Chapter II Supervision
Article 6: The state implements a supervision system.
People's governments at or above the county level shall provide full-time supervisors to education supervision institutions according to the needs of education supervision work. Educational supervision institutions may employ part-time supervisors according to the needs of educational supervision work.
Part-time supervisors have a term of three years and can be employed continuously, with consecutive terms not exceeding three terms.
Article 7 The school inspector shall meet the following conditions:

(2) Familiar with education laws, regulations, rules and national education policies and policies, and have corresponding professional knowledge and business capabilities;

Chapter III Implementation of Supervision
Article 11: Education supervision organizations shall implement education supervision on the following matters:

Article 12: Education supervision organizations may exercise the following functions and powers when conducting education supervision:
(1) Checking and copying financial accounts and other documents and materials related to supervision matters;
(2) requiring the supervised unit to make explanations on issues related to the supervision matters;
(3) conducting investigations on issues related to supervision matters;
(4) Make recommendations to the relevant people's government or the competent authority to reward or punish the unit being supervised or its responsible person.
The supervised unit and its staff shall actively cooperate with the education supervision conducted by the education supervision organization according to law, and shall not refuse or obstruct it.
Article 13 The institution responsible for education supervision of the people's government at the county level shall establish a responsibility area for education supervision according to the layout of schools within its administrative area, and assign supervisors to implement regular supervision of the education and teaching work of the schools in the area.
According to the needs of education development or the requirements of the people's government at the same level, the education supervision organization may conduct special supervision on the unit being supervised on one or more of the matters stipulated in Article 11 of these Regulations, All matters shall be comprehensively supervised by the supervised unit.
Article 14 The regular supervision of the schools in the area of responsibility shall be conducted no less than twice per semester.
The people's government at or above the county level shall implement special supervision or comprehensive supervision at least every five years; the institution in charge of education supervision at the county-level people's government shall implement comprehensive supervision of schools within its administrative area every three to five years .
Article 15: After the regular supervision is over, the supervisor shall submit a report to the education supervision institution; if any illegal operation is found or hidden dangers endangering the lives of teachers and students, the school and relevant departments shall be promptly supervised to deal with it.
Article 16: When carrying out special supervision or comprehensive supervision, an education supervision institution shall determine the supervision matters in advance and establish a supervision team. The supervision team consists of 3 or more supervisors.
Educational supervision organizations may cooperate with relevant departments to implement special supervision or comprehensive supervision, as well as hire relevant professionals to participate in special supervision or comprehensive supervision activities.
Article 17: In carrying out special supervision or comprehensive supervision, an educational supervision institution shall send a written supervision notice to the supervised unit in advance.
Article 18: Education supervision organizations may require the supervised units to organize self-evaluations. The supervised unit shall conduct self-evaluation in accordance with the requirements, and submit the self-evaluation report to the education supervision organization. The supervision team shall review the self-assessment report of the supervised unit.
The supervision team shall conduct on-site inspections of the units being supervised.
Article 19 (1 ) When implementing special supervision or comprehensive supervision, an education supervision institution shall solicit public opinions on the unit being supervised, and shall take the form of holding a symposium or other forms to specifically listen to the opinions of students, their parents and teachers.
Article 20 The supervision team shall evaluate the self-assessment report of the supervised unit, the situation of on-site inspections, and the opinions of the public to form preliminary supervision opinions.

Article 21 The education supervision organization shall comprehensively analyze the defense opinions of the supervised unit and issue a supervision opinion to the supervised unit based on the preliminary supervision opinions of the supervision group.
The supervision opinion shall make an objective and fair evaluation of the supervised unit on the supervision matters; for the existing problems, it shall put forward requirements and suggestions for rectification within a time limit.
Article 22: The supervised unit shall make rectifications based on the supervision opinions and report the rectifications to the education supervision organization.
The educational supervision organization shall check the rectification of the supervised unit.
Article 23 After the special supervision or comprehensive supervision is over, the education supervision institution shall submit a supervision report to the people's government at the same level; the institution in charge of education supervision of the local people's government at or above the county level shall also report the supervision report to the education supervision institution of the people's government at the next higher level. Article 24 The people's government at or above the county level or the relevant competent authority shall take the supervision report as an important basis for the assessment, reward and punishment of the supervised unit and its principal responsible person.
Chapter IV Legal Liability
