In other cases, it can only issue recommendations to a larger committee or organization. A larger body decides which measures will take, if existed, after considering the presentations and reports from the AD HOC committee. Proceedings can be open or closed. Some committees prefer work at a closed meeting to focus on complex topics and developzeros polished and thorough report for the public. Others may be open and welcome public testimonies and inputs because they work on the issue of interest and importance.
