What Is an Habilitation?
Adaptability refers to the ability of a country or region to take effective adaptation measures, and reflects the comprehensive strength of resources and systems. Adaptive capacity reflects the degree to which a country or region responds to global warming. There are both the speed of response, such as how long an effective response is made, and the intensity of the response, such as the extent to which adverse effects are mitigated or offset Economic and social harm. Adaptive capacity is dynamic and is influenced by the foundations of social production, including natural and man-made capital assets, social networks and rights, human capital and institutions, management, national income, health and technology.
