What Is Construction Waste Management?

The regulations for the management of urban construction waste are issued in 2005 in order to strengthen the management of urban construction waste and ensure the urban appearance and environmental sanitation. According to the "People's Republic of China Law on Prevention and Control of Solid Waste Pollution Environment" and "Regulations on the Administration of Urban Appearance and Environmental Sanitation" And "Decision of the State Council on Establishing Administrative Licensing for Administrative Examination and Approval Projects That Must Be Retained", and formulated the "Regulations on the Management of Urban Construction Waste", which was discussed and adopted at the 53rd Executive Meeting of the Ministry of Construction on March 1, 2005, 2005 Effective from June 1, 2014, this regulation applies to the disposal, construction, dumping, backfilling, consumption and utilization of construction waste in urban planning areas.

Article 7

A unit that disposes of construction waste shall submit an application to the city appearance and environmental sanitation department of the urban people s government, and may only dispose of it after obtaining approval for the disposal of urban construction waste.

The city appearance and environmental sanitation department of the city's people's government shall make a decision whether to approve the application within 20 days after receiving the application. If it is approved, an approval document will be issued; if it is not approved, the applicant shall be informed and the reasons shall be explained.

The specific conditions for the approval of the disposal of urban construction waste shall be implemented in accordance with the Provisions of the Ministry of Construction on the Conditions for Fifteen Administrative Licensing Included in the Decision of the State Council.

It is forbidden to alter, resell, lease, lend or otherwise illegally transfer approval documents for the disposal of urban construction waste.

No unit or individual may mix construction waste into domestic waste, no hazardous waste may be mixed into construction waste, and no dumping site may be set up to receive construction waste without authorization.
