(1) The selection of personnel who enjoy special government allowances from professional and technical talents is mainly recommended by units and organized by the city. The specific procedures are as follows:
1. All districts, counties, ministries, commissions, offices, bureaus, direct agencies, and head offices shall be led by competent leaders to formulate corresponding implementation plans in accordance with this notice.
2. Grassroots units adopt a combination of organizational recommendation and personal self-recommendation to propose preliminary candidates. After the unit's leadership collectively researches and determines, the unit's recommended candidates are determined and reported to districts, counties, ministries, commissions, offices, bureaus, Directly affiliated institutions, headquarter personnel (cadre) departments; non-public ownership economic enterprises and institutions report to the district and county human and social security bureaus in their jurisdictions.
3. All districts, counties, ministries, commissions, offices, bureaus, direct agencies, and head offices will comprehensively evaluate the candidates recommended by the grassroots units and the non-public ownership economic enterprises and institutions in the area under their jurisdiction, and the leadership team will collectively study and determine the regions and departments The recommended candidates are sorted and submitted to the Municipal Human Resources and Social Security Bureau.
4. The Municipal Party Committee Organization Department and the Municipal Human Resources and Social Security Bureau invited experts and relevant personnel to form a review committee to conduct a comprehensive review of the candidates recommended by each unit and draw up candidates for submission.
