What Is an Owner's Engineer?

The resident engineer is a natural or legal person formally appointed by the owner and notified the contractor in writing to perform the engineer's duties. It is the owner's full representative on the construction site, responsible for project supervision and handling of related issues during the construction process, and is responsible to the project manager. The resident engineer has the right to issue instructions and make decisions in accordance with the contract, and the contractor shall do so. The site has a resident engineer office. [1]
