- The basic requirements for obtaining the license and the powers granted to it are regulated by the International Civil Aviation Organization, but the actual implementation is quite different. According to ICAO regulations, applicants for commercial pilot licenses must be able to read, speak, write and understand English, conduct medical examinations and receive training, and then complete written examinations. The applicant must also complete at least 300 hours of individual cross-country flight and landing at airports other than the two departure airports.
