What is Food Science Technology?
The Chinese Institute of Food Science and Technology (CIFST) is an academic mass group of Chinese food science and technology workers and a component of the China Science and Technology Association. It was identified as the China headquarters of the International Food Science and Technology Alliance (IUFoST) in 2001. [1]

- Chapter I General Provisions
- Article 1 The name of the Association: Chinese name: Chinese Institute of Food Science and Technology, English name: CHINESE INSTITUTE OF FOOD SCIENCE AND TECHNOLOGY (referred to as CIFST).
- Article 2 This Association is a national, academic and non-profit legal person social organization formed voluntarily by the vast number of food industry science and technology workers and related units engaged in the food industry. Important social forces and the bridge between the party and the government in linking food science and technology workers are part of the China Association for Science and Technology.
- Article 3 The purpose of this association is to: unite the majority of food science and technology workers, abide by the Constitution, laws, regulations and national policies, and observe social morality; seriously implement the party's basic line, fully promote democracy, carry out academic free discussions, and adhere to Scientific attitude and good style of seeking truth from facts; advocating dedication, innovation, truth-seeking, and collaborative spirit; promoting the development and prosperity of food industry science and technology, promoting the popularization and improvement of food science and technology, promoting the growth and improvement of food science and technology personnel, and maintaining food science and technology workers Promote the combination of food technology and economy, serve the construction of socialist material civilization and spiritual civilization, and contribute to the acceleration of China's socialist modernization.
- Article 4 This Association accepts the business guidance and supervision of the China Science and Technology Association, the unit in charge of operations, and the China Light Industry Federation and the social organization registration and management department of the Ministry of Civil Affairs.
- Article 5 The office address of the Association: Room 201, Block B, Zhongke Building, 75 Dengshikou Street, Dongcheng District, Beijing, 100006.
- Chapter II Business Scope
- Article 6 The business scope of this association is to carry out the following business activities around food technology and related technology fields:
- (1) In accordance with the guidelines and policies of the Party and the state for the development of the food industry, organize scientific and technical workers in the food industry to study and discuss the development strategy of the food industry and various technical and economic policies, and play a role of staff for decision-making of relevant leadership departments.
- (2) Carrying out various forms of academic exchange activities across disciplines, departments, and regions to strengthen discipline penetration, department coordination, and regional cooperation. Make science and technology into productivity as soon as possible, and improve the overall level of science and technology in the food industry.
- (3) Leading professional branches to carry out professional academic activities. Coordinate and guide the food science and technology societies of all provinces, municipalities and autonomous regions to carry out corresponding academic activities.
- (4) Carry out international academic exchange activities and exhibitions, expand academic links with the international food science and technology community, and give full play to its role as a member of the International Food Science and Technology Alliance (IUFoST).
- (5) Edit and publish academic and popular science food journals, organize the exchange of food science and technology information and market information, popularize food science and technology knowledge, and disseminate advanced food production technology and scientific management experience.
- (6) Carry out continuing education, organize training of food science and technology personnel, and improve the scientific and technological level of existing food science and technology personnel.
- (7) Carry out food science and technology consulting service activities. Entrusted by relevant departments, undertake tasks such as scientific and technological project and engineering project demonstration, scientific and technological achievements appraisal, technical post qualification evaluation, scientific and technological literature and standard editing and review.
- (8) Through various academic activities, discover and praise outstanding academic treatises, scientific and technological achievements, and popular science works, discover and praise outstanding scientific and technological talents, and recommend them to relevant leading departments.
- (9) Adapt to the needs of the socialist market economy, actively promote the launch of various activities such as the release of excellent products and new product information, and establish scientific and technological development entities and the tertiary industry in accordance with law.
- (10) Reflect the opinions and suggestions of the food science and technology community to the government and relevant departments, and provide guarantees for food science and technology workers to perform their rights and obligations.
- (11) Concerned about retired food science and technology workers, organize and support them to give play to their expertise and continue to contribute to the cause of socialist modernization.
- (12) Holding related activities for members.
- Chapter III Members
- Article 7 The types of members of the Association are: individual members, loan members, and group members.
- Article 8 Members who apply to join the Association must meet the following requirements:
- (1) Support the constitution of the Society;
- (2) Willingness to join the Society;
- (3) Has a certain influence in this subject area.
- (4) Individual members: technical personnel with technical titles equivalent to engineers or above; those who have worked in this discipline for more than five years and have a certain work experience and academic level; those who have obtained a master's degree or higher; and cadres who are enthusiastic and actively support the work of the society.
- (5) Group members: related to the majors of the Association, with a certain number of scientific and technological teams, and willing to participate in related activities of the Association, support scientific research, teaching, production, design and other enterprises, institutions and related social groups .
