3.- Use of resources
3.1-As long as they promise to accept the rules and regulations published by IVAO on the website, users can use the free online resources provided by IVAO. At the same time, the use of IVAO network resources by users is also regarded as a commitment to comply with the rules and regulations of IVAO. 3.2-As a condition of being permitted to use the IVAO service, users must not use the IVAO network to distribute illegal content, including, for example, inciting discrimination, hatred, and violence against the clans, religions or regions of an organization and individual. 4.- General
4.1.-Registration
4.1.1-IVAO services and their network resources are only available to their registered users
4.1.2-Go to www.ivao.aero to get the user ID and password required to connect to the IVAO system.
4.1.3-Multiple registrations are not allowed.
4.1.4-Registration requires the user to use his or her real name and not to use a false identity when registering to avoid misleading others.
4.1.5-This test must be submitted with the correct email account.
4.1.6-To maintain the validity of registration, registered users should log in at least once every 3 months. Users who have not logged in to the IVAO website for more than 12 months will be removed from the user list.
4.2.-Approved software
4.2.1-Only use IVAO approved software to connect to the IVAO network system.

4.2.4-Use IVAE, Whazzup and ServInfo to see controllers and aircraft currently online.
4.3.- Connection
4.3.1-User must use real name when connecting. Cannot use screen name, nickname, etc.
4.3.2-Only the user's own number and password can be used when connecting.
4.3.3-Non-IVAO staff may not log in repeatedly.
4.3.4-IVAO staff can keep two connections at the same time due to work needs. When repeating the connection, the staff member should indicate the work in progress in the ATIS or flight plan. Such jobs can be software development, training or exams. When no other supervisor is online, the IVAO supervisor can temporarily use the IVAC connection during the flight to perform supervisor functions.
4.4.-Online
4.4.1a-Countries that do not use the ICAO language as the official language should use English as the branch working language.
4.4.1b-Countries using the ICAO language as the official language may use both English and its official language as the branch working language.
4.4.1c-ICAO languages are: English, Spanish, French, Arabic and Chinese.
4.4.2-Communication between the controller and the pilot can be voice, text, or both.
4.4.3-IVAO will not tolerate rough and abusive language.
4.4.4-IVAO network resources are not allowed to be used to distribute illegal information and materials.
4.4.5-Simulated hijacking, simulated warfare, or any other form of offensive behavior on the IVAO network is not allowed.

4.4.8-If the user does not respond to the call within a reasonable period of time, such as 15 to 20 minutes, the connection will be terminated.
4.4.9-Users who impede flight activities, such as aircraft on the runway while connected, will be terminated immediately
4.4.10-Pursue the aviation experience of "being there in person" within the user's own ability.
4.4.11-Follow administrator and subjective instructions. Their instructions are to ensure that every online user can enjoy flight simulation, so users should follow them.
4.5-Account Suspension
4.5.1-In some cases, the user's account will be suspended for a period of time, during which the user will not be able to log in to the IVAO network.

4.6 Ratings for Controllers and Pilots
4.6.1 Ratings for pilots and controllers shall be as described in the HQ Training Department section, "Basic Ratings", "Advanced Ratings", and "High Level Ratings".
4.6.2 Requirements for practical examinations for controllers "C1 to C3" and for pilots "FC to SFC" shall be as described in the HQ Training Department section, "Unit Requirements" and "Pilot Requirements", respectively.
4.6.3 Ratings of Ix or CCx are considered as Instructor ratings and require the member to full fill additional responsibilities as defined by the Training Departments at the HQ and / or Division level.
5.- Controllers Code
5.1.-Before connecting
5.1.1-Controllers must have basic knowledge of aeronautical communications procedures.
5.1.2-The controller must be familiar with the airspace rules for which he or she performs official duties.
5.1.3-The controller's computer must have IVAC control software installed and be familiar with IVAC operation.
5.1.4-If the user is a new controller or is unfamiliar with this airspace, Observer identity should be used when connecting. , Users can find relevant information about airspace rules from the IVAO database or the webpage of the zone where the airspace is located.
5.1.5-When going online as an Observer, users cannot use any "valid" callsign suffixes (such as CTR, APP, TWR, etc.), but must use suffixes such as "_OBS". At the same time, observers may not use voice or text communications on officially regulated channels.
5.1.6-Regulated seat must be a login name in the form "xxxx_CTR, xxxx_APP, xxxx_TWR, xxxx_GND", where "xxxx" is the ICAO code of your area.
5.1.7-In some large airports, the appointment of control seats must be performed in accordance with the Facility Rating Assignments (FRA). This means that users serving as control seats at these major airports must have a certain level of controller. The following example illustrates: A provision of the FRA states that "the user holding the xxxx_APP seat should have a controller level of S3 or higher." This means that if the user has only the S2 level, he / she can be a departure, ground or Tower seats, but not for near-in or district adjustment. If no other forward-only controller is online at the time, and you have full confidence in a close-up seat, you can serve this seat. But in accordance with the FRA rules, this seat is also open to other higher-level controllers. The pilot will also know that you are not an experienced approach or zone controller. 5.1.7a-All subtle levels of regulation such as the Maastricht Centre (EUR_M_CTR), unless holding written permission from TD / TAD / AOD / AOAD or HQ, must have a Regulatory Level of Above 1 Controller.

