What is a Balanced Budget?

The government's fiscal measures include two levels of expenditure and income. Government expenditure includes such items as national defense, education and culture, public construction, and repayment of interest on public debt. The income is mainly the two major items of various taxes and surplus payment of public utilities. When income and expenditure are equal, it is called budget balance.
