Chapter I General Provisions
Article 1 In order to further accelerate the construction of high-level talent teams in our province's colleges and universities, build a training and support system that promotes the sustainable development of outstanding talents, and in accordance with the relevant spirit of the provincial party committee and provincial government to strengthen talent work, it was decided to implement the "Shandong Provincial Colleges and Universities Talents Team Training Program. "
Article 2 The guiding ideology of this plan is to support ordinary undergraduate colleges and universities in the province, relying on the dominant disciplines and innovation platforms of universities, and taking disciplinary leaders as the core. In about 5 years, support 21 dominant disciplines and talent teams in universities. Through the introduction of academic leaders, cultivate a group of young academic talents with innovative ability and development potential, and drive their disciplines to create a number of original and iconic results in education and teaching, scientific research and technological innovation, and cultivate team talents into High-level talents with "Taishan Scholar Specially Appointed Expert" and academic level.
Article 3 This plan implements dynamic management, and the cultivation period of each team is 5 years.
Chapter II Standard Conditions
Article 4 The scope of support of this plan is limited to ordinary undergraduate colleges and universities in Shandong Province. Schools that have been selected for the "Taishan Scholars Advantage and Feature Discipline Talent Team Support Program" are not covered by this plan.
Article 5 The plan organizes the application, review and funding in accordance with the combination of dominant disciplines and academic leaders and teams.
Article 6 The subject declared by the university as a first-level subject must meet the following requirements:
(1) The declared subject is a dominant subject identified by the school, and the subject research direction must meet the needs of the province's economic and social development.
(2) The applied subject must have a good teaching and scientific research foundation and meet one of the following requirements:
1. Undertake scientific research projects at or above provincial level (including provincial level, the same below);
2.Received science and technology awards above the provincial level and social science achievements;
3. Disciplines with provincial-level key disciplines, provincial key laboratories, engineering technology centers, humanities and social science bases and other provincial innovation platforms.
The conditions for applying for this plan for newly established undergraduate universities may be appropriately relaxed.
Article 7 The talent team declared by universities must have at least 5 full-time employees (including 5) in common professional development and research directions, of which 2 or more (including 2) must be newly introduced, and they must also have condition:
(1) Team members abide by disciplines and have good professional ethics;
(2) The team members' professional and professional title structure is reasonable, and the age is not more than 45 years old;
(3) The team members all have a doctorate degree or higher, have a high academic level, have achieved outstanding results in this subject area, or have obvious innovation potential.
Article 8 Academic leaders who apply for this plan in universities must be high-level talents imported from outside the province on a full-time basis, and must also meet the following requirements:
(1) In this discipline, it has strong innovation ability, great development potential, good organizational coordination ability and cooperative spirit, and has a strong cohesive role in the research community. Adhere to academic ethics, decent academic style, rigorous academic management.
(2) As the first complete person in the past 5 years, he has won provincial or equivalent science and technology awards, technological invention awards, and scientific and technological progress awards; or the Ministry of Education's outstanding scientific research awards (humanities and social sciences), Provincial Social Science Outstanding Achievement Awards and other social science awards; or as the first person in charge of major scientific and technological projects above the provincial level or social science research projects above the provincial level; or as the first author to publish academic papers in this field in internationally renowned academic journals and have Higher citation rates.
(3) The applicants must be under 45 years of age, and young and middle-aged talents under 40 years of age with great development potential are recommended first.
(4) Having a doctorate degree, working in the frontline of teaching and scientific research, and holding professional or technical positions of professor or researcher.
Chapter III Declaration and Identification
Article 9 This plan adopts the method of combined application of disciplines and talent teams, and the Provincial Department of Education and the Provincial Department of Finance jointly issue a notification of declaration, specifying the target tasks, the scope of the application, the application procedures and work requirements.
