henan Provincial Department of Education also clearly mentioned the significance of Foxconn's settlement, "it will play a positive role in promoting the adjustment of the industrial structure of our province and the expansion of employment."
With such a "big picture" based on the whole province, the Education Department of Henan Province dared to organize internships for Foxconn in the form of redhead documents.
The "mobilization order" issued by the administrative department is obviously very popular with Foxconn. Organized by the Education Department, on the one hand, a large number of young and cheap labor can be obtained during the peak production season, without paying social insurance costs, and can be easily returned to school during the off-season, without paying economic compensation. For the world's largest foundry company, this is of course a very cost-effective employment model. In the context of the "labor labor shortage", labor costs in all sectors of the society have generally increased. Foxconn and the administrative departments have joined forces to excavate not only the human resources hidden in vocational schools, but also "live up" the power resources of education departments. This is the power of capital. In order to chase profits, there are always unexpected ideas.
The desire for capital expansion has formed a test of the power of the power sector-how to find its exact position between workers and capital. In any case, a government department serving the society should not directly intervene in the labor market and interfere with the allocation of labor resources in the market with a large number of cheap interns. It is not difficult to imagine that with sufficient intern resources in hand, Foxconn will have a little more confidence in the face of employees who ask for a raise, and those labor forces that do not have much bargaining power will become cheaper in the market. How well such a company can bring in one place is worth considering.
Government departments are anxious for enterprises, they want to think of enterprises, and only focus on the efficiency of economic development, they will inevitably ignore social fairness and justice. If other companies also require the Henan Provincial Department of Education to organize internships, they will not be implemented one by one. This kind of "designated internship" is an administrative act that only serves a certain enterprise or person, which is essentially privatization of power in disguise. It is not clear whether this "mobilization order" has sacrificed students' rights and benefits, and even if the benefits do not enter the "private bag", the "public" that cooperates with enterprises in the labor market for profit should be seriously held accountable.
In a market economy, we must not only hedge our capital, but also draw clear boundaries for power. All this depends on the rule of law. Schools force students to violate legal requirements; the power of the administrative department crosses boundaries and does everything, which is incompatible with the rule of law society.
Why did the Education Department become "Foxconn temporary recruitment office"
On September 6, the Education Department of Henan Province issued an urgent notice to all secondary vocational colleges, requesting that each school organize students to go to Foxconn to participate in top-post internships. The reason for issuing this redhead document is simple: Foxconn's settlement in Henan is a major event, and the government must contribute to the training of skilled workers for Foxconn (China Youth Daily, October 11).
According to the redhead document, this post placement internship must follow the voluntary principle, but when it arrived at the school, it became "no graduation certificate without going to internship", and even some schools moved the exam to the Foxconn factory. It's no wonder that the urgent need for redhead documents is a political task in the eyes of schools, not to mention, if it is voluntary, why should we issue redhead documents? The school understood the meaning of the Education Department.
The last bitterness is, of course, those children who were forced to go to Foxconn for internships. For example, if you are studying journalism or auto repair, you obviously have a professional counterpart, but you ca nt go to the internship because of pressure. You can only be forced to repeat those actions on the Foxconn assembly line. Under such a scenario, I don't know where the so-called "considering for students" of the Education Department of Henan Province comes from?
In fact, all the rhetoric is a covert, all the actions are around investment promotion and GDP rotation. Those students who are forced to go to Foxconn for internships are just tools to attract investment and to contribute to GDP performance. Many places are attracting investment, They can give companies extra-legal privileges, they can openly call them polluting first, then treating them, and students are sacrificed by being trained, in the eyes of those officials, I am afraid they are nothing at all.
Here, the Education Department of Henan Province is no longer a government agency that protects the interests of students and serves them. It has become a temporary recruitment office for Foxconn. In the eyes of the Department of Education, there are no students, no schools, no education, and some are just political tasks of "everything for investment promotion". [1]
