- The state formulates a uniform annual timber production plan. The annual timber production plan shall not exceed the approved annual logging quota. The scope of plan management is prescribed by the State Council.
- Article 31:
- Harvesting forests and trees must comply with the following regulations:
- (1) Mature timber forests shall adopt selective cutting, clear cutting and progressive cutting according to different situations. Clear cutting should be strictly controlled, and reforestation should be completed within the year or year of logging;
- (2) National defense forests, mother forests, environmental protection forests, and scenic forests in protective forests and special-purpose forests may only be harvested for tending and regeneration purposes;
- (3) The logging of places of interest and historic sites and revolutionary monuments in special-purpose forests, and forests in nature reserves are strictly prohibited.
