(1) The introduction of relevant national policies will clear the bottleneck of green power generation including biogas power generation. When a country's economic strength reaches a certain level, it will focus more on environmental protection and pay more attention to sustainable development issues. Funds will be invested in this area and related policies will be introduced to ensure the achievement of sustainable development strategic goals. Take Germany as an example. After decades of economic recovery, Germany after the war has already possessed the economic capacity to deal with sustainable development issues. In order to protect the environment, control global warming and promote the sustainable supply of energy, Germany enacted the "Transmission Law" in 1990, and in 2000 introduced the "Renewable Energy Law". The Transmission Law stipulates that the utility grid implements preferential purchase prices for electricity transmitted from biogas power generation. This policy has promoted the improvement of German biogas power generation technology and has led to the establishment of more than 700 subsequent biogas projects. The "Renewable Energy Law" raised the purchase price of renewable energy power generation on-grid. For power stations with installed capacity of 500kW, the subsidies received for electricity delivered to the grid increased by 37% compared to 1999. The country stands at the height of sustainable development, and it is not too long to introduce policies to promote green power grid connection. The renewable energy power generation quota ratio, share standards, green certificates, and preferential policies for power generation and grid connection that are being studied and formulated will build a trading platform that is conducive to the development of green power.
(2) A series of biogas generator sets with better cost performance have been produced in China, [1] providing powerful equipment support for biogas power generation. The power specifications of today's mature domestic biogas generators are mainly concentrated in the section of 24-600kW. From the point of view of the gas output of biogas projects, there are many biogas projects suitable for biogas generating units with a capacity of more than 500kW. From the point of view of the biogas generator set's performance, in the case of available power generators, the greater the power of a single unit, the better the efficiency of fuel generation and the lower the unit power cost of the generator set. Similarly, from the perspective of the gas production capacity of the biogas project and the nature of the power load, there is also a large market for generator sets below 20kW. For example, a 10,000-head pig farm biogas project with a daily biogas production of 80m3 is obviously not suitable for power generation and grid connection, and is only suitable for internal power use. Its biogas power is generally used to drive sewage pumps, pig farm ventilators, lighting, etc., so it should be equipped with a generator set of about 10kW. There are many similar biogas projects. It can be seen that there is also a lot of demand for low-power biogas generators. In view of the broad development prospects of biogas power generation, several domestic powerful research institutes and large enterprises have cooperated strongly to develop a series of biogas generator sets of different specifications in accordance with market needs. In terms of large units, Shengli Oilfield Shengli Power Machinery Group has fully developed a biogas generator set for a full-burn biogas internal combustion engine, and has been successfully applied in sewage treatment, citric acid, and alcohol industries. It is worth mentioning that the new round of biogas generators developed in China is no longer a simple retrofit of internal combustion engines. In terms of performance, the new generator set has narrowed the gap with the technical indicators of advanced foreign units. It can be said that in terms of power generation equipment, it can provide strong support for the implementation of biogas power generation.
(3) Funding support and specialized production will attract more investment entities. [1] Large and medium-sized biogas projects are environmentally friendly and benefit the entire society. In the investment sharing, the principle of "who pollutes and who governs" should be given priority, followed by the principle of "who benefits and who should share", and the government, local governments and enterprises should jointly invest. For the initial investment, the state will give certain support, such as: the state or industry will formulate a series of preferential policies to reduce or exempt engineering taxes and fees and reduce the burden on enterprises; it is necessary to broaden funding channels to help construction parties obtain various types of loans; and encourage all sectors of society Invest and develop biogas resource utilization projects in various forms, and mobilize the enthusiasm of investment entities with preferential policies. In addition, in the form of joint investment by the state, local and enterprises, we will focus on supporting some specialized equipment manufacturing enterprises (biogas production equipment, biogas purification equipment, biogas generators, etc.) to carry out necessary technical transformations; expand the scale of production and increase the variety of products And product quality; establish a quality assurance system (after-sales service, staff training, quality supervision and testing, etc.) and a property management model.
