Recently, the Autonomous Region Health Department reported that the incidence of hand, foot and mouth disease in our district has increased by 28% compared with the same period last year. Most cases are preschool children, and there is still a trend of spread. In order to prevent the epidemic of hand, foot and mouth disease from spreading in our district's schools, we hereby notify you of the following matters related to strengthening the prevention and control of hand, foot and mouth disease in our child care institutions and primary schools:
First, the symptoms and transmission of hand, foot and mouth disease
Hand, foot and mouth disease is a common infectious disease caused by a variety of enteroviruses. The Ministry of Health has now included hand, foot and mouth disease in the management of Class C infectious diseases as stipulated in the Law of the People's Republic of China on Infectious Disease Prevention and Control. There is no obvious regional prevalence of hand, foot and mouth disease, and it can occur throughout the year. It is more common in summer and occurs more frequently in preschool children, especially in the age group below 3 years old. Patients and occult infections are the source of the disease. The main route of transmission is through the digestive tract, respiratory droplets and through contact with the patient's skin, mucosal herpes fluid and other routes. Patients' feces, herpes fluids, and respiratory secretions and their contaminated hands, towels, handkerchiefs, tooth cups, toys, food utensils, milk utensils, bedding, underwear, and medical appliances can cause the spread of the disease. The main symptoms of hand, foot and mouth disease are: rapid onset, fever, maculopapular rash and herpes on the palms or feet, and rash on the hips or knees. There are inflammatory flushes around the rash, less fluid in the blister, scattered herpes in the oral mucosa, and obvious pain; some children may be accompanied by cough, runny nose, loss of appetite, nausea, vomiting, and headaches.
Measures and work requirements for preventing hand, foot and mouth disease
(1) Cut off the transmission channels.
1. It is necessary to strengthen the protection of water sources in schools, especially in schools with centralized water supply in rural areas, and to conscientiously rectify the surrounding environment of water sources and strictly prevent drinking water from being polluted by feces. Drinking water sources should be located more than 30 meters away from pollution sources such as sewers and toilets.
2. Dispose of manure in a harmless manner to prevent contamination of drinking water and food; and sanitation of the environment, toilets, and dormitories. Wipe and disinfect surfaces of door handles, stair handrails, and tabletops daily. When cleaning or disinfecting (especially cleaning the toilet), workers should wear gloves and wash their hands immediately after cleaning.
3 In this epidemic season, classrooms and dormitories should be well ventilated. Wash and disinfect toys, personal hygiene utensils, tableware, etc. daily.
4 Kindergartens and schools with cases should disinfect patients' excreta and vomit under the guidance of the health department to prevent contamination of water sources.
(2) Strengthen the sanitary management of school canteens. School canteens should establish and improve the system of obtaining and verifying food purchases, and improve the anti-fly and dust-proof equipment in the canteens. Food processing must strictly comply with operating rules. Food must be cooked thoroughly. Child care institutions and elementary schools are prohibited from making cold dishes. Disinfection of good utensils, the implementation of divided meals. School cafeteria employees must hold a health certificate (and the health certificate is valid) and a health knowledge training certificate to work, and adhere to a daily health inquiry system.
(3) Do a good job of managing students' daily drinking water. The school guarantees to provide boiling water to students 24 hours. Students bring their own cups.
(4) Every kindergarten and elementary school should conduct morning inspections every day, with a focus on the infant's body temperature, hands, feet, and oral cavity. When suspicious children are found, parents should be notified to take measures such as timely delivery to the clinic, rest at home, etc., and the items used by the children should be disinfected immediately.
(5) Childcare institutions shall establish a practical sanitation system, strictly implement a disinfection system for food utensils and toilets, and implement a system of one person, one towel and one cup for children. Toys used in each class should be strictly separated. Educate children to develop proper hand washing habits.
(6) When any kindergarten or elementary school finds an epidemic situation, it shall report it to the education and health department of the school. Depending on the needs of the outbreak control, the local education and health department may decide to take measures to suspend childcare institutions or primary schools.
3. Educational administrative departments and schools at all levels should use radio, theme class meetings, bulletin boards, and bulletin boards to vigorously carry out health promotion and health education on the knowledge of hand, foot and mouth disease prevention and control, and increase the awareness of self-protection among teachers and students. Once the clinical manifestations of suspected hand-foot-mouth disease appear, be sure to go to the township or above hospital for examination and treatment, and report to the teacher.
4. Educational administrative departments and schools at all levels must conscientiously implement the "Retransmission Notice of the First Office of the Ministry of Education on the Prevention and Control of Public Health Emergencies in Schools in 2010" (Civil Body) Weiyi [2010] No. 18) in the spirit of practically strengthening the school's health and epidemic prevention and food hygiene safety work, and taking active measures to effectively control the spread of various infectious diseases on campus.

Educational administrations and schools at all levels must attach importance to the prevention and control of infectious diseases in schools, especially intestinal infectious diseases, establish and improve the monitoring and reporting system for infectious diseases in schools, and ensure early detection, early reporting, early diagnosis, Early treatment. Once an outbreak of hand, foot and mouth disease occurs in the school, an emergency plan for public health emergencies in the school should be immediately launched, the epidemic situation should be reported to the disease control department and the superior department in a timely manner, and measures should be taken to treat the students with the disease. 7. The administrative departments of education at all levels shall communicate the hand, foot and mouth disease prevention measures and work requirements proposed in this document to all child care institutions and elementary schools (including child care institutions run by departments within their jurisdictions) as soon as possible, and immediately investigate the statistical jurisdiction The incidence of hand, foot and mouth disease in child care institutions and schools (including the number of cases, the number of critical illnesses or deaths, the number of schools or child care institutions with outbreaks), the implementation of prevention and control measures, etc., should be reported to our department before April 15 Education Department.
