What Is the Young Entrepreneurs Organization?

The China Youth Entrepreneurs Association (referred to as the China Youth Enterprise Association) is a nationwide mass organization of young entrepreneurs. It is a bridge and link between the Communist Youth League and young entrepreneurs. The member of the group, the competent authority is the Central Committee of the Communist Youth League. At present, it has 55 group members and more than 50,000 individual members at all levels.

China Young Entrepreneurs Association

In 1985, the association was established. Under the guidance of the Communist Youth League, the China Youth Enterprise Association adhered to the purpose of "serving the overall work of the party and the state and serving the growth and development of young entrepreneurs", and proactively adapted to the development of the times and the characteristics of contemporary young entrepreneurs. The main responsibilities of the association are: exchange and communication, promoting development, and safeguarding rights and interests. The main tasks are: conducting regional, industry or characteristic economic and trade inspection activities, organizing young entrepreneurs to actively participate in regional economic construction, expanding channels for young entrepreneurs to connect with local governments in projects, funds and technology, and helping young people. Entrepreneurs optimize resource allocation and realize new development of their own careers; serve social progress and development, guide young entrepreneurs to actively fulfill their social responsibilities, mobilize young entrepreneurs to build harmonious enterprises, and actively participate in social welfare activities such as employment and entrepreneurship, environmental protection, poverty alleviation, and poverty alleviation. Fully perform all functions and play the role of "unity, education, service and guidance" of the association. In recent years, the China Youth Enterprise Association organized a seminar on "Chinese Dream" and Chinese Young Entrepreneurs, donated goods and materials to Yushu and Ya'an disaster areas, paired them to help entrepreneurial youth, and held a series of high-level forums for young entrepreneurs from China and abroad. Constitution of China Young Entrepreneurs Association
Chapter I General Provisions
Article 1 The name of the Association is: China Young Entrepreneurs Association (hereinafter referred to as "the Association"), Chinese abbreviation: China Youth Enterprise Association; English translation: Chinese Young Entrepreneurs' Association, English abbreviation: CYEA.
Article 2 This Association is a national, non-profit social organization formed voluntarily by young entrepreneurs across the country. It is a bridge and bond between the Communist Youth League and young entrepreneurs. It is the All-China Youth Federation, the China Enterprise Federation (Chinese Entrepreneurs) Association).
Article 3 The purpose of this Association: Hold up the great banner of socialism with Chinese characteristics, and take the guidance of Deng Xiaoping Theory, the important thinking of the "Three Represents", and the concept of scientific development as the guide to implement the spirit of Comrade Jinping's speech series. Serving the overall work of the party and the state, serving the growth and development of young entrepreneurs, fully fulfilling their duties of communication, promoting development, and protecting rights and interests, and guiding young entrepreneurs to build a well-off society in an all-round way, accelerate socialist modernization, and realize the great rejuvenation of the Chinese nation Dreams contribute wisdom and strength.
The Association abides by the Constitution, laws, regulations and national policies, and observes social morality.
Article 4 This Association accepts the business guidance, supervision and management of the Communist Youth League Central Committee and the Ministry of Civil Affairs, the registration and management authority of the business unit.
Article 5 The residence of the Association is located in Beijing.
Chapter II Business Scope
Article 6 Business scope of the Association:
(I) Carry out training, seminars, exchanges and other activities to help young entrepreneurs improve their overall quality, cultivate and publicize outstanding young entrepreneurs, and approve outstanding young entrepreneurs with the approval of relevant government departments to promote the healthy growth of young entrepreneurs ;
(2) Helping young entrepreneurs strengthen ties with government departments and scientific research institutions, and provide policy, legal, information, technology, and funding services for young entrepreneurs;
(3) Organizing economic and trade inspection and coordination activities to promote economic cooperation among young entrepreneurs;
(4) Organizing young entrepreneurs to conduct cooperation and exchanges with relevant groups, entrepreneurs, especially young entrepreneurs, from abroad and from Hong Kong, Macao and Taiwan;
(5) Reflecting the wishes of young entrepreneurs and safeguarding their legitimate rights and interests;
(6) Guiding local young entrepreneurs associations at all levels to organize work.
