Introduction to hazardous waste

According to the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes , hazardous wastes refer to solid wastes with hazardous characteristics that are included in the national inventory of hazardous wastes or identified in accordance with nationally prescribed hazardous waste identification standards and methods. According to the definition of the National Hazardous Waste List , hazardous waste is:
  • Solid wastes (including liquid wastes) in one of the following situations are included in this list:
(1) Having one or more dangerous characteristics such as corrosiveness, toxicity, flammability, reactivity or infectivity;
(2) It is not ruled out that it has hazardous characteristics that may cause harmful effects on the environment or human health, and needs to be managed in accordance with hazardous waste.
How much this transboundary movement of hazardous waste is difficult to count, but it is clearly growing. According to a Greenpeace survey report, developed countries are transferring hazardous waste to developing countries at a scale of 50 million tons per year. From 1986 to 1992, developed countries have transferred a total of 163 million tons to developing and Eastern European countries. Hazardous waste. The transboundary movement of hazardous wastes to developing countries and the global environment poses a significant threat. First of all, because the importing countries of wastes basically lack the technical means and economic capacity to handle and dispose of hazardous wastes, the importation of hazardous wastes will inevitably lead to damage to the local ecological environment and the health of people. Secondly, the spread of hazardous wastes to underdeveloped areas is actually to evade the responsibility for disposal provided by the country, so that hazardous wastes can be diffused into the environment without proper treatment and disposal. The long-term accumulation will inevitably harm the global environment. The danger of the transboundary movement of hazardous waste is that these wastes are entered under the guise of trade. The transboundary movement of hazardous waste has become one of the serious global environmental problems. If no measures are taken to control it, it will inevitably cause serious harm to the global environment. Under the auspices of the United Nations Environment Programme (UNEP) in March 1989, the Basel Convention on the Control of Transboundary Movements and Disposal of Hazardous Wastes was adopted in Basel, Switzerland. Hazardous waste hazard

(2) Affect human health. Hazardous wastes cause poisoning through ingestion, inhalation, skin absorption, and eye contact, or cause dangerous events such as burning and explosion. Long-term hazards include long-term poisoning, carcinogenesis, teratogenicity, and mutagenesis caused by repeated exposure.
(3) Restrict sustainable development. Pollution of the atmosphere, water sources, soil, etc. caused by the non-treatment or irregular disposal of hazardous waste will also become a bottleneck restricting economic activities. [3]

Hazardous Waste List

The National Catalogue of Hazardous Wastes was revised and adopted by the Ministry of Environmental Protection's Ministry of Environmental Affairs on March 30, 2016. It is hereby promulgated and will be implemented as of August 1, 2016. The National Catalogue of Hazardous Wastes issued by the former Ministry of Environmental Protection and the National Development and Reform Commission (Order No. 1 of the Ministry of Environmental Protection and National Development and Reform Commission) shall be repealed simultaneously.

Article 2 Solid wastes (including liquid wastes) in any of the following situations are included in this list:
(1) Having one or more dangerous characteristics such as corrosiveness, toxicity, flammability, reactivity or infectivity;

Article 3 Medical waste is hazardous waste. The classification of medical waste is carried out in accordance with the Catalogue of Medical Waste Classification.
Article 4 Chemicals listed in the "Dangerous Chemicals Catalogue" are classified as hazardous wastes after being discarded.
Article 5 The hazardous wastes listed in the "Exemption Management List of Hazardous Wastes" in the appendix of this list can be exempted in accordance with the content of the exemption in the listed exemption links and the corresponding exemption conditions are met.
Article 6 The mixture of hazardous wastes and other solid wastes, as well as the properties of hazardous wastes after treatment, shall be determined in accordance with the hazardous waste identification standards prescribed by the state.
Article 7 The meanings of the terms in this list are as follows:
(1) The waste category is a classification of hazardous wastes based on the categories defined in the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, in combination with China's actual conditions.
(2) Source of industry refers to the industry in which hazardous waste is generated.
(3) Waste code refers to the unique code of hazardous waste, which is an 8-digit number. Among them, the 1-3rd place is the industry code for hazardous waste generation (determined according to the National Economic Industry Classification (GB / T4754-2011)), the 4th to 6th place is the hazardous waste sequence code, and the 7th to 8th place is the hazardous waste. Category code.
(4) Hazardous characteristics, including corrosivity (C), toxicity (Toxicity, T), flammability (Ignitability, I), reactivity (R), and infectivity (Infectivity, In).
Article 8 For solid wastes that are not clear as to whether they have hazardous properties, they shall be identified in accordance with the identification standards and methods for hazardous wastes specified by the state.
If it has been identified as having hazardous properties, it belongs to hazardous waste, and the waste category should be determined according to its main harmful components and hazardous properties, and classified management should be carried out according to the code 900-000- ×× (×× is the hazardous waste category code).
Those identified as not having hazardous properties are not classified as hazardous waste.
Article 9 This directory shall be implemented as of August 1, 2016. The National Hazardous Waste List (Ministry of Environmental Protection, National Development and Reform Commission Order No. 1) issued by the Ministry of Environmental Protection and the National Development and Reform Commission on June 6, 2008 shall be repealed simultaneously. Recycling of hazardous waste

1. The environmental protection regulations or laws and regulations should be formulated with relevant enterprises that produce hazardous wastes, so that they can be carefully followed.
2. The government should set aside some funds to support enterprises in the research and development of waste reuse or treatment methods.
3. The government should formulate plans for the use of land by enterprises that produce hazardous waste, which should not affect water sources, the environment, distance from residential areas, and other related measures.

