Article 1 These regulations are specifically formulated in accordance with Article 21 of the School Health Work Regulations.

Article 9 Guide schools to carry out various sanitation work, and assist the health administrative department to implement sanitary supervision on school teaching hygiene, sports hygiene, environmental hygiene, labor hygiene, diet hygiene, etc.

Article 10 Carry out health care services for students in the area under their jurisdiction.

Article 11 Primary and secondary health care institutions accept the business guidance of the education administrative department leaders and health administrative departments at the same level in their localities, and carry out school health care work in accordance with relevant laws and regulations.

Article 12 The primary and secondary health care institutions implement the executive head responsibility system.

Article 13 The staffing of primary and secondary health care institutions shall be allocated by the competent administrative department of education according to their tasks and actual service scope. The total establishment of primary and secondary health care institutions shall be no less than three ten thousandths of the total number of students, of which professional health technology The number of personnel shall not be less than 80% of the total establishment, and the number of professional health technicians with intermediate titles or above shall not be less than 40% of the total establishment.

Article 14 The administrative department in charge of education shall incorporate the basic construction of primary and secondary health care institutions into the overall education infrastructure planning to ensure the necessary office conditions for primary and secondary health care institutions to carry out their work. The area of office space should be determined according to the service target, the scope of work, and the actual needs of carrying out group control work. Article 15 The salaries and office expenses of the staff of primary and secondary health care institutions shall be allocated by the education administration department from the education business expenses. The purchase and maintenance of equipment and instruments of primary and secondary health care institutions and the maintenance of premises shall be paid by the education administration department and primary and secondary health care institutions from education expenses and extra-budgetary income of primary and secondary health care institutions.

The income of primary and secondary health care institutions in conducting paid health care services in accordance with relevant state regulations should be mainly used to improve office conditions, scientific research, training, and recognition and reward schools.

Article 16 Health care institutions in primary and secondary schools shall establish a system of professional training and continuing education for health technicians, strengthen the regular business learning and scientific research practices of health care personnel, and continuously improve the ideological and professional quality of health care personnel.

Article 17 The professional technical assessment and professional title evaluation of health technicians in primary and secondary health care institutions shall be carried out in accordance with the provisions of Article 22 of the "School Health Work Regulations" and (86) No. 018 Document No. 018, organized by the education administrative department Implementation.

Article 18 According to the provisions of Article 22 of the "Regulations on School Health Work" and the provisions of Document No. 018 (86), the health technicians and administrative staff of primary and secondary health care institutions shall enjoy the sanitation provided by the local health department. At the same time, the administrative department in charge of education shall, in accordance with the actual situation of the education department, reasonably settle the relevant treatment of primary and secondary health care institutions.

Article 20 Those who neglect their duties in school health work and cause medical accidents or adverse consequences shall be dealt with in accordance with relevant regulations.

Article 21 Primary and secondary health care institutions refer to primary and secondary health care institutions, school sports health care centers, and student health stations, which directly serve primary and secondary school students.
