I. Guiding Ideology of New Unit Work
The work of newly-added units should be guided by the scientific outlook on development, with the guarantee and improvement of the quality of graduate education as the core, and follow the principles of national classified management, strengthen provincial coordination, focus on planning and construction, and optimize structural layout to promote graduate education. Comprehensive, coordinated and sustainable development.
2. The state implements classified management of the work of new units in provinces (autonomous regions and municipalities).
According to the needs of economic and social development, the state implements classified management of the work of newly-added units in each province (autonomous region, municipality). In the appropriate planning cycle, the Degree Committee of the State Council, based on the degree authorization system and the development of graduate education in each province (autonomous region, municipality), comprehensively considers economic, social, and other relevant factors, and reasonably classifies each province (autonomous region, municipality), and Take different policy measures to guide and manage the planning and construction of its new units. The purpose of implementing classified management is to establish targeted guidance, restraint and regulation mechanisms according to the different conditions of various provinces, strengthen macro-control, optimize structural layout, and achieve coordinated development.
The Degree Committee of the State Council has classified provinces (autonomous regions and municipalities directly under the central government) into the following four categories on the basis of a comprehensive analysis of the scale, structure and degree of coordination of degree authorization systems and graduate education in each province (autonomous region and municipalities directly under the central government):
Class I provinces: Graduate education is well developed and the degree authorization system can meet the needs.
Type provinces: graduate education is relatively developed, and the degree authorization system basically meets the needs.
Type III provinces: Postgraduate education is underdeveloped, and the degree authorization system is not sufficient.
Type IV provinces: The development of graduate education is lagging behind, and there are many gaps in the level or type of degree authorization system.
The Academic Degrees Committee of the State Council has determined the category of each province (autonomous region, municipality directly under the Central Government) and the number of units to be added in the corresponding planning cycle according to the actual needs of the overall development plan of the national education development and adjustment of the structure and optimization of the layout.
The minority units that serve the special needs of the country are not subject to the aforementioned regional classification restrictions and are considered by the state as a whole.
The planning cycle, planning and project construction requirements of each classified area are determined by the Academic Degrees Committee of the State Council in accordance with national macro development planning and economic and social development needs. After the end of a planning cycle, the Academic Degrees Committee of the State Council may adjust the number of provinces and the number of new units in the next planning cycle as needed.
3. Further strengthen the overall management responsibility of provinces (autonomous regions and municipalities)
Under the national classified management and guidance, the provincial people's government and its degree committee should strengthen the overall management of the planning and construction of new units in the region.
1. Consider the overall situation of the development of various degree-granting units and postgraduate education in the region, and plan for new degree-granting units in accordance with the needs of the region and the country, department or industry. The planning and construction of new degree-granting units must take into consideration the needs of different levels of personnel training and the characteristics of different units, and give full play to the role of existing degree-granting units to achieve scientific division of labor and reasonable positioning.
2. Coordinate the implementation of construction funds and various construction measures, and concentrate efforts on the construction of the units that have approved the project.
3. To coordinate the management and guidance of the project construction work of all units in the local area. According to the unified deployment of the Academic Degrees Committee of the State Council, it is proposed to arrange the mid-term inspection and acceptance time of the project construction unit.
The review of newly-added units of the Chinese People's Liberation Army shall be conducted by the Army Degrees Committee with reference to the guidelines and relevant regulations for planning, project establishment, construction, and acceptance of provincial degree committees.
If a unit affiliated to a ministry intends to establish a new degree-granting unit, it shall be included in the project construction plan of the province (autonomous region, municipality) where the unit is located. The project establishment and construction phase of such units shall be organized by the competent ministries and commissions in accordance with the project construction planning of the province (autonomous region, municipality) where the unit is located. The mid-term inspection and acceptance work shall be coordinated by the competent commercial ministries and commissions of the provincial degree committee.
4. Make a good plan for the establishment of new degree-granting units
Provincial degree committees follow the classified guidance of the State Council s degree committee and the provinces (autonomous regions, municipalities) degree and graduate education development plans, implement the overall requirements of strengthening provincial-level co-ordination, and carefully analyze the existing degree authorization structure layout, talent needs, and On the basis of cultivating capacity, according to the needs of regional economic and social development, based on the principle of "scientific division of labor, reasonable positioning, overall planning, optimized structure, quality assurance, and efficiency improvement," the province (autonomous regions and municipalities) within the corresponding planning cycle shall study The newly-established doctoral and master's degree granting units established project planning.

V. Construction of new degree-granting units
1. Project establishment. In accordance with the Provincial (Autonomous Region, Municipality) "Project Planning for New Degree Granting Units", each provincial degree committee or competent ministries and commissions sign a project mandate with the proposed construction unit to officially establish the project.
2. Construction. Provincial degree committees coordinate relevant departments to provide corresponding support in terms of teachers, scientific research, discipline construction, material conditions, and capital investment during the construction period of the project to ensure that various input resources are put in place. The project construction unit shall carry out the construction in accordance with the planning requirements.
3. Interim inspection. In accordance with the unified arrangement of the Academic Degrees Committee of the State Council, the provincial academic degree committees organize experts to inspect and guide the progress of the project.
4. Acceptance. The construction unit that completes the construction tasks and meets the construction goals according to the construction plan of the newly-added unit shall be organized by the Academic Degrees Committee of the State Council or commissioned by the provincial academic degree committee to inspect and accept the construction work. Units that have passed the acceptance report to the Academic Degrees Committee of the State Council for consideration and approval of authorization; units that have not passed the acceptance shall be requested by the provincial academic degree committees to address the existing problems, and construction shall continue during this planning cycle. Units that have not passed the acceptance inspection after more than one planning cycle, whether to continue construction, will be re-examined for planning based on the new planning cycle planning requirements.