5.2.-Connection

5.3.-Go live
5.3.1-Unless there are no online entry and exit controllers at the time, users may not control areas outside their area (such as a tower).
5.3.2-When the user is controlling the area outside his own area, if there is a controller in the hosted area, the user should hand over all the hosted aircraft as soon as possible.
5.3.3-Controllers should use frequencies, call signs and other information published in the IVAO database.
5.3.4-The emergency frequency (guard) 121.50 shall not be used unless in an emergency.
5.3.5-In order to adapt the approach procedures used to the current weather conditions, the controller should update his ATIS periodically, at least every hour.
5.3.6-Coordination with other relevant controllers (via private chat channels) is required before handing over the aircraft.
5.3.7-The following actions are prohibited: contact the aircraft under the control of other controllers to gain control rights through the guard channel or the establishment of private chat channels.
6.- Pilot Code
6.1.-Before connecting
6.1.1-Connected pilots must have at least the ability to take off and land their aircraft at the airport
6.1.2-Connected pilots must be capable of performing simple instructions from the controller, such as "Left Turn 220" or "Descent to Maintain Flight Level 110".
6.1.3-Connected pilots must have IVAP software installed and be proficient in using its basic functions.
6.1.4-Connected pilots must ensure that the aircraft is not on the runway or taxiway when going online. This will avoid conflicts with other aircraft when connected.
6.2.-Connection
6.2.1-Do not connect unless you confirm that you can complete the entire flight plan.
6.3.-Online
6.3.1-During the ground phase, it is not allowed to turn on the answering machine except to establish contact with the controller.
6.3.2-Before each flight, the flight plan must be submitted through IVAP, and the pilot level should be indicated in the remarks area.
6.3.3-For new or inexperienced pilots, please indicate in the remarks area and the controller will provide the necessary assistance.
6.3.4-If no controller is online in the area, the pilot should listen to "Unicom, 122.80".
6.3.5-Check frequently for controllers coming online. If there are controllers online in the airspace, contact them as soon as possible. If there are no controllers in the airspace, but other controllers ask you to contact you, you should respond as soon as possible.
6.3.6-In some special cases, FRA may be used. FRA (Facility Rating Assignments) is a constraint rule that can be used in some busy airports. The following is an example: "At the time of adjustment from 1800 to 2000, pilots below the level of first officer must not land on EHAM and fall back to EHRD."
The above FRA will appear in the controller's ATIS information in the following format: "FRA-no FFO at EHAM 18.00-20.00 Z (alt. EHRD)". The FRA in effect at that time can also be viewed here.
6.3.7-The "guard" frequency 121.50 shall not be used in non-emergency situations.
6.3.8-Normally pilots must repeat controller instructions.
6.4.-Special Flight
6.4.1-Flight activities other than civil aviation, such as Coast Guard, rescue and military flights, are classified as special flights. Special flights are part of real flight and therefore part of simulation flight. Simulated terrorist activities or acts of war are strictly prohibited at IVAO. Although terror and war exist in the real world, it is prohibited to simulate any form of offensive and armed violence under the IVAO virtual sky. 7.- Rules for using speech
7.1-Due to its high fidelity, IVAO recommends using voice communication. However, considering that users cannot use voice communication in many cases, voice communication in IVAO does not have higher priority than text communication. IVAO treats the two communication methods equally.
7.2-If you choose to use voice, you can only use TeamSpeak software.
7.3-Must be connected to the IVAO voice server. Private or personal servers should only be used temporarily if the IVAO server cannot provide services normally. No password can be applied to the channel.
7.4-Only when logging into the IVAO network to participate in flight activities, can the IVAO voice server be used. Only software approved by IVAO can be used on the IVAO voice server. approved software.
7.5-In addition to participating in events, IVAO voice servers can also be used in other situations, such as IVAO's subordinate virtual airlines to establish company channels, controller coordination channels, and staff conference channels established by IVAO staff. In the above case, only the IVAO staff meeting channel can set a password.
7.6-The controller must use his own call sign as the channel name (eg xxx_CTR), not the frequency value as the TS channel name.
7.7-Only IVAO supervisors can add other channels.
7.8-Any rude behavior and language to the controller may cause the user account to be blocked.
7.9-Delete of IVAO Staff Channel is not allowed.
7.10-The pilot's login name on TS should be the same as the name he / she uses in IVAP.
7.11-Music is not allowed to play on the TS channel. Offenders will be suspended for 48 hours.
7.12-Voice communication is more convenient for regulatory communication and should be used whenever possible. However, in some cases, such as having difficulty in English, it is more convenient to use text communication (to use English).
7.13-The administrator of the TS server has the right to suspend users who violate the above TS usage regulations. The criteria for the suspension period are set by IVAO headquarters.
7.14-The most important thing to remember is to speak softly, speak clearly, and be patient with new members.
8.- Segment Management Code
8.1.- General
8.1.1-Each country or region may apply for the establishment of an IVAO Division (DIV). The call sign of the branch is "IVAO-XX", where "XX" is the international standard code of this country. Since locals are always familiar with the local situation, it is best to apply for the establishment of a branch from a person who is local and resident in the area. And this can also avoid the trouble caused by jet lag.
8.1.2-To apply for a branch, this country must have at least 20 active members. For some special small countries, IVAO will treat them as individual cases as appropriate.
8.1.3-The establishment of an IVAO branch is valid only after approval by the IVAO headquarters. If necessary, IVAO Headquarters has the authority to appoint the leader of the division as a condition for approval.
8.1.4-Branch directors DIR and deputy directors ADIR are appointed by IVAO Headquarters. Other staff members of the branch may be appointed by branch directors and deputy directors. The headquarters reserves the right to veto the appointment of personnel without conditions.
8.1.5-Branch directors must report to headquarters the creation of all branch positions and personnel appointment and removal decisions. Branch directors and network management positions cannot be vacant.
8.2.-Requirements for divisions

