What Is a Carbon Sink?
Carbon sink refers to processes, activities or activities that reduce the concentration of greenhouse gases in the atmosphere through the use of plant photosynthesis to absorb carbon dioxide in the atmosphere and fix it in vegetation and soil through measures such as afforestation, forest management, and vegetation restoration. mechanism.
Carbon sink
- Carbon sink (Carbon Sink) mainly refers to the amount of carbon dioxide absorbed and stored by the forest, or the ability of the forest to absorb and store carbon dioxide. [1]
- For relief
- Carbon sink afforestation refers to the afforestation activities with special requirements for the implementation of carbon sink measurement and monitoring on the afforestation and the growth process of forest trees (segments) on the land where the baseline is determined, with the main purpose of increasing carbon sinks. Compared with ordinary afforestation, carbon sink afforestation highlights the carbon sink function of forests, has special technical requirements such as carbon sink measurement and monitoring, and emphasizes the multiple benefits of forests. Continue to develop and promote the ultimate goal of the Convention, and assist developed country Parties in meeting their commitments to quantify limits and reduce greenhouse gas emissions. The core of the CDM is to allow developed countries to obtain certified greenhouse gas reductions generated by projects through project-level cooperation with developing countries.
- Article 3 Cooperation in the CDM project in China must be approved by the relevant department of the State Council.
- Article 4 The key areas for carrying out CDM projects in China are to improve energy efficiency, develop and use new and renewable energy sources, and recycle methane and coalbed methane.
- Article 5 In accordance with the relevant decisions of the Conference of the Parties, the implementation of CDM projects shall ensure transparency, efficiency and accountability.
Carbon sink permit conditions
- Article 6 The development of clean development mechanism projects shall comply with China's laws and regulations, sustainable development strategies and policies, and the overall requirements of national economic and social development planning.
- Article 7 The implementation of CDM cooperation projects must be in accordance with the Convention, the Protocol and the decisions of the relevant COP.
- Article 8 The implementation of clean development mechanism projects cannot make China assume any new obligations beyond the provisions of the Convention and the Protocol.
- Article 9 The funds used by developed country Parties for clean development mechanism projects shall be in addition to the existing official development assistance funds and their financial obligations under the Convention.
- Article 10 CDM project activities shall promote technology transfer that is beneficial to the environment.
- Article 11 Chinese-funded and Chinese-funded enterprises in China may carry out CDM projects.
- Article 12 An enterprise implementing a CDM project must submit a CDM project design document, an enterprise qualification status certification document, and a general description of the project's project and related financing information.
Carbon sink management and implementation agency
- Article 13 The National Clean Development Mechanism Project Review Board (hereinafter referred to as the Project Review Board) is established under the National Climate Change Policy Coordination Group, and a National Clean Development Mechanism Project Management Organization is set up under it.
- Article 14 The National Climate Change Coordination Group is the review and coordination body for major policies of the Clean Development Mechanism. Article 15 The unit leader of the project review council is the National Development and Reform Commission, the Ministry of Science and Technology, the deputy leader unit is the Ministry of Foreign Affairs, and the member units are the State Environmental Protection Administration, the China Meteorological Administration, the Ministry of Finance and the Ministry of Agriculture.