Hazardous waste treatment

The selection of the best and practical method for a certain type of waste is related to many factors, such as the composition, nature, condition, climatic conditions, safety standards, treatment costs, operation and maintenance of the waste. Although there are many methods that can be successfully used to treat hazardous waste, the commonly used treatment methods are still summarized as physical treatment, chemical treatment, biological treatment, heat treatment and curing treatment.
1. Physical treatment: Physical treatment is to change the structure of solid waste through concentration or phase change to make it convenient for transportation, storage, utilization or disposal, including compaction, crushing, sorting, thickening, adsorption, extraction and other methods.
2. Chemical treatment: Chemical treatment is the use of chemical methods to destroy harmful components in solid waste, thereby achieving harmlessness, or transforming it into a form suitable for further processing and disposal. The purpose is to change the chemical nature of the treatment substance, thereby reducing its harmfulness. This is a common pre-treatment measure before the final disposal of hazardous waste, and its treatment equipment is conventional chemical equipment.
3. Biological treatment: Biological treatment is the use of microorganisms to decompose degradable organic matter in solid waste, thereby achieving harmless or comprehensive utilization. Biological treatment methods include aerobic treatment, anaerobic treatment, and facultative anaerobic treatment. Compared with chemical treatment methods, biological treatment is generally cheaper in economy, and it is generally used, but the treatment process takes a long time, and the treatment efficiency is not stable enough.
4. Heat treatment: Heat treatment is to destroy and change the composition and structure of solid waste through high temperature, and at the same time achieve the purpose of volume reduction, harmlessness or comprehensive utilization. The methods include incineration, pyrolysis, wet oxidation, and roasting and sintering. Wastes with higher calorific value or higher toxicity are treated by incineration with incineration process, and the waste heat of incineration is recovered for comprehensive utilization and physical and chemical treatment, as well as bathing and living of employees, reducing the cost of treatment and waste of energy.
5. Curing treatment: Curing treatment is to use solidified substrate to fix or cover the waste to reduce its harm to the environment. It is a safer process to transport and dispose of waste. It is mainly used for hazardous waste and radioactive waste. The volume of the solidified body is much larger than that of the original waste.
6. Various treatment methods have their advantages and disadvantages and their applicability to different wastes. Hazardous waste policy planning

The Ministry of Environmental Protection and other departments issued the "Twelfth Five-Year Plan" for the prevention and control of hazardous waste pollution. The "Planning" proposes that during the "Twelfth Five-Year Plan" period, three projects, namely, investigation projects on the generation and storage of hazardous wastes, utilization and disposal projects, supervision capabilities, and talent construction projects, should be promoted, with a cumulative capital requirement of 26.1 billion yuan.
It is predicted that the implementation of the above projects will promote and promote the construction of hazardous waste utilization and disposal facilities and the development of the industry. During the "Twelfth Five-Year Plan" period, the total output value of the hazardous waste utilization industry is expected to exceed 200 billion yuan, and the cost of intensive disposal such as incineration and landfill is expected to exceed 50 billion yuan.
Hazardous waste mainly includes medical waste, chemical waste and heavy metal waste. The "Planning" proposes that by 2015, the base of hazardous wastes will be basically figured out, the level of standardized management will be greatly improved, and environmental risks will be significantly reduced. The Plan specifies nine tasks for the prevention and control of hazardous waste pollution during the "Twelfth Five-Year Plan" period, specifically: conducting hazardous waste investigations, actively exploring sources of hazardous waste reduction, and coordinating and promoting the construction of centralized disposal facilities for hazardous waste incineration and landfilling. Scientifically develop hazardous waste utilization and service industries, and strengthen the harmless utilization and disposal of hazardous wastes involving heavy metals.
The Plan also proposes three key projects, including three projects for the investigation of hazardous waste generation and storage, utilization and disposal projects, supervision capabilities and talent construction projects. Funding requirements for key projects are 26.1 billion yuan. Among them, 300 million yuan are for hazardous waste survey projects, 23.93 billion yuan for hazardous waste utilization and disposal projects, and 1.90 billion yuan for supervision capacity and talent construction projects.
During the "Twelfth Five-Year Plan" period, government support for China's environmental protection industry will continue to increase. According to forecasts, during the "Twelfth Five-Year Plan" period, China's investment in the environmental protection industry is expected to reach 3.4 trillion yuan, which is double the 1.54 trillion-year investment amount during the "Eleventh Five-Year Plan" period. As an important part of the solid waste treatment industry, the prevention and control of hazardous waste pollution is also expected to usher in a golden period of development. [6]