- (6) Foreign members: Foreign scientific and technological workers who have high academic achievements, are friendly to China, and are willing to contact, interact and cooperate with our society.
- Article 9 The procedure for membership membership is:
- (1) Submit an application for membership;
- (2) After being reviewed and approved by the office authorized by the board, it shall be submitted to the board for record;
- (3) The membership card stamped by the Council shall be issued by the Council or an agency authorized by the Council.
- Article 10 Members enjoy the following rights:
- individual member:
- (1) It has the right to vote, to be elected and to vote;
- (2) Priority to participate in relevant academic activities of the Association;
- (3) preferential access to relevant academic materials of the Association;
- (4) the right to criticize, suggest, and supervise the work of the Association;
- (5) Volunteer membership and freedom of withdrawal;
- Group members:
- (1) Priority to participate in relevant academic activities of the Association;
- (2) Preferential access to relevant academic materials of the Association;
- (3) May request the Association to give priority to technical consultation and technical services;
- (4) The Association may be requested to assist in organizing training courses, etc.
- Foreign Member
- (1) Get preferential or free academic journals and related materials published by the Association;
- (2) May be invited to participate in academic conferences hosted by the Association in China;
- (3) May be invited to participate in international academic conferences organized by the Association.
- Article 11 Members (individuals, groups, foreign nationals) shall perform the following obligations:
- (1) to implement the resolutions of the Association;
- (2) to safeguard the legitimate rights and interests of the Association;
- (3) Completing the work assigned by the Association;
- (4) Paying dues in accordance with regulations;
- (5) Report the situation to the Association and provide relevant information.
- Article 12 Members withdraw from the association shall notify the association in writing and return their membership card.
- If a member fails to pay membership dues or participate in the activities of the Association for one year, those who have not been corrected after the prompt are deemed to be automatically withdrawn.
- Article 13 If a member commits a serious violation of this Articles of Association, the standing council will vote to approve it and be removed.
- Chapter Four Organizations and Persons In Charge
- Article 14 The highest authority of the Association is the National Member Congress. The functions and powers of the National Member Congress are:
- (1) Formulating and revising the articles of association;
- (2) election and removal of directors;
- (3) to review the work report and financial report of the council;
- (4) Deciding on termination matters;
- (5) Deciding on other major matters;
- Article 15 In principle, a national member congress must be attended by more than two-thirds of the member representatives, and its resolution must take effect after more than half of the delegates vote.
- Article 16 The National Congress of Members is held every four years. If the special term needs to be renewed in advance or postponed, it shall be approved by the board of directors, submitted to the business unit for review and approved by the registration management authority of the society, but the postponed term shall not exceed one year.
- Article 17 The council is the executive body of the National Congress of Members; during the intersessional period, the Council leads the daily work and is responsible to the National Congress of Members.
- Article 18 The functions and powers of the Council are:
- (1) To implement the resolutions of the National Member Congress;
- (2) Election and dismissal of the chairman, deputy chairman and secretary general;
- (3) Preparing for the National Member Congress;
- (4) Reporting work and financial status to the National Member Congress;
- (5) Decide on the admission or removal of members;
- (6) Deciding to establish offices, branches, representative offices and entities;
- (7) Leading the institutions of the Association to carry out their work;
- (8) Formulating internal management systems;
- (9) Decide on other major matters.
- Article 19 The council must be attended by more than two-thirds of the directors, and its resolutions can take effect only after the two-thirds of the directors vote at the meeting.
- Article 20 The Council shall meet at least once a year. In special circumstances, it may also be held in the form of communication.
- Article 21 This Council establishes a standing council. The standing council is elected by the council, and the total number of standing members does not exceed one third of the total number of members. During the intersessional period of the council, Article 18, the first, third, fifth, sixth, seventh, eighth and ninth powers shall be exercised and shall be responsible to the members of the council.
- Article 22 The standing council can be convened only when more than two-thirds of the standing council members are present, and its resolutions can take effect only after the standing council members have voted and passed.
- Article 23 The executive council meets at least once every six months. In special circumstances, it may also be held in the form of communication.
- Article 24 The Chairman, Deputy Chairman and Secretary-General of the Association must meet the following requirements:
- (1) Adhere to the party's line, principles, and policies, and have good political quality;
- (2) Having a greater influence in the business area of the Association;
- (3) The maximum age of office of the chairman, vice-chairman and secretary general is not more than 70 years;
- (4) be healthy and able to work normally;
- (5) Having not been subjected to criminal punishment for deprivation of political rights;
- (6) Having full capacity for civil conduct.
