The Administrative Measures for Radiation Health Technical Service Institutions, Regulations for the Management of Health Inspection of Radiological Diagnosis and Construction Projects and Administrative Measures for the Radiation Health Expert Database formulated by our Ministry are hereby issued to you. Please follow them.
Health administrative departments at all levels shall strengthen leadership in accordance with the requirements of laws and regulations and the division of responsibilities, and do a good job in the supervision and management of radiological health service agencies, the health review of radiological diagnosis and treatment construction projects of medical institutions, and the management of radiological technology review experts.
The Ministry of Health is responsible for the qualification assessment of radiation protection assessment (level A) for occupational disease hazards in radiation diagnosis and treatment construction projects, radiation protection equipment, and radiological technical service institutions for the detection of radioactive products. The Health Supervision Center of the Ministry of Health is appointed to be responsible for acceptance, data review, on-site assessment, and summary report submission; the Chinese Center for Disease Control and Prevention is responsible for technical review and technical assessment.
Provincial health administrative departments are responsible for the qualification assessment of radiation protection assessments for occupational disease hazards (level B), radiation health protection testing, and individual dose monitoring of radiation health technical service agencies for radiation diagnosis and treatment construction projects.

Article 1 These measures are formulated in order to strengthen the management of the radiological technology review expert database and ensure the fairness and impartiality of radiological technology review activities.
Article 2 The Ministry of Health and the provincial health administrative department have established a national database of radiation health technology review experts and a provincial database of radiation health technology review experts, respectively.
Article 3 The members of the radiological technical review expert database are composed of experts in the fields of radiation health, such as radiation protection, radiation health testing, radiation diagnosis and treatment, and medical emergency for nuclear accidents, as well as radiological supervision and management.
Article 4 The experts of the national level radiological technology review expert database shall meet the following requirements:
(1) Adhere to principles, be objective and fair, and have good professional quality, scientific attitude and professional ethics;
(2) Have the qualifications for senior technical positions in related majors and have been engaged in radiation health related majors for more than 10 years;
(3) Familiar with the laws, regulations, norms and technical standards related to radiation health;
(4) Good health and capable of work.
The conditions for the experts of the provincial level radiological technology review expert bank shall be determined by the provincial health administrative department by referring to the above conditions.
Article 5 The candidates for the experts of the national level radiological technology review expert database can be recommended by the unit where the expert is located or the provincial health administrative department, or directly nominated by the Ministry of Health. The Ministry of Health conducts the selection and seeks the consent of the nominee and the nominee themselves and the unit where they belong, and those who meet the requirements are decided to be selected into the national database of radiation health technical review experts and announced. The expert bank implements dynamic management.
The selection process of experts in the provincial radiological technology review expert database is formulated by the provincial health administrative department.
Article 6 The main duties of experts in the expert bank are:
(1) Participate in the health review activities of the radiation protection evaluation of occupational disease hazards in radiation diagnosis and treatment construction projects;
(2) Participating in the qualification review of radiological technical service institutions;
(3) Providing technical support for radiological health supervision of the health administrative department;
(4) Undertake other tasks designated by the health administrative department.
Article 7 Experts in the expert bank shall abide by the following rules:
(1) Carry out work in accordance with relevant national laws, regulations, standards and norms, and independently and objectively provide opinions;
(2) Conscientiously perform duties and be honest and self-disciplined;
(3) abiding by relevant confidentiality regulations;
(4) not to participate in activities that hinder justice;
(5) It is not allowed to conduct commercial activities in the name of experts in the expert bank;
(6) Actively apply for avoidance of radiological health technology review activities that have a stake in itself.
Article 8 If the experts in the expert bank have any of the following circumstances, the administrative department of health may cancel the qualifications of experts in the radiological technology review expert bank, and notify the unit where the expert is located as appropriate:
(1) Violating the provisions of Article 7 of these Measures;
(2) Those who have not participated in the relevant work more than 2 times for no reason;
(3) serious adverse consequences due to work errors.
Article 9 The interpretation of these measures rests with the Ministry of Health. [1]