Chapter III Members
Article 7 Member types of the Association: individual members, group members. Individual members implement a term system.
Article 8 Members who apply to join the Association must meet the following requirements:
(I) Individual Member
1. Adhere to the correct political direction, have a strong sense of professionalism and social responsibility, and have a high scientific and cultural literacy and management ability;
2. Voluntarily abide by the association's constitution, be enthusiastic about the work of the association, and actively contribute to the development of the cause of the association;
3. Honest and trustworthy, legal business, pay taxes according to regulations, good corporate social image;
4. Chinese citizens who hold major leadership positions in enterprises or public institutions and social organizations that implement enterprise management;
5. The age of membership is not more than 45 years old;
6. Outstanding performance in the operation and management of enterprises, and the scale and comprehensive benefits of enterprises have a greater impact in the region or industry.
(2) Group members
All provinces (autonomous regions and municipalities), sub-provincial cities and related industries that recognize the constitution of the Association can apply to join the association with the approval of the youth organizations of the same level. After reviewing and approving the office meeting, it becomes a group member.
Article 9 Member Joining Procedure:
(1) Application. Each year before the standing council is held, members of each group may propose candidates. The referee submits a written application for membership (fill in the membership application form made uniformly by the secretariat of the Association);
(2) Audit. China Youth Entrepreneurs Association member unit must fill in the assessment opinions and affix an official seal to the applicant;
(3) Approval. The secretariat of the Association shall report to the Council or the Executive Council for approval after review;
(4) Joining the meeting. The secretariat of the Association issues a notice of membership to new members and issues a membership card.
Prior to the member congress, the secretariat of the Association re-identified individual members.
Article 10 Members enjoy the following rights:
(I) Individual Member
1. Participate in activities organized by the Association;
2. The right to vote, be elected and vote in this Council;
3. Put forward opinions and suggestions on the work of the Association;
4. Accept various services provided by the Association.
(2) Group members
1. Participate in activities organized by the Association;

Article 11 Members must perform the following obligations:
(I) Individual Member
1. Observe the articles of association and implement the resolutions of the association;

5. Participate in activities organized by the Association.
(2) Group members
1. Observe the articles of association and implement the resolutions of the association;

4. Actively recommend individual members to the Association;
5. Before convening a member congress, you must consult with the secretariat of the association in advance and get approval from the association;
6. Individual members of group members must be filed with the Secretariat of the Association.
Article 12 Individual members and group members have the freedom to withdraw from the association. Before withdrawal, a written application shall be submitted to the Association for confirmation by the President's Office. Individual members who have retired should return their membership cards.
Article 13 Members who violate national laws and regulations or seriously violate these Articles of Association shall be voted and approved by the council or standing council to cancel their membership.
Chapter IV Organizations and Personnel in Charge
Article 14 The highest authority of the Association is the member congress. The functions and powers of the member congress are:
(1) Formulating and revising the articles of association;
(2) Election of the council, election and removal of directors;
(3) to review the work report and financial report of the council;
(4) Formulating and revising the membership fee standards;
(5) Reviewing the working policies and tasks of the Association;
(6) Deciding on termination matters and other major matters.
Article 15 A general meeting of members must be attended by more than two-thirds of the delegates, and its resolutions must take effect after more than half of the members' representatives vote.
Article 16 The member congress is held for 4 years. If the special term needs to be renewed in advance or postponed, it must be approved by the board of directors, submitted to the competent business unit for review, and approved by the registration management authority. The longest term is not more than half a year, and the longest term is not more than one year.
Article 17 The council is the executive body of the member congress. During the intersessional period of the member congress, the council leads the daily work and is responsible to the member congress. Each term is consistent with the membership congress, and the directors can be re-elected. When a director is unable to participate in voting for some reason, he may entrust a representative to participate in the voting.
Article 18 Authority of the Board:
(1) implementing the resolutions of the member congress;
(2) Election and removal of the chairman, deputy chairman, secretary general, full-time deputy secretary general and executive director;
(3) preparing to convene a member congress;
(4) Formulating an annual work plan;
(5) Reporting work and financial status to the member congress;
(6) Decide on the admission and removal of members;
(7) Deciding on the establishment, change and cancellation of offices, branches, representative offices and entities;
(8) Deciding on the appointment of the Deputy Secretary-General and the principals of various agencies;
(9) Deciding on the establishment and selection of honorary positions;
(10) The number of supplementary directors, executive directors, and vice-chairmen of the mid-term session shall not exceed 20% in principle;
(11) Lead the work of the association's institutions;
(12) Formulating internal management systems;
(13) Decide on other major matters.
