The tolls on loaned road construction vehicles in Shanghai are not included in the six fees including highway maintenance fees and the government's second-grade highway tolls that have been cancelled nationwide. According to the "Administrative Measures on Collection of Tolls for Loaned Road Construction Vehicles in Shanghai" (Shifu Decree No. 102), toll collection in this city continues to be levied, and payment of tolls in accordance with the law is the obligation of each owner.
