Chapter I General Provisions

Chapter II Conclusion of Contract

Article 7 For laundry that has been marked with quality defects before washing, if other quality problems are found after washing, the operator shall pay 1 to 3 times the washing fee; if serious damage or loss occurs after washing, the operator shall Compensation of 3 to 5 times the washing fee.
Article 8 The laundry that has been marked as having no defects in quality before washing will have a slight quality problem after washing. The operator shall pay 4 to 6 times the washing fee; if there is serious damage or loss after washing, the operator shall Compensation for 6 to 9 times the washing fee.
Article 9 The brand-new clothing that has been marked without any stains or blemishes before washing, if damaged or lost after washing, the operator shall compensate 10 to 20 times the washing fee.
Article 10 If the buttons or accessories are damaged or lost after the laundry is washed, and the operator cannot replenish the clothes, the operator shall pay 1 to 2 times the washing fee.
Article 11 It belongs to the quality problems of clothing materials or clothing itself, or due to the wrong way of clothing labeling, the consumer s signature confirms the requirement to wash according to the clothing labeling. Chapter IV Bargaining and Washing

Article 13 The washing fee for bargaining clothes shall be negotiated between the consumer and the operator according to the difficulty and risk of washing the clothes. The washing fee shall be charged based on the valuation of the clothes not less than 10% and not more than 20%.
Article 14 When the bargaining clothes are sent for washing, the contract shall come into effect after the consumer and the operator have inspected them in person and signed the confirmation.
Article 15 If the laundry fails to meet the quality standards of the washing industry after washing, the operator shall wash it again. If the re-laundering of clothes does not meet the quality standards of the washing industry, the washing fee will be refunded, except for those clothes that have been indicated that they cannot be removed or can only be removed as much as possible before washing.
Article 16 If the bargaining clothes cause the lack of buttons or accessories after washing, or there are still obvious repair marks, but they do not affect the wear, the operator shall pay 30% of the bargaining amount of the clothes.
Article 17 If the bargaining clothes are washed or damaged due to the responsibility of the operator after washing, and the clothes cannot be repaired, the operator shall compensate the full amount of the bargained amount of the clothes.
Article 18 If the operator and the consumer fail to reach a bargaining price for washing, the operator may not undertake the washing business in the form of bargaining, but shall explain to the consumer.
Chapter V Deductible Liability
Article 19 The operator shall not be liable for compensation if the laundry sent by the consumer is in one of the following situations:

Chapter VI Clothing Storage
Article 20 If the consumer exceeds the clothes removal period stipulated in the service contract for 15 days, the operator shall not bear the obligation of free storage. If the clothes are overdue, a storage fee of 1 yuan will be charged for each piece of clothes overdue for one day, except for the dispute over the washing quality of the clothes. If the operator fails to deliver the clothing within the time limit agreed on in the service contract, each piece of clothing will be charged a penalty of 2 yuan to the consumer overdue for one day, unless the quality of the clothing is disputed.
Article 21 The maximum period of responsibility for storage of clothing is 90 days. If the period of responsibility is exceeded, the operator has the right to dispose of the unowned clothing.
Chapter VII Loss of Credentials
Article 22 When the consumer's clothes-receiving voucher is lost or damaged and cannot be identified, the consumer must promptly go through the lost formalities with the operator, and retrieve the clothes with a valid ID and the contact phone number provided when washing. The original laundry voucher will automatically become invalid after the loss procedure is completed. The operator shall not be liable for breach of contract if the clothing has been collected before the loss procedure is completed.
Chapter VIII Identification and Mediation
Article 23 If consumers and operators have disputes over the quality of laundry washing, they may entrust the Guangzhou Laundry Washing Industry Association Clothing Washing Quality Appraisal Center, or other authoritative appraisal organizations negotiated by both parties to evaluate the quality of laundry washing. The appraisal fee shall be paid in advance by the proposer and shall be borne by the responsible party.
Article 24 If consumers and operators have disputes over laundry washing, they may lodge complaints with the Guangzhou Municipal Consumers Committee, industry associations and relevant departments. Where a settlement agreement is reached, both the consumer and the operator shall sign a settlement agreement; if a settlement agreement cannot be reached, either party may sue in a people's court with jurisdiction.
Article 25 If a party needs to entrust an agent to mediate for special reasons, the agent shall provide a power of attorney, a copy of the principal's and agent's identity documents, and present the original identity document of the agent for verification.
Chapter IX Supplementary Provisions
Article 26 If the relevant provisions of these Measures conflict with national laws, regulations, and rules, the national laws, regulations, and rules shall prevail.
Article 27 The interpretation and amendment of these Measures shall be the responsibility of the Guangzhou Laundry Industry Association.
Article 28 These Measures shall be implemented as of the date of promulgation.