Article 19 The council must be attended by more than two-thirds of the directors, and its resolutions must take effect after more than two-thirds of the directors vote.
Article 20 The Council shall meet at least once a year. In special circumstances, it may be held in the form of communication.
Article 21 This Council establishes a standing council. The standing council is elected by the council, and during the intersessional period of the council, it exercises the functions and powers of Article 18. The number of standing directors shall not exceed one third of the directors.
Article 22 The standing council must be attended by more than two-thirds of the executive directors to be convened, and its resolutions can take effect only after two or more of the standing council members have voted to pass.
Article 23 The executive council meets at least once a year. In special circumstances, it may be held in the form of communication.
Article 24 During the intersessional period of the executive council, the president's office meeting will lead the daily work of the association. The chairman's office meeting is composed of the president, vice president, secretary general, and party secretary of the committee, and is convened by the chairman or a vice chairman appointed by the chairman. As required, the Deputy Secretary-General and the Executive Director may attend the Chairman's office meeting. The chairman's office meeting must be attended by more than half of the members, and its resolution must take effect with the approval of more than two-thirds of the members. In principle, the chairman's office meeting shall be held at least once every six months. In special cases, it may be held in the form of communication.
The powers of the President's office meeting are:
(1) To convene and preside over council meetings and executive council meetings;
(2) to implement the resolutions of the executive council and the executive council;
(3) Hearing the annual work report of the chairman and vice chairman;
(4) Checking the implementation of the work plan;
Article 25 The chairman, deputy chairman, secretary-general and full-time deputy secretary-general of the Association must meet the following requirements:
(1) Adhere to the party's line, principles, policies, and political qualities;
(2) It has a greater influence in the business area of the group;
(3) The maximum age of appointment is not more than 70, and the secretary general is full-time;
(4) be healthy and able to work normally;
(5) Have not been subjected to criminal punishment for deprivation of political rights;
(6) Having full capacity for civil conduct.
Article 26 The President, Vice-President, Secretary-General, and Full-time Deputy Secretary-General of the Association shall be recommended by the Central Committee of the Youth League. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members of the member congress, submitted to the business unit for review and approved by the registration management authority of the society before it can serve.
Article 27 The President is the legal representative of the Association, and the legal representative signs relevant important documents on behalf of the Association. The legal representative of this association does not serve as the legal representative of other organizations. If, due to special circumstances, the vice president or secretary general is required to act as the legal representative, it shall be reported to the competent business unit for review and approval and approval of the association registration management authority before serving.
Article 28 The President of the Association exercises the following powers:
(1) Convene and chair the council and executive council;
(2) Check the implementation of the resolutions of the member congress, the council, the executive council, and the office of the president.
Article 29 The Secretary-General of the Association exercises the following functions and powers:
(1) To handle the daily work of the office and implement the annual work plan;
(2) Handling other daily affairs.
Article 30 The Association shall establish a secretariat as its daily office. The main responsibilities of the Secretariat are:
(1) Executive resolutions of the chairman's office meeting, the executive board meeting and the board meeting;
(2) implementation of the work plan;
(3) Responsible for member management and provide specific services for members;
(4) develop members in accordance with the regulations of the Association;
(5) Revenue and expenditure of management funds;
(6) Handling other daily affairs.
Article 31 This Council decided to establish a party group in accordance with the Party Constitution and the Secretariat of the Central Committee of the Communist Youth League, and the party group played the core role of the leadership of the association.
Article 32 Within the purpose and scope of business stipulated in the Articles of Association, the Association shall establish branches and representative offices according to the needs of the work. The branches and representative offices of the Association are part of the Association. They do not have legal personality and may not make separate articles of association to carry out activities and develop members within the scope of authorization. The legal responsibility shall be borne by the Association.