- Article 25 If the chairman, deputy chairman and secretary-general of the Association exceed the maximum service age, they must be approved by the board of directors, submitted to the competent business unit for review, and approved by the community registration management authority before they can serve.
- Article 26 The term of office of the chairman, deputy director and secretary-general of the Association shall not exceed two. The extension of the term of office due to special circumstances must be approved by the members' representative at the general meeting of two thirds or more and reported to the business executive. Units can only hold office after reviewing and obtaining approval and approval from the community registration management authority.
- Article 27 The Chairman of the Association shall be the legal representative of the Association, and may be entrusted by the Chairman if necessary, and the Secretary-General shall be the legal representative of the Association after consideration by the Standing Council of the Association.
- The legal representative of the Association shall not concurrently act as the legal representative of other organizations.
- Article 28 The Chairman of the Association exercises the following functions and powers:
- (1) To convene and preside over the council, standing council, and chairman's office;
- (2) Checking the implementation of the resolutions of the National Member Congress, the Council, and the Standing Council;
- (3) Sign relevant important documents on behalf of the Association;
- Article 29 The Secretary-General of the Association exercises the following functions and powers:
- (1) Preside over the daily work of the office and organize the implementation of the annual work plan;
- (2) Coordinating the work of all branches, representative offices and entities;
- (3) The nomination of the Deputy Secretary-General and the principals of the offices, branches, representative offices and entities shall be decided by the Executive Council or the Chairman's Office;
- (4) Deciding on the employment of full-time staff in offices, representative offices and entities;
- (5) Handling other daily affairs.
- Chapter V Asset Management, Use Principles
- Article 30 Sources of Funds of the Association:
- (1) dues;
- (2) donation;
- (3) Government funding;
- (D) income from activities or services carried out within the scope of the approved business;
- (5) Interest;
- (6) Funds of the Association;
- (7) Other legal income.
- Article 31 The Association collects membership dues in accordance with relevant state regulations.
- Article 32 The funds of the Association must be used for the development of the business scope and cause specified in the Articles of Association, and may not be distributed among members.
- Article 33 This Association establishes a strict financial management system to ensure that the accounting information is legal, authentic, accurate and complete.
- Article 34 This Association is equipped with professionally qualified accountants. Accounting should not act as cashier. Accountants must perform accounting calculations and implement accounting supervision. When transferring or leaving an accountant, the accountant must go through the transfer formalities with the person taking over.
- Article 35 The asset management of this group must implement the financial management system prescribed by the state, and accept the supervision of the National Member Congress and the financial department. If the source of assets is a state appropriation or social donation or funding, it must be subject to the supervision of the auditing agency and the relevant situation shall be announced to the society in an appropriate manner.
- Article 36 Before the re-election or replacement of the legal representative, the Association must accept the financial audit organized by the registration management organization of the society and the competent business unit.
- Article 37. No unit or individual may misappropriate, privately distribute or misappropriate the assets of the Association.
- Article 38 The wages, insurance and welfare benefits of full-time staff of this Association shall be implemented with reference to the relevant regulations of the State on public institutions.
- Chapter VI Procedures for Amending the Articles of Association
- Article 39 Amendments to the articles of association of the Association shall be submitted to the National Congress of Members for review after being approved by the Council.
- Article 40 The amended articles of association of the Association shall take effect within 15 days after being approved by the National Member Congress, after being reviewed and approved by the competent business unit, and reported to the registration and management authority of the society.
- Chapter VII Termination Procedure and Disposal of Property After Termination
- Article 41 If the Association fulfills its purpose or dissolves itself or needs to be cancelled due to reasons such as division or merger, the council or standing council shall propose a termination motion.
- Article 42 The motion for termination of the Association shall be approved by the National Congress of Members and submitted to the competent business unit for review and approval.
- Article 43 Prior to the termination of the Association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clear creditor's rights and debts, and handle aftermath. During the liquidation, not to carry out activities other than liquidation.
- Article 44 The Association shall be terminated after the cancellation registration procedure is completed by the registration management authority of the society.
- Article 45 The remaining property after the termination of the Association shall be used for the development of undertakings related to the purpose of the Association under the supervision of the competent business unit and the registration management authority of the association in accordance with the relevant state regulations.
- Chapter VIII Supplementary Provisions
- Article 46 The draft amendments to the Articles of Association have been discussed and adopted on a trial basis by the 14th Executive Council of the Second Session and submitted to the Third National Member Congress on February 21, 2001 for approval.
- Article 47 The right to interpret this charter belongs to the Standing Council of the Association.
- Article 48 This Article of Association shall become effective on the date of approval by the registration management authority of the association. [4]
