What Is a Bid Package?
The bid list refers to the open scope of the government procurement market of the countries that have joined the Government Procurement Agreement. The "Government Procurement Agreement" is a plurilateral agreement of the World Trade Organization (WTO), with the goal of promoting members to open the government procurement market and expand international trade. Joining the GPA negotiations involves two aspects of market opening and domestic legal adjustments. The open scope of the government procurement market shall be determined by the participants through negotiation in the form of a bid list.

- The bid list includes 5 attachments and a general note. Among them, Annexes 1 to 3 are the open lists of procurement entities, which respectively set the threshold prices of central procurement entities, sub-central procurement entities, other procurement entities and their respective open projects that have promised to open.
- Annexes 4 and 5 are open lists of procurement projects, which separately indicate the service projects and engineering projects open to each procurement entity; the general remarks list the exceptions to the implementation of the GPA rules.
- The new fifth bid list should be based on the fourth list to make more openings and commitments, which can be achieved by opening more provinces, more services and engineering projects, and fewer exceptions. To reflect.
- According to the fourth list submitted in November 2012, China's commitment to join the GPA includes 60 State Council constituents as central entities and Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong and Guangdong as sub-central entities. It is composed of 271 provincial and municipal governments, as well as 14 other entities including the Chinese Academy of Sciences and the CSRC.
- The fourth list also includes government procurement open items for goods, services, and engineering; and exceptions to non-applicable agreements, including the transition from signing to formal performance of the agreement, typically have several years of transition.
- On December 22, 2014, China submitted to the WTO the sixth bid list for joining the Government Procurement Agreement (GPA). This bid list is included for the first time in entities such as universities, hospitals, and state-owned enterprises, and the bidding range has been roughly equivalent to the general bidding range of the participants.