Article 33 The Association shall not establish regional branches, and shall not establish branches or representative offices under the branches or representative offices. The names of the branches and representative offices of the Association shall not be named after the names of various types of legal person organizations. The names of "China", "Chinese", "National" and "National" shall not be used in the names. The full specification of the name shall not exceed the business scope of this association.
Article 34 The establishment, change and termination of branches and representative offices must be discussed and approved by the Council or the Standing Council of the Association.
Article 35 The heads of branches and representative offices shall be reappointed for no more than two terms.
Article 36 The finances of branches and representative offices shall be uniformly managed by the Association.
Article 37 In the annual work report, the Association will report the relevant situation of the branches and representative offices to the registration management authority for annual inspection. At the same time, the relevant information will be made public to the society in a timely manner and consciously accept social supervision.
Chapter V Emblem
Article 38 The emblem of the Association is the flying seagulls embracing two glittering Venus. The wings of the seagulls form a gear symbolizing the enterprise, which symbolizes the practice of perfecting the socialist market economic system and building a well-off society in an all-round way. Fight hard, keep making progress, and pick "Star of Young Entrepreneurs" and "Star of Enterprise". The entire shape of the emblem is composed of the first letter "QQX" of the three Chinese Pinyin of "Qing Enterprise Association". The emblem of the Young Entrepreneurs Association in each place must be unified with the emblem of the Association.
Article 39 The emblem and organizations of this association and young entrepreneurs associations at all levels must hang their emblems when convening conferences and holding important events. Individual members can wear the emblem. Emblems can be printed on membership cards, membership business cards, and related important promotional items.
Article 40 The emblem worn by individual members of the Association shall be produced by the Secretariat of the Association. Any group member or individual member shall not make it without authorization.
Chapter VI Principles of Asset Management and Use
Article 41 Sources of Funds of the Association:
(1) dues;
(2) donation;
(3) Income from activities or services carried out within the approved scope of business;
(4) Interest;
(5) Other legal income.
Article 42 This Association establishes a strict financial management system to ensure that accounting information is legal, authentic, accurate and complete.
Article 43 This Association is equipped with professionally qualified accountants, and the accountant shall not be a cashier. Accountants must perform accounting calculations and implement accounting supervision. When transferring or leaving an accountant, the accountant must go through the transfer formalities with the person taking over.
Article 44 The asset management of the Association implements the financial management system prescribed by the state, and accepts the supervision of the member congress and the financial department. If the source of assets belongs to the state and social funding and donation, it must be subject to the supervision of the auditing authority and the relevant situation shall be announced to the society in an appropriate manner.
Article 45 Prior to the re-election or replacement of the legal representative, the Association must accept the financial audit organized by the association registration management organ and the audit organization organized by the competent business unit.
Article 46. No unit or individual may misappropriate, privately distribute or misappropriate the assets of the Association.
Article 47 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the relevant state regulations on public institutions.
Chapter VII Procedures for Amending the Articles of Association
Article 48 Amendments to this Articles of Association shall be submitted to the member congress for consideration after being approved by the Council.
Article 49 The amended articles of association of the Association shall be submitted to the competent business unit for review within 15 days after being passed by the member congress, and shall be effective after being approved by the registration management authority of the society.
Chapter VIII Termination Procedure and Disposal of Property After Termination
Article 50 If the Association fulfills its purpose or dissolves itself or needs to be cancelled due to division, merger, etc., the council or standing council shall propose a termination motion.
Article 51 The motion for termination of the Association shall be approved by the member congress and submitted to the competent business unit for review and approval.
Article 52 Prior to the termination of the Association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clear creditor's rights and debts, and handle aftermath. During the liquidation, not to carry out activities other than liquidation.
Article 53 The Association shall be terminated after the registration registration procedure of the association is completed.
Article 54 The remaining property after the termination of the Association shall be used for the development of undertakings related to the purpose of the group under the supervision of the competent business unit and the registration management authority of the association in accordance with the relevant state regulations.
Chapter IX Supplementary Provisions
Article 55 This Article of Association was approved by the Eleventh Member Congress on November 26, 2014.
Article 56 The right to interpret this charter belongs to the Council of this Council.
Article 57. The articles of association shall take effect on the date of approval by the registration management authority of the association.
