What is a refund of fuel?

While the largest factor of gasoline price is oil costs, the second largest is the gas tax on the federal and state government. Federal gasoline taxes are 18.5 cents per gallon and are used to pay for transport services. All countries have excise taxes on motor fuels, although there is a wide range at rates.
