There are two factors that cause changes in the project: first, external change requirements, such as customer requirements to modify the scope and requirements of the work; second, internal change requirements during the development process, such as modifying the source code to solve some errors found during testing design. Comparatively speaking, the most difficult to deal with is the change of requirements from the outside, because the probability of IT project demand changes is high, and the workload caused is also large (especially to the late stage of the project).
Change control cannot rely on process control only in the process. An effective method is to clearly define beforehand. One method of ex ante control is to define clearly before the start of the project, otherwise "change" cannot be talked about. Another method is review, especially requirements review, which is often the key to the success of the project. The purpose of the requirements review is not only to "confirm", but more importantly to find out what is incorrect and modify it to make it as close as possible to "real" requirements. In addition, requirements should form an important baseline after passing the formal review, and control of requirements changes has been implemented since then.