8.2.6-The specific content of the branch website is determined by the branch director.
8.2.7-The division must check the correctness of the data for the region in the IVAO database. Please send corrections or updates to the address: hq@ivao.org.
8.2.8-All data on airports, airspace, frequencies, call signs, and sector files published on the Division's webpage should be from the IVAO database (see 8.2.7).
8.2.9-Communication between IVAO staff and members, as well as ordinary members, must be performed through the IVAO mailing list and the IVAO forum.
8.2.10-The division must organize or coordinate flight and training activities for its members. Formal announcements of these events must be posted on the distribution page, but can be widely publicized in other flight simulator communities.
8.2.11-The content and knowledge of the theoretical and practical examinations used between the divisions should be uniform. The assessment within the division is performed by the distributed examiner. Since English is the internationally regulated language, theoretical examinations should be conducted in English.
8.2.12-Branch staff shall be responsible for the compliance of branch members with IVAO rules. When staff members are in trouble, the staff should help.
9.- Staff Code
9.1.-Requirements regarding job applications.
To apply for a position at IVAO, the applicant must have met the following requirements at the time of application:
9.1.1-at least 18 years of age. Except for directors and deputy directors, branch positions can be appointed by members over 16 years of age, but branch directors must take full responsibility for all duties and responsibilities performed by the staff under 18 years of age. Employees under the age of 18 may not serve as supervisors.
9.1.2-Have a valid IVAO membership for more than 6 months.
9.1.3-Must have at least controller level C1 or flight level FC or higher. There are no similar restrictions on network management and assistant network management. Member Affairs Coordinator and Assistant Member Affairs Coordinator require controller S3 or flight C or higher technical level.
9.1.4-Must have sufficient knowledge of the position being applied for. Depending on the position being applied for, applicants must have very good knowledge of IVAC, IVAP, FS or real flight and real control.
9.1.5-Applicants must guarantee at least 5 hours of online time per week if they fail to perform their duties. `
9.1.6-All new employees must pass at least one month of use, but this rule does not apply to reassigned staff. The transfer of staff is determined by the branch director.
9.1.7-In order to become a branch director or associate director, the applicant must have at least a C1 or FC technical level. The director and deputy director applicants must be resident in the country where the branch is located.
9.1.8-IVAO recognizes that in some cases it may be beneficial to temporarily waive some regulations in a newly established branch for a period of time in order to successfully organize the branch in a country or region without an IVAO agency. The length of time is determined by the headquarters, but the maximum time is not more than 2 years. As a condition of approval, the transitional staff member should resign from his post when headquarters considers that the newly established branch has the ability to independently develop and operate.
9.2.- General
9.2.1-Staff will be automatically added to the IVAO mailing list. It is necessary for staff to check the information server frequently.