Article 10 The main body for application under this plan is a university, and the application school is limited to one subject (team). Declaring universities submit declarations to the Provincial Department of Education and are responsible for the authenticity of the declaration materials. The following materials must be submitted for declaration:
(1) Declaration form. It mainly includes: subject conditions, construction goals, subject leaders and team members, research directions, expected results of scientific research and personnel training, and school security capabilities.
(2) Agreement. It mainly includes: overall goals, annual work plan, financial support, and safeguard measures.
Article 11 The Provincial Department of Education is responsible for organizing the review of materials declared by universities and determining the shortlists based on the standards determined by this plan.
Article 12 Selected universities must sign an agreement with the Provincial Department of Education and the Provincial Department of Finance to clarify the overall goals of the discipline and talent team, annual work plans, financial support, and safeguard measures, and serve as the basis for assessment and supervision.
Article 13 The disciplines and talent teams selected into this plan shall be jointly announced by the Provincial Department of Education and the Provincial Department of Finance.
Chapter IV Support and Guarantee
Article 14 The provincial finance shall provide funding for the disciplines and talent teams selected into the plan according to the following criteria:
(1) 17 natural science talent teams. In the first three years of the incubation period, the provincial finance has given 2 million yuan per year to each subject team, mainly for scientific research subsidies, research and development, talent training, and talent subsidies for talent teams. The talent allowance does not exceed 40% of the total funding,
(2) Four humanities and social science talent teams. In the first three years of the incubation period, the provincial finance provided an annual funding of 1.5 million yuan to each subject team, mainly for scientific research subsidies, research and development, talent training, and talent subsidies for talent teams. The talent allowance does not exceed 50% of the total funding.
For example, if members of the training team are selected as "Taishan Scholar Specially Appointed Experts" and other titles of provincial level or above, they will no longer enjoy the plan's talent allowance.
Article 15 Institutions of higher learning shall establish a guarantee system to provide good conditions and funding for the disciplines and talent teams selected for the program.
Article 16 The colleges and universities of the talent team selected for this plan shall strictly implement the relevant national and provincial financial management regulations, use special funds exclusively, and shall not withhold or misappropriate funding for any reason. The scientific research funding part of the provincial financial funding is uniformly controlled by the funded talent team.
Chapter V Management Assessment
Article 17 The Provincial Department of Education is responsible for establishing an assessment mechanism and organizing annual, mid-term and expiry assessments of the implementation of this plan.
Article 18 Colleges and universities selected into this plan shall submit the work report of the previous year to the Provincial Department of Education before February each year, and the Provincial Department of Education shall organize an annual assessment.
Article 19 In the third year of the implementation of this plan, the Provincial Department of Education shall carry out the work of talent team development, talent training, hosting scientific research projects, school security support, use of funds and benefit prospects, etc. mid term exams. Those who fail the mid-term assessment will stop appropriating provincial funding; if they fail to pass the mid-term assessment within one year, they will be disqualified from the "superior subject talent team" and their funding will be withdrawn.
Article 20: The Provincial Department of Education and the Provincial Department of Finance organize the expiration evaluation. Focus on investigating the role of talent teams, the completion of goals and tasks, and the results and benefits. For the teams that have played a prominent role, the follow-up support measures will be determined according to the situation. For the qualified teams, retain the superior subject talent team, encourage the school to continue to support, and give appropriate support to scientific research projects. Those who fail the assessment at the expiry of the term shall be canceled the title of superior subject talent team and the funding shall be deducted.
Article 21 The evaluation of this plan will be included in the evaluation index system of the responsibility system for university personnel work goals. Those who have not completed the annual goals, or failed the mid-term assessment, or failed the expired assessment, cannot be rated as "good" or higher in the annual personnel work target responsibility system assessment of colleges and universities in the year.
Chapter VI Supplementary Provisions
Article 22 This plan will be implemented from October 1, 2015, and valid until September 30, 2020.
Article 23 This plan shall be interpreted by the Provincial Department of Education and the Provincial Department of Finance [1] .
