Effective from January 1, 2006.

The first is to regulate the price behavior of maintenance service operators of household appliances (hereinafter referred to as home appliances), protect the legitimate rights and interests of consumers, and promote fair competition and healthy development of the appliance maintenance service market. The Reform Commission formulated the Provisions on the Implementation of Marked Prices for Goods and Services and the Provisions on Prohibiting Price Fraud.

Article 2 These regulations shall apply to the price behavior of operators engaged in home appliance maintenance services within the territory of the People's Republic of China.

Article 3 The price of home appliance repair services shall be adjusted by the market, and the operators shall independently set prices based on the cost of the service and the market supply and demand.

Article 4 Operators of home appliance maintenance services shall implement clear-listed pricing, and shall follow the principles of openness, fairness, and good faith, and abide by price laws, regulations and policies.

Article 5 The government price competent department is the management organization for price tagging, and supervises and inspects the implementation of the price tagging regulations by home appliance repair service operators.

Article 6 In order to reflect the principle of high quality and good prices, operators of home appliance repair services that have been rated by the Home Appliance Repair Association should also indicate the qualification level when they clearly mark the price.

Article 8 The plain price of home appliance repair services may be publicized in advance by public bulletin boards, public notice boards, price lists, price tags, price manuals, Internet inquiries, multimedia terminal inquiries, voice announcements, and other methods approved by users. It should also announce price inquiry methods or customer service telephones.
For home appliance maintenance service operators who provide on-site maintenance services, the maintenance personnel shall actively show the user a price list or price manual that is consistent with the content of the clear price marked at their place of operation before the service, in order to facilitate user selection and inquiry.
Article 9 Operators of home appliance maintenance services shall implement clear price marking and publicity of other related matters at a prominent position in their business premises.

Article 13 If an appliance maintenance service operator makes adjustments to the price of maintenance services, it shall promptly change the relevant content of the clearly marked price and keep complete price information for verification.

Article 14 Operators of home appliance maintenance services shall truthfully introduce the price information of maintenance services to consumers, and respect the users' right to know and choose maintenance service items and prices. Do not use false or misleading pricing content, pricing methods, and other pricing methods to conduct price fraud. No fees other than those indicated shall not be charged.

Article 15 An appliance manufacturing enterprise shall provide relevant price information for the price of appliance repair services at its designated repair service outlets.
The special maintenance outlets of home appliance manufacturing enterprises shall actively collect and request relevant price information on home appliance repair services.

Article 16 Operators of home appliance maintenance services who do not clearly mark prices in accordance with these regulations or use price forms and price means to commit price fraud shall be subject to the competent price department of the government in accordance with the "People's Republic of China Price Law" and "Administrative Penalties for Price Violations" 2.