9.2.3-Staff must be familiar with various information posted on the IVAO website, so it is necessary to check the IVAO website frequently.
9.2.4-Staff members shall not serve in any organization that competes with IVAO.
9.2.5-Staff may not hold multiple positions unless approved by headquarters.
9.2.6-Staff must adhere to and implement policies and resolutions established by the IVAO Council.
9.2.7-Board members must attend staff meetings frequently to improve IVAO services in a timely manner.
9.2.8-Staff must fill in the date of birth in the member information before arriving.
9.3.-Online behavior
9.3.1-Whether in control or flight, staff must log in with a call sign.

9.4.-Supervisor
9.4.1-To become a Supervisor, the applicant must already be a branch or headquarters employee at the time of application and have more than 100 hours of IVAO online time.
9.4.2-Recommendations and promotion decisions for supervisors are issued by branch directors. Headquarters reserves the right to veto a division's promotion decision and even make a demotion decision.
9.4.3-All supervisor candidates will undergo an oral test by IVAO-DIR / ADIR / MD / MAD.
9.4.4-A division can have a maximum of 1.5% of its members' supervisors. Beyond this quota, if the branch director or deputy director can prove himself competent during the probation period, he can also be appointed as a supervisor.
10.-Special Flight Activity Rules (Introduction)
10.1-Special Flight Activities (SO) Rules.
The function of the SO department is to set rules for all non-civilian flight activities carried out on the IVAO network. These activities include, but are not limited to, police flights, search and rescue flights, military and paramilitary flights.
10.2-Individual members driving police, search and rescue or military aircraft under the conditions of the IVAO General Flight Regulations are not considered special flights, so they can be implemented by members on their own initiative in compliance with the IVAO Standard Member Code.
10.3-Once training, practice or other flight activities require more people than regular flight activities, the SO activity rules must be followed, which can be found on the SO department webpage. These activities include formation flights, aerial refueling flights, search and rescue missions, carrier take-off and landing exercises, low-altitude flights, early warning flights, or any other flight activities approved by IVAO headquarters.

11.- Rules and Regulations for the use of Follow Me Car (FMC) and other Vehicles.

11.2-The tower must be online before using the guided vehicle.
11.3-Repeated connections and use of tower seats and guided vehicles will be suspended for 2 days.
11.4-The guided vehicle service must work under the guidance of ATC.

11.6-Use of guided vehicle races or other reckless actions will result in a 7-day suspension of account. .
11.7-Members using guided vehicles must understand airport procedures, the lights of the guided vehicles must be on at all times, and the minimum level of control is C1.
11.8-The call sign of the guided vehicle must be the airport ICAO plus FMx, for example: Brussels, EBBRFM1... If there are two, it should be EBBRFM2, etc.
11.9-Other vehicles, such as waterwheels and boats, are prohibited.
§1: To be a virtual airline associated with IVAO, the virtual airline must be a free, non-profit organization. This virtual airline can neither directly or indirectly use IVAO network resources to make a profit, nor can it promote virtual aviation in the name of IVAO.
§2: The registered virtual airline is responsible for the company logo and name submitted to the IVAO database.
IVAO is not responsible for infringement of the rights related to Virtual Aviation.
§3: As a guarantee of normal Internet service, Virtual Airlines should use the designated three-letter company code.
§4: Weekly members of Virtual Airlines should be online in accordance with regulations. Weekly member online time = number of virtual airline members x 2 hours. This is not to say that every virtual airline member must fly online for at least 2 hours per week, but that the total weekly online flight of the entire virtual airline is calculated by this formula. This requirement is the minimum standard for Virtual Airlines to maintain its group membership.
§5: Virtual Airlines must update its group member information in a timely manner, such as web links, email addresses, etc. Failure to respond to the email due to the absence of the email address will result in the cancellation of the membership of Virtual Airlines.
§6: Members of Virtual Aircraft must work with branch activity coordinators and flight activity coordinators to plan various flight activities. Members of Virtual Airlines use the IVAO logo obtained during registration to connect to the IVAO webpage. This logo must also be the only logo sent by IVAO.
§7: IVAO reserves the right to accept, reject or delete a virtual airline in its database and system
§8: To apply for registration as a virtual airline, virtual airline must have more than 5 members. Applicants should send an email to the email address provided on the VA System webpage, requesting activation of the virtual airline group membership in the system.
§9: Virtual aviation that has not organized an activity on the IVAO network within 4 months will be deleted from the virtual aviation system, and the virtual aviation still exists in the IVAO database.
§10: Virtual flights that do not provide contact email addresses and contacts to the database will be deleted from the database.
§11: The copyright of the virtual aviation system belongs to IVAO. Any virtual membership with valid group membership can use this system for free. IVAO will only be responsible for resolving issues on the virtual aviation system webpage, and not for the relationship between virtual aviation and its members.