Grantees and conditions
Article 4 The target of honorary doctorates awarded to relevant foreign persons in China are mainly foreign outstanding scholars and scientists, and due consideration shall be given to famous politicians and social activists.
Article 5 Outstanding scholars and scientists abroad may be awarded honorary doctorates with approval:
(1) Achievements in academic research, enjoy a high reputation in the scientific community, have achieved significant achievements in a certain subject area, and have been recognized by international academic circles;
(2) With his own academic activities or scientific achievements, he has made important contributions in promoting academic exchanges, friendly cooperation between China and other countries, and developing China's economic, educational, scientific, cultural, and health undertakings.
Article 6. Famous foreign politicians and social activists who meet one of the following conditions may be awarded honorary doctorates upon approval:
(1) Politicians who have made special contributions to the maintenance of world peace and human progress, or who have made special contributions to supporting China's legitimate rights and interests in the international arena and expanding our international influence;
(2) Social activists who have made significant contributions to the development of friendly relations between China and other countries, promoted friendly exchanges and comprehensive cooperation, and contributed to the prosperity of China's economy and the development of education, science, culture and health in China.
Awarding unit and competent authority
Article 7 The unit awarding an honorary doctorate must be a doctoral degree awarding unit and be controlled by the Degree Committee of the State Council.
Article 8 The main duties of the Degree Evaluation Committee of the honorary doctorate awarding unit:
(1) Deliberating and passing a list of persons to be awarded honorary doctorates (referred to as the personnel to be conferred, hereinafter referred to as the same), to accept and review the list of personnel to be conferred by the relevant unit or department;
(2) Responsible for the application and granting of honorary doctorates, and study and handle relevant matters in the application and granting.
Article 9 The proposed personnel proposed by the honorary doctorate awarding unit, in addition to the provisions of Articles 4 to 6 of this provisional regulation, shall also meet the following conditions:
(1) The personnel to be awarded have certain academic exchanges with the awarding unit, which have a close relationship. They are to promote the development of teaching and scientific research in the awarding unit, or to promote academic exchanges, scientific research, and personnel training between the awarding unit and relevant units in other countries. Article 10 The degree appraisal committee of the honorary doctorate awarding unit shall adopt conference discussions or secret ballots for the candidates to be granted, and the consent of more than two-thirds (including two-thirds) of all members before they can be included in the proposed candidates Decision of the list.
When submitting the list of personnel to be granted, the following declaration materials should be provided at the same time:

Article 11 The superior department in charge of an honorary doctorate is responsible for reviewing the list of personnel to be awarded. After review and approval, the report will be submitted to the Academic Degrees Committee of the State Council for approval.
Application procedures and granting
Article 12 The declaration of the list of persons to be granted shall be handled in accordance with the following procedures:
(1) The honorary doctorate-granting unit shall submit the list of personnel to be awarded and its application materials (in triplicate) to the higher authority for review;
(2) After review and approval by the higher authority, the list of personnel to be granted and their application materials (in duplicate) shall be submitted to the Academic Degrees Committee of the State Council for approval.
Article 13 The examination and approval of the list of personnel to be awarded by the Degree Committee of the State Council shall adopt the following measures.
(1) The Academic Degrees Committee of the State Council discussed at the regular meetings held regularly, and obtained the decision to award an honorary doctorate degree with the approval of more than half of all members;
(2) The Academic Degrees Committee of the State Council adopted the method of communication to solicit opinions, and obtained the decision of awarding an honorary doctorate degree with the approval of more than half of all members.
Article 14 For the award of an honorary doctorate, the appropriate time shall be selected, a corresponding granting ceremony shall be held, and an "honorary doctorate certificate" shall be issued.
Article 15 An honorary doctorate awarding unit shall complete the awarding work within two years of approving the award of an honorary doctorate. For those who need to extend the award, the awarding unit shall submit a report in advance, and the award may be extended only with the consent of the Chairman, Deputy Chairman of the Academic Degrees Committee of the State Council or the Secretary General.
Other regulations
Article 16 When non-honorary doctoral degree awarding units or other relevant departments recommend the list of personnel to be awarded, they must perform the following duties:
(1) Contacting the appropriate honorary doctorate-granting unit for the person to be granted;
(2) to provide the honorary doctorate unit with a brief profile of the personnel to be granted, including written materials such as main experience, important academic achievements and social activities, and formally submit a recommendation letter;
(3) Two or three experts from the same disciplines in related fields are invited to write recommendation letters.
Article 17 Foreign related persons who have been awarded an honorary doctorate degree by an honorary doctorate degree awarding unit in China, other granting units generally no longer grant them honorary doctorate degrees.
Article 18 An honorary doctorate-granting unit and a recommending unit shall not make a wish to themselves before the person to be awarded the degree is approved by the Academic Degrees Committee of the State Council.
Article 19 The Honorary Doctorate Certificate shall be uniformly printed by the Degree Committee of the State Council.
