Chapter I Qualifications of Postdoctoral Researchers
Article 1. Any outstanding young person who has recently obtained a doctorate degree at home and abroad, has excellent morals, is in good health, is under 35 years of age, and has not yet formally assigned a job can be a postdoctoral researcher (hereinafter referred to as "postdoctoral") . Chapter II Application Procedures and Approval Authority
Article 3: After applying for a doctoral degree, after completing a doctoral dissertation, you can submit an application form and a letter of recommendation from two doctoral supervisors in the subject area and other supporting documents to the station building unit in the subject area. Applicants can apply to several station building units at the same time, but once the station building unit is determined, the application to other units should be withdrawn immediately.
Article 4 The academic institution of the station-building unit shall evaluate the applicant's scientific research ability, academic level, and the scientific research results that have been obtained. The station-building unit shall approve and select the best candidates for employment. The post-doctoral candidates should fill in the "Post-doctoral Researcher Registration Form". The station-building unit shall submit copies of the Registration Form, mentor recommendation letter, and doctorate certificate to the Science and Technology Cadre Bureau of the State Science and Technology Commission, and report to the superior authority of the station-building unit for the record.
Article 5 In order to ensure the smooth progress of post-doctoral research, the station building unit and the post-doctoral candidates may sign a work agreement that stipulates the responsibilities, rights and other matters of both parties. The specific content of the agreement shall be determined by the construction unit.
Chapter III Research Topics
Article 6 The research directions and research topics of postdoctoral fellows shall be put forward by me on the premise of seeking to combine the key projects undertaken by the station-building unit, and seek the relevant expert opinions of the station-building unit for approval.
Chapter IV Working Term
Article 7 The post-doctor's work period in the station is generally two years. After the expiration, he must move out of the station or transfer to the next station. The total duration of movement at different stations must not exceed four years.
Article 8 During the post-doctoral work in the station, if the research project is completed in advance, I can apply for it and leave the station in advance with the approval of the station construction unit. If it is not completed within two years, it can be approved by the superior authority of the station construction unit and the time can be appropriately extended. In general, the extension period should not exceed six months.
Article 9 When the post-doctors work in the station and their performance is not suitable for continuing post-doctoral research work, the station-building unit may report to the higher authority for approval and persuade them to leave the station, and the work shall be arranged by the Science and Technology Cadre Bureau of the State Science and Technology Commission.
Article 10 During the post-doctoral work in the station, those who have been absent for more than half a year due to illness should terminate their work. After their health is restored, the work will be arranged by the Science and Technology Cadre Bureau of the State Science and Technology Commission.
Chapter V Funds and Wages and Benefits
Article 11 The daily expenses of post-doctoral fellows are allocated to the station-building unit by the actual number of scientific and technological cadres and bureaus of the State Science and Technology Commission at the rate of 12,000 yuan per person per year, which is used to subsidize scientific research work and personal living welfare costs ( Including wages, bonuses, medical expenses, hardship subsidies, family visits, subsidies, etc.). The expenses for scientific research work shall generally not be less than 75% of the post-doctoral daily expenses. The superior authority of each station construction unit has the right to supervise and inspect the use of this money.
Article 12 The salary of postdoctoral fellows shall be temporarily paid in accordance with the minimum salary of lecturers (assistant researchers) after the salary reform during the first station work period, and shall enjoy the same benefits as regular employees of the station construction unit.
Article 13 Postdoctoral students can enjoy a living allowance of 100 yuan per month for purchasing books, materials, and paying high rents for postdoctoral apartments. The living allowance is paid from the post-doctoral daily expenses. After the post-doctoral termination of the work of this station, the monthly payment of living allowances will be stopped.
Article 14 During the post-doctoral work in the station, the official staff of the state shall calculate the length of service.
Chapter VI Housing
Article 15 The post-doctoral apartment is only available for post-doctors and their spouses and minor children at this station. The rent standard is tentatively set at: 50 to 60 yuan per month for a two-bedroom apartment. The management measures shall be determined by each station building unit or formulated by the management unit of the post-doctoral apartment.
Article 16 After the post-doctoral assignment of fixed work or when moving to the next station, I, my spouse, and minor children must be moved out of the special apartment in time. The post-doctoral unit shall separately resolve its housing. If the occupied space is not moved, the post-doctoral quota for the station will be reduced or cancelled.
Article 17 During the postdoctoral period, the unit under construction will have a permanent resident account. Public security departments in various places rely on the letter of introduction issued by the Science and Technology Cadre Bureau of the National Science and Technology Commission to handle the census removal and settlement procedures for post-doctoral students (only those who return to China for study abroad are required to complete the registration procedures).
Article 18 The spouse and his minor children of postdoctoral fellows may move with him and stay in a temporary residence account. The public security department where each station construction unit is located handles the temporary residence procedures with the letter of introduction issued by the Science and Technology Cadre Bureau of the State Science and Technology Commission. The quantitative supply of goods they need is supplied by the local business department according to the standard of similar personnel in permanent residence. The problem of children's attendance at school shall be treated and resolved by the local education department in the same way as the permanent resident account.
Article 19 If the spouse who moves with the post-doctoral is a formal state employee, the station construction unit shall arrange appropriate work according to the seconded personnel, pay wages according to the original salary grade standard, and enjoy the same treatment as the station construction unit staff.
Article 20 After the fixed period of post-doctoral mobility is arranged, the spouse and minor children (including rural household registration) shall be subject to permanent residence registration procedures by the public security department of the place where the recipient unit is located with the certificate issued by the Science and Technology Cadre Bureau of the State Science and Technology Commission. If the spouse is a formal state employee, the employer should be responsible for resettlement. If there is any difficulty, please ask the local labor and personnel department for assistance in making arrangements.
Chapter VII Work Distribution
Article 21 When the post-doctoral work period leaves the station, the station-building unit shall conduct a comprehensive assessment and evaluation of their academic level, business ability and scientific research results, put forward their opinions of use, report it to the Science and Technology Cadre Bureau of the State Science and Technology Commission, and copy it to the superior department Filing.
Article 22 Postdoctoral fellows who have expired can be employed by the superior department of the State Science and Technology Commission's Science and Technology Bureau in conjunction with the station-building unit in accordance with the needs of the country, in combination with their own voluntary arrangements, or according to the professional and technical positions and conditions of the employer. The allocation procedures are handled by the Science and Technology Cadre Bureau of the State Science and Technology Commission. Chapter VIII Hierarchical Management
Article 23 The scientific research work and daily life of post-doctoral staff are managed by the station building unit. Each station shall regularly report the work progress and existing problems to the superior department and the science and technology cadre bureau of the State Science and Technology Commission.
Article 24 The superior department in charge of each station building unit shall conduct business guidance and supervision and inspection of the use of funds, organize the exchange of experience, and solve related problems in a timely manner.
Chapter IX Supplementary Provisions
Article 25 This provisional provision shall be implemented on a trial basis after being approved by the Post-doctoral Research Station Management Coordination Committee, and the power of interpretation shall rest with the Science and Technology Cadre Bureau of the State Science and Technology Commission.
